Yes. Puppeteer’s software is licensed under Apache License 2.0, which generally allows commercial use subject to the license’s conditions. That covers the Puppeteer library—not automatically every browser binary you use or every website you capture. Check those separately, especially for production or client work.
What “free for commercial use” covers
The Puppeteer project identifies its license as Apache-2.0, and the puppeteer-core package metadata also specifies Apache-2.0. On that basis, a business can generally use Puppeteer for commercial screenshot automation while complying with the license. This is a practical reading of the license, not individualized legal advice. See the project’s Apache-2.0 license and puppeteer-core package metadata.
If you redistribute covered software, review the license itself and follow its applicable requirements, including license, notice, and attribution obligations. The exact obligations depend on what you distribute and how; do not treat “commercial use is allowed” as meaning “no conditions apply.” For a particular product or distribution arrangement, get legal advice if needed.
Three separate things to check
1. Puppeteer
Puppeteer is the JavaScript automation API. Its repository identifies the project as Apache-2.0. The package metadata reviewed for puppeteer-core lists version 25.11.0 and the same license, but package versions and repository contents can change. Confirm the license files and package version actually used in your application.

2. The browser binary
The package choice affects browser installation. According to the Puppeteer README and installation guide, installing puppeteer downloads a compatible Chrome during installation; puppeteer-core installs the automation library without downloading Chrome. The Puppeteer license does not establish the terms for every browser distribution or deployment arrangement. Check the terms for the browser build you use.

3. The website you capture
A library license is not permission from a website owner to automate, access, or capture that site. Check the target site’s terms and any rules that apply to your use, particularly when capturing pages for customers or running automation in production. Puppeteer’s security policy puts responsibility for using its capabilities safely and as intended on the calling code; it does not grant rights to third-party sites.

Basic Puppeteer screenshot example
The official screenshots guide demonstrates launching a browser, navigating to a URL, saving a screenshot with Page.screenshot(), and closing the browser. For a basic Node.js setup using Puppeteer’s managed Chrome:

Choosing between the packages
Use puppeteer when you want its installation process to download a compatible Chrome. Choose puppeteer-core when you intend to supply and manage the browser yourself. Neither choice changes the need to check the browser’s terms or the target website’s rules.
Common setup problems
Chrome is missing at runtime
Some modern package managers block dependency install scripts by default. If that prevents Puppeteer’s browser download, the library may install but launching can fail because Chrome is absent. Check your package manager’s install-script settings and Puppeteer’s documented manual browser installation options in its installation guide.

A screenshot fails or the page is incomplete
Check the browser launch and navigation errors first, then confirm the page reached the expected state before capturing it. networkidle2 is used in the example as a navigation wait condition; it does not guarantee that every page has finished its own application-specific work. If content loads later, wait for the relevant page state before calling screenshot().
