A workable cloud data exit strategy is a tested, governed plan for moving defined workloads and data to another cloud or to on-premises infrastructure. Start by setting exit triggers and measurable success criteria, then inventory dependencies, confirm contracts and residency obligations, model transfer options and total cost, rehearse the move, and assign accountable owners. The objective is not to eliminate every provider-specific service; it is to know the consequences of using one and retain a credible path out.

What a cloud exit strategy must decide

AWS Prescriptive Guidance defines an exit strategy as an organization’s approach to moving one or more workloads from a cloud service provider to another environment. Treat that as a decision document and an operating plan, not a one-time export checklist.

Scope and triggers

  • Name every workload, dataset, account, region and dependent service in scope. Separate production, disaster-recovery, development and archive data.
  • Define the events that would start an exit: regulatory or residency change, unacceptable service risk, contract expiry, sustained cost variance, acquisition, strategic platform change or a provider capability gap.
  • Record exclusions and the conditions under which they would be brought into scope.

Success criteria and authority

  • Set measurable targets for data completeness, integrity, application availability, recovery objectives, performance, security controls and cutover duration.
  • Name the executive decision maker, technical owner, security and legal reviewers, destination owner and operations lead.
  • Document assumptions, risk indicators, review cadence and the evidence required to declare the exit complete.

Destination and residency

Choose a target environment early enough to expose gaps in architecture, skills and controls. State the required countries or regions for storage, processing, backups and support access. A destination that cannot meet those constraints is not a fallback, regardless of its price.

Inventory dependencies, not just files

Portability is usually limited by the services around the data. Build a dependency register for each workload.

Data and application dependencies

  • File, object and database formats; schemas; encodings; compression; checksums; retention metadata; and immutability settings.
  • Application code, APIs, event streams, queues, batch jobs, search indexes, machine-learning features and hard-coded endpoints.
  • Identity, key management, secrets, certificates, network routes, DNS, monitoring, logging and backup systems.
  • Managed databases, serverless functions, proprietary analytics, policy engines and other services that may require redesign or replacement.

Commercial and operational dependencies

  • Licenses, marketplace subscriptions, committed-use discounts, support agreements and software whose terms change outside the original provider.
  • Export mechanisms, rate limits, snapshot portability, backup availability and the period during which data remains accessible after termination.
  • Skills required to run the destination, including database administration, networking, security, incident response and compliance operations.

Classify each dependency as portable, replaceable with refactoring, or provider-specific. Record an owner, an export method and a validation test for every item. Where a capability has no direct equivalent, document the functional trade-off rather than labeling it “portable.”

Compare the destination choices

Evaluate another cloud and on-premises infrastructure against the same workload-level criteria. A single company may rationally choose both.

Provider-specific value What functionality, speed or reliability would be lost by replacing a native service? Business impact assessment and an explicit trade-off decision

Provider-native features can be worth their switching cost. The responsible choice is to quantify the value and the exit consequence, then approve the trade-off deliberately.

Model the migration before committing

Build a complete cost model

Include possible egress charges, temporary storage, destination storage, network and operations, transfer products or appliances, encryption and key management, tooling, consultants, engineering time, testing, downtime, training and dual-running. Separate one-time migration costs from the destination’s recurring run rate. Google Cloud’s large-dataset migration guidance identifies networking, storage and operations, transfer-product and personnel costs as planning categories; its named options are specific to transfers into Google Cloud, so do not assume they apply to every provider or direction.

Compare online and offline paths

Method Advantages Risks and questions
Online transfer Incremental copying, automation and continuous synchronization can reduce cutover downtime. Bandwidth, egress, throttling, encryption, route capacity and the time required to catch up with ongoing writes.
Offline staging Useful where network capacity or transfer windows are inadequate. Physical handling, encrypted media, chain of custody, import capacity, duplicate copies and secure destruction.

If offline staging is selected, specify capacity, encryption, interface, custody, transport, access logging and destruction controls. A portable SSD may be one staging component, but no particular device is established as suitable without checking those requirements.

