For banking or shopping, use cellular data or a trusted private network if you can. Public Wi-Fi is usually safe for ordinary browsing because encryption is widespread, the Federal Trade Commission (FTC) says. But the FBI advises avoiding public Wi-Fi for sensitive activities such as banking and shopping, and the Cybersecurity and Infrastructure Security Agency (CISA) recommends cellular data when a transaction cannot wait. If you must use a hotspot, go directly to the genuine bank or retailer, check for HTTPS, and secure your account with a unique password and multifactor authentication.
Why the advice sounds contradictory
Modern encryption has reduced the risks of routine public Wi-Fi use. The FTC’s February 2023 guidance says connecting through public Wi-Fi is “usually safe” because encryption is widespread. That does not mean every hotspot is trustworthy or every financial transaction is risk-free.
The FBI recommends avoiding public or unsecured Wi-Fi for sensitive activities, including banking and shopping. CISA’s February 1, 2021 travel guidance similarly advises against using open Wi-Fi for personal business, banking, or shopping, and says to use cellular data if a transaction must be made while traveling. In practical terms, ordinary browsing and entering financial credentials are different decisions: for a sensitive transaction, choose the more cautious connection when it is available.

If you must bank or shop on public Wi-Fi
- Open the real destination directly. Use the bank or retailer’s official app, a saved bookmark, or an address you enter yourself. Do not follow an unexpected email or text link to sign in or pay.
- Check the page’s connection. In a browser, confirm the address begins with HTTPS on the actual sign-in and payment pages, and keep checking as you move through the session. HTTPS encrypts the connection to that site; it does not establish that the site is legitimate. Scammers can use HTTPS on fake sites, so the address and how you reached it matter.
- Protect the account. Use a unique, strong password and enable multifactor authentication (MFA) wherever available. The FBI recommends strong passwords and two-factor authentication. Keep your device, browser, and apps updated.
- Be careful on shared computers. Do not save passwords or payment details on a public or shared computer. Log out when finished, and close the browser session.
What a VPN does—and does not do
A VPN can encrypt traffic between your device and the VPN server, adding a layer of protection on an open network. It does not make a fraudulent bank or retailer site safe, and it does not make you anonymous. Your VPN provider becomes another party you must trust because it may handle your traffic.

The FTC’s February 2018 guidance on VPN apps advises considering their permissions, encryption claims, and data-sharing practices. A VPN is an additional safeguard, not a replacement for using the genuine destination, account protections, or a safer connection when one is available.
Quick decision checklist
- Can the transaction wait? Wait until you can use a trusted network, or switch to cellular data.
- Is this definitely the real bank or merchant? Use its known app, bookmark, or official address rather than a message link.
- Are you entering credentials or payment details? Treat that as sensitive activity, not routine browsing; avoid open Wi-Fi if possible.
- Are you considering a VPN? Check the provider’s privacy practices, permissions, encryption claims, and data sharing. Do not rely on a VPN to validate a site.
Official guidance does not establish a numerical probability that a particular person will have an account compromised while using public Wi-Fi. The practical choice is based on the sensitivity of the action and whether a trusted network or cellular connection is available.
