No. Wikimedia is not shutting off public APIs or banning all automated access. Its request is aimed at large-scale AI and other commercial users: identify automated traffic, follow rate limits and robot rules, and use Wikimedia Enterprise when public access does not meet high-volume needs. Wikipedia’s content remains free and open under its applicable licenses; the infrastructure that serves it at scale still has costs.
What Wikimedia is asking AI developers to do
The headline refers to a reported November 2025 appeal for AI companies to stop relying on free, direct scraping at scale and use Wikimedia Enterprise instead. The Foundation’s current position is more specific than a blanket ban: public API access and compliant crawling remain available, but large-scale automated traffic is subject to rate limits and policy requirements. Wikimedia says its limits protect shared infrastructure and fair access to it.
The distinction is between the content and the means of retrieving it. Wikimedia Foundation official Lane Becker said in July 2026: “The content of Wikimedia projects will forever be free and open to anyone.” That does not mean unlimited, unthrottled requests to Wikimedia’s servers are free of operational consequences.
Why Wikimedia is imposing limits
Automated traffic can consume capacity used by readers, editors, and other developers. The Foundation’s 2026 rate-limit documentation said about 33% of unauthenticated automated API requests at the end of 2025 came from automated clients. Its rate-limit FAQ estimated that automated traffic represented around 40% of page views as of early 2026. These are different measures and periods, not interchangeable counts.

The Foundation has also connected automated reuse to a broader sustainability concern: if people encounter Wikimedia knowledge through third-party AI products instead of visiting the source, Wikimedia may lose opportunities to reach readers who could become contributors or donors. Axios reported on October 2, 2026, that Wikipedia page views declined 8% in 2025, citing Wikimedia CEO Bernadette Meehan. That figure concerns page views in that year; it does not by itself establish that AI products caused the decline.
Wikimedia wants platforms that reuse its material to attribute it and help people find the original source. The Foundation has also said Enterprise income is capped at 30% of its annual revenue; that is a limit on the share of Foundation revenue, not a customer rate or fee.

Can developers still use Wikipedia’s API?
Yes. Wikimedia’s March 2026 update said API use and crawling remain possible within policy limits. The Foundation was deploying global rate limits across Wikimedia projects, including its Action and REST APIs. It reported that about 30% of automated requests from noncompliant crawlers had been blocked or throttled in that update; an editor’s note says the figure was revised from 25% to include blocked media requests.
The limits are not necessarily fixed numerical thresholds: Wikimedia says they can change with system load. Default limits are designed to accommodate almost all use, while higher-volume users should identify themselves and use an appropriate access route. Stronger identification can help the Foundation distinguish responsible clients, but it is not permission to ignore throttling or other policy requirements.

Choose an access route that fits your use

Wikimedia Enterprise has operated for five years, according to the Foundation’s July 2026 account. It provides normalized, structured access for high-volume and high-frequency reuse. It is an infrastructure and access product, not a change to the basic openness of Wikimedia content. The Foundation says it is exploring free access for some nonprofits and startups aligned with its goals, but specific eligibility rules and customer terms were not stated.

- Use a meaningful User-Agent that identifies the client and provides contact information.
- Respect throttling instructions and any limits applied to the client.
- Follow the robot policy for large-scale automated use and comply with the applicable content licenses.
- Avoid harmful concurrency and unusually high request rates, including requests intended to circumvent the policy.
- Do not spread requests across multiple User-Agents to conceal that they come from one operator, or generate traffic that prevents others from accessing services.
The Foundation’s policy prohibits circumventing imposed limits and reserves options including blocking API access or disabling a program. These are access and policy rules; they do not mean that every scrape is illegal or that all reuse has the same legal status. Developers must assess the license and other obligations that apply to the content they use.

Wikimedia’s content is openly reusable under its applicable licenses, but a license to reuse content is distinct from a guarantee of unlimited free delivery from Wikimedia’s servers. Public access is intended to serve ordinary use, while infrastructure-intensive commercial reuse may require a different access route. Enterprise offers limited free access within defined limits and charges commercial rates for higher requirements; current exact rates were not stated by the Foundation in the material available for this article.

The tension is not simply “open versus paid.” Wikimedia is trying to keep knowledge accessible while managing the costs of distributing it at scale, and it wants downstream products to preserve attribution and help people discover the source. In January 2026, AP quoted then-CEO Maryana Iskander saying, “But our infrastructure is not free, right?” The same AP report quoted co-founder Jimmy Wales: “you should probably chip in and pay for your fair share of the cost that you’re putting on us.”
