Jira Cloud provides an Automation REST API for finding and managing automation rules. To use it, you need both valid authentication and the permissions required by the endpoint. Cloud and Data Center use different routes and have different troubleshooting guidance, so identify your deployment before making API calls or diagnosing a rule.
What does the Jira Automation rules API do?
Atlassian’s Jira Cloud Automation REST API exposes rule-management operations across supported products. Depending on the operation, you can:
- List or search rule summaries using cursor- and limit-based pagination.
- Create a rule using a rule payload and connections.
- Retrieve a rule by UUID, update it, or delete it when disabled.
- Enable or disable a rule by supplying a state value.
- Update a rule’s scope.
Request schemas and limitations can change; check the live API reference before building or updating an integration. These Cloud routes are not interchangeable with Jira Data Center’s instance-local Automation endpoints.
How do I access the Jira Automation rules API?
Authenticate and authorize separately
The Cloud API reference supports an API token or browser session cookies for authentication. Authentication proves the caller’s identity; it does not grant permission to manage rules. Authorization is evaluated against the user’s permissions in the relevant product and, for some operations, the specific object. Atlassian notes that many endpoints require site- or container-level administrator access. Consult the Automation API authorization guidance and the exact operation reference for its requirements.

Check the site, product, and caller
Before troubleshooting a denied request, verify that the request uses the intended Atlassian site and Cloud ID, targets the correct product, and runs as the expected user. Confirm the user’s Jira permissions as well as any Automation-specific or administrative requirement. Jira’s mypermissions endpoint can help inspect Jira permissions, but it does not replace checking the Automation endpoint’s authorization rules.
How do Jira Cloud automation limits work?
Cloud has two distinct kinds of limits. Identify which one applies before changing a rule or considering a subscription change.

| Usage limit | A monthly cap on successful rule runs for a product. A successful run counts once if it performs at least one action, regardless of the number of actions; a trigger that performs no action does not count. | If the product reaches its monthly cap, rules stop until the next monthly reset. Atlassian’s Cloud Automation service-limit guide documents, among other examples, that Lookup work items uses the first 100 results and that specified create or clone actions have a 2,000-field limit. These values apply only to the documented actions and contexts and may change; check the current guide for the relevant plan and operation.
Reduce service-limit pressure
- Constrain JQL to the work items the rule actually needs.
- Reduce the frequency of scheduled runs where a slower schedule is acceptable.
- Split a flow that requires too many steps into smaller rules.
- For a large one-time change across thousands of work items, use Jira bulk change rather than repeatedly processing the set through Automation.
Why is a Jira automation rule being throttled or not triggering?
Cloud: determine whether it is a usage or service limit
Start with the rule’s audit entry. A THROTTLED status or error text mentioning processing time, JQL result size, or executions per hour points to a service limit. If every rule for the product stops around the same time, or the usage page says the monthly limit has been reached, investigate the usage cap instead. Apply the matching remedy: tune the query, schedule, or flow for a service constraint; treat a product-wide monthly stop as usage-limit exhaustion.

Data Center: no audit record for an expected trigger
Atlassian’s Data Center missed-trigger guidance recommends checking that the rule is enabled and, when another rule caused the event, that “Allow rule trigger” is enabled. In a cluster, verify Automation for Jira is enabled across nodes. Use the audit log to distinguish an event with no trigger record from a rule that triggered but was later skipped or failed.
Data Center: throttling
For Data Center throttling, collect audit-log evidence and Performance Insights graphs as described in Atlassian’s service-limit troubleshooting article. It also documents GET /rest/cb-automation/latest/configuration/property for collecting service-limit configuration. This is an instance-local Data Center route, not a Jira Cloud rule-management API endpoint.

A rule is slow
Inspect the audit log and, where available, export execution details to JSON to review component results. Revisit rule design and JQL. For Data Center, also investigate queueing and database performance. Atlassian’s slow-running rules guidance identifies automation.processing.thread.pool.size.per.node as a possible Data Center tuning point when CPU use is not high; it advises increasing the setting in small steps.
Cloud returns an “Unknown Fields” error
Check that the field exists for the project and issue type and is available on the applicable create or edit screen. Invalid JSON or an unexpected REST field format can also cause the error. Validate the payload against Jira’s corresponding issue create or edit API.

A REST operation is not available as a built-in rule action
Automation does not expose every REST method as a dedicated action. In Data Center, Atlassian documents the Send web request action as a way to call a REST API. Check the target endpoint’s credentials, permissions, and payload requirements; the action does not bypass them. See Atlassian’s Send web request guidance.

For Cloud, troubleshoot identity, permissions, usage limits, and service limits as separate failure categories. For Data Center, use its local audit and performance evidence and keep cluster-specific checks in scope.
