No EU diesel-reserve release has been confirmed. A Reuters report republished on October 2, 2026, says EU governments were discussing a French proposal to release 50 million barrels of diesel, alongside a separate proposed release of 50 million barrels of crude oil by IEA members. The European Commission said the same day that EU diesel supply was stable for the time being, while prices remained high. Its update did not confirm the proposal or those quantities.
What the reported proposal would do
The Reuters report, citing two people familiar with the matter, describes a proposal under discussion—not an adopted EU measure or a completed release. It separates the proposed action by fuel and institution:

Why the United States is reportedly pressing for action
The report says Washington urged France and Germany to release stocks and describes a potential U.S. threat to ban diesel exports. These are claims attributed to the report; the Commission’s October 2 update did not confirm them or identify them as official terms of an EU proposal.

Reuters linked the pressure and market strain to several reported supply factors: shortages of Gulf supplies associated with the Middle East war, damage to Russian refineries from Ukrainian attacks and Russia’s resulting export ban, and China’s decision to halt October fuel exports while building domestic stocks. What the EU has confirmed about supply and prices
In its October 2, 2026 update, the European Commission said: “EU diesel supply remains stable for the time being, but prices remain high, reflecting global market tightness.” The update also said the International Energy Agency briefed the EU Energy Union Task Force on the status of a collective action to release oil stocks launched in March 2026. On September 28, the Commission had likewise described EU supply as stable despite high diesel and jet-fuel prices. It said emergency stocks remained at a high level and available in case of market disruption, and that European refineries were running near maximum capacity. How EU emergency oil stocks are governed
EU member states are required to maintain emergency stocks of crude oil and/or petroleum products equivalent to at least 90 days of net imports or 61 days of consumption, whichever is higher. The rules provide for coordinated stock releases in a serious shortage. The Commission says withdrawals should generally follow consultation between it and member states, except in a very urgent situation. That legal minimum is a preparedness requirement, not proof that a particular quantity is available as diesel or that the reported proposal has been authorized. The proposed EU diesel release and IEA crude release should not be treated as interchangeable stocks.

A release could make fuel stocks available to the market, but the sources cited here do not establish how much the reported proposal would change diesel supply or prices. The Commission’s assessment was that supply remained stable for the time being while prices were high because of global market tightness. No independently verified price figure or quantified estimate of the proposal’s price effect is provided in these sources.
