OGG itself is neither lossless nor lossy: Ogg is a container, and the codec inside it determines how audio is compressed. Ogg Vorbis is lossy; Ogg can also contain FLAC, which is lossless. To know which you have, identify the audio codec rather than relying on the “.ogg” extension alone.
What do “Ogg” and “Vorbis” mean?
Ogg is a container format: it packages media streams and related information. Vorbis is an audio codec—a method for encoding and decoding audio—that can be carried inside an Ogg container. Xiph.Org describes Ogg as its container format and Vorbis as an audio compression scheme designed for use in Ogg (Vorbis FAQ; Ogg overview).
People sometimes use “OGG” informally to mean an Ogg Vorbis audio file. Technically, though, the container name does not tell you whether the audio is lossless. Other codecs, including FLAC, can also be carried in Ogg.

No. Ogg Vorbis is a lossy codec. Lossy compression reduces file size by discarding some audio data; once discarded, that information cannot be reconstructed from the Vorbis file. Xiph’s Vorbis FAQ identifies Vorbis as an example of lossy compression and says it cannot reproduce CD-quality audio exactly (Vorbis FAQ).

That does not, by itself, mean a Vorbis file will sound noticeably worse to every listener. This is a question about how the data is encoded, not a claim about the audible result of a particular file or listening setup.
Can an Ogg file be lossless?
Yes. An Ogg file can contain FLAC audio, often called Ogg FLAC. In that case Ogg is the container and FLAC is the audio codec. FLAC compression is lossless: decoding it reproduces the input audio data exactly. It is not Vorbis becoming lossless; it is a different codec carried in Ogg (FLAC FAQ; FLAC features).

Xiph states that Ogg FLAC uses the same compressed FLAC data as native FLAC and can be converted between the two containers without re-encoding (FLAC FAQ). That container conversion does not change the audio codec.
How can I tell whether my Ogg audio is lossless?
Check the codec reported by a media-information tool or the player’s file details. Look for “Vorbis” or “FLAC,” not just the filename extension. If a tool reports Vorbis, the audio is lossy; if it reports FLAC, the audio payload is lossless. A filename ending in “.ogg” alone is not enough to establish the codec.

Player and device support varies by the specific codec and container combination. Check the documentation for the player you intend to use rather than assuming every device handles Ogg Vorbis and Ogg FLAC alike.
What should I use to keep audio lossless?
Keep a lossless original, such as FLAC, if you need to preserve audio data for later conversion or editing. Xiph describes FLAC as lossless and says its decoded PCM is bit-for-bit identical to the input supplied to the encoder (FLAC features).

Converting a Vorbis file to FLAC does not restore the audio data Vorbis discarded. The resulting FLAC file can preserve the decoded Vorbis output without further loss, but it is not a lossless copy of the original audio source.

Do Ogg Vorbis files support tags and streaming?
Yes. Xiph’s Vorbis FAQ describes Vorbis comment fields for information such as song and artist, and says Ogg Vorbis is streamable (Vorbis FAQ). Whether a particular player displays tags or supports a stream depends on that software and its format support.