Measure elapsed time and cutover risk

Estimate initial copy, change capture, reconciliation, application testing, freeze or quiescence, final synchronization, DNS or routing changes, and rollback. Run a representative transfer to measure real throughput and failure recovery; theoretical link speed is not a schedule.

Check contracts and provider programs

Have procurement and counsel review the executed agreement, service-specific terms and account status. Confirm termination rights, notice periods, committed-spend treatment, export availability, deletion obligations, support retention and the evidence required after deletion.

Google Cloud transfer-credit terms

Google Cloud describes a program under which customers leaving relevant services may request transfer credits, subject to prescribed notice, initiation, migration and completion steps and termination of the relevant service. Its published process describes a 14-day initial support period, an initiation period after that, and a migration period of at least 30 days, with conditions and possible extensions. It also excludes transfers when the customer continues using the relevant service. Recheck the current page and the customer’s agreement before including any credit in a budget.

AWS data-transfer-out requests

AWS says eligible customers moving all data off AWS may request free data transfer out through Customer Support. The stated process includes review and approval, a temporary credit based on stored data volume, and 60 days to complete the move after approval, alongside account and other eligibility criteria. This is not an automatic waiver: obtain confirmation for the specific account, services, agreement and destination before relying on it.

Rehearse, verify and cut over

  1. Export a representative slice. Include large objects, edge-case records, metadata, encrypted data, permissions and the most demanding workload dependencies.
  2. Validate integrity. Compare counts, checksums, sizes, schemas, timestamps, retention markers and access-control mappings. Keep signed evidence.
  3. Import and restore. Demonstrate restore from the chosen backup or archive path, not only a live copy.
  4. Exercise applications. Test reads, writes, failover, queues, scheduled jobs, reports, integrations, performance and security monitoring in the destination.
  5. Run a tabletop or gameday. AWS recommends exercises such as tabletops and gamedays. Include provider outage, corrupted export, missed dependency, credential failure, delayed transfer and rollback decisions.
  6. Execute a controlled cutover. Define the write freeze or change-capture point, final reconciliation, DNS or routing change, business acceptance and named go/no-go authority.
  7. Keep rollback viable. Set a time-limited rollback window, preserve the source until acceptance, and specify how divergent writes will be handled.
  8. Close the source responsibly. Revoke credentials, remove routes and integrations, obtain deletion evidence, retain required records and update diagrams, runbooks and inventories.

Govern the plan as a living capability

  • Review the dependency register and provider terms at a defined cadence and after major architecture or contract changes.
  • Track portability tests, export duration, restore success, unresolved provider-specific dependencies and staff readiness as operational metrics.
  • Store the plan, evidence, contacts, credentials procedure and decision log where the organization can access them during a provider incident.
  • Rehearse critical workloads periodically; an untested exit plan becomes stale as data, schemas, identities and services change.

A practical decision sequence

  1. Set scope, triggers, objectives, success criteria, residency constraints and owners.
  2. Map data, application, identity, network, backup, licensing and managed-service dependencies.
  3. Shortlist destinations and identify required refactoring, replacement services and skills.
  4. Obtain current contract, deletion, export and credit terms for the actual account and services.
  5. Measure transfer methods, model one-time and recurring costs, and include dual-running and personnel effort.
  6. Prototype export, import, integrity checks, restore and application behavior.
  7. Approve the cutover, rollback, security and communications runbooks.
  8. Rehearse, execute with evidence, and close the source only after acceptance and deletion controls are complete.

Frequently Asked Questions

Should an exit strategy avoid all managed cloud services?

No. Managed services can provide substantial operational and functional value. Classify their replacement or refactoring cost, test the alternatives and approve the resulting switching risk explicitly.

Is a provider-promised transfer credit guaranteed?

No. Google Cloud and AWS describe conditional programs with different notices, eligibility rules, approval steps and completion windows. Confirm current terms for the specific account, services and agreement before budgeting a credit.

When is offline transfer appropriate?

Consider it when data volume, network capacity, security constraints or the required completion window make online transfer impractical. The plan must cover encrypted media, custody, import capacity, reconciliation and secure destruction.
