Kathmandu police announced that 3,506 personnel will be deployed for security during Dashain, Tihar and Chhath in 2026. The Kathmandu Post reported the plan on October 2, saying it is intended to reduce crime and accidents amid large crowds, increased travel and homes left unattended. Police also said reserve teams from higher offices could be mobilized if needed.
Where will police be stationed?
Police identified crowded religious, commercial and transport locations for heightened attention. Named sites include Pashupatinath, Guhyeshwari and Dakshinkali, along with New Road, Asan, Koteshwar and Kalanki. The plan also covers malls, jewelry shops, offices, ATMs, goat markets, bus parks and traffic-management points.
Passenger help desks are planned at transport points including Kalanki, Koteshwar, Gaushala, Gongabu Bus Park, Balkhu, Nagdhunga, Balaju Bypass, Sitapaila and Jorpati, among other locations.
What security measures are planned?
Superintendent of Police Dan Bahadur Thapa of the Kathmandu District Police Range said, “We will strengthen patrols, surveillance, checks and police presence in sensitive areas to prevent offences.” Reported measures include stronger patrols, checkpoints and searches, CCTV surveillance, drones, trained police dogs and passenger assistance desks. The reports describe planned operations, not evidence that any particular measure has already prevented crime.

What risks does the plan address?
Police identified risks including theft, pickpocketing, robbery, threats, gambling, counterfeit currency, drink-spiking fraud, firecracker accidents, drink-driving and counterfeit tickets. OnlineKhabar also listed serious offences such as murder, rape, human trafficking and kidnapping. These are risks named in the security planning; the reports do not establish that they are increasing or that they have occurred in connection with the festivals.
What is known about the plan’s timing and coverage?
The October 2, 2026 reports do not specify the plan’s exact start and end dates. Their geographic descriptions vary—Kathmandu, the capital and the Valley—and do not fully establish the deployment’s administrative boundary. The 3,506 figure is attributed to the Kathmandu District Police Range; it should not be read as a confirmed headcount for every part of the wider Valley.

How does this compare with the 2024 festival plan?
A Kathmandu Valley Police Office notice for the 2081 (2024) festival season reported 8,387 personnel across security and traffic roles throughout the Valley. It described measures including pedestrian and mobile patrols, plain-clothes deployment, CCTV, walk-through gates, drones, traffic and disaster management, trained dogs and passenger help desks. That earlier figure covers a different year, geography and staffing scope, so it is not directly comparable with the 2026 report of 3,506 personnel.
