Yes—by retail fast-payment transaction volume. India’s Ministry of Finance says the Unified Payments Interface (UPI) accounted for 81% of India’s retail digital payment transactions in FY 2024–25 and describes it as the world’s largest real-time retail payment system. That ranking is about the number of transactions, not payment value, revenue, or every measure of size.
What UPI is—and what “largest” means
UPI is an Indian real-time payment system that lets people transfer money between bank accounts through mobile applications. It supports transfers between individuals, payments to merchants, and peer-to-peer payment requests, according to the Government of India’s March 2026 backgrounder.
The size claim is specifically about retail fast-payment transaction volume. The Ministry of Finance says a June 2025 International Monetary Fund report recognized UPI as the world’s largest retail fast-payment system by transaction volume. This does not establish that UPI leads every payment network by value, users, or revenue.

How much UPI is used in India?
In a March 2026 release, the Ministry of Finance reported that UPI made up 81% of India’s retail digital payment transactions in FY 2024–25. Across all retail digital payment methods, India recorded 22,167.90 crore transactions, worth ₹849.12 lakh crore, in that fiscal year. The ministry reported year-over-year growth of 35.04% in transaction volume and 18.04% in value.

These figures describe India’s domestic retail digital payments for FY 2024–25; they are not a count of UPI transactions alone. The 81% share is the UPI-specific figure in the ministry’s release.
How UPI compares with other real-time payment systems
A Ministry of Finance release reproduces figures from ACI Worldwide’s Prime Time for Real-Time 2024 report. In that comparison, India is attributed 129.3 billion real-time payment transactions and 49% of global volume. The same table reports:

The values are from ACI’s 2024 comparison as reproduced by the ministry; the government release does not independently validate the underlying methodology. The country figures should therefore be understood as that report’s comparison, not as proof that all systems were counted under identical inclusion rules. Comparing systems fairly also depends on the reporting period, domestic coverage, supported use cases, and the report’s definitions and denominator.

What the ranking does—and does not—tell you
The ranking indicates that UPI is exceptionally high-volume among retail fast-payment systems under the cited comparison. It does not, by itself, show which system moves the most money, has the most users, or generates the most revenue. Nor does a large transaction count establish that every transaction succeeds or that every user has equal access.

The figures do show UPI’s central role in India’s retail digital payments: the ministry’s FY 2024–25 statistic puts its share at 81%. The global 49% figure has a different scope and attribution—it is ACI Worldwide’s estimate of India’s share of global real-time payment volume, reproduced in a later ministry release.

The Ministry of Finance identifies cybersecurity risks, digital literacy and awareness, and network issues as challenges associated with expanding digital payments. It lists device binding, PIN authentication, daily transaction limits, restrictions on some use cases, and bank fraud monitoring among the measures in place. These are safeguards reported by the government; they do not mean fraud or service disruptions are eliminated.
