Google’s AI-generated search answers can reduce clicks to websites, and the size of that risk is becoming clearer. But current evidence does not show that Google has destroyed the open web, establish that AI Overviews caused every recent referral decline, or prove that greed is the company’s motive. It does show a serious imbalance: publishers rely on search to reach readers, while Google controls how much of an answer and how many links appear on its results pages.

Do people click on links in Google AI summaries?

Pew Research Center tracked browsing activity shared by 900 U.S. adults. Researchers examined Google searches made from March 1–31, 2025, then collected the corresponding results pages from April 7–17. Among 68,879 unique searches, 12,593 produced an AI summary.

On visits to Google pages with a summary, 8% led to a click on a traditional search result; on visits without a summary, 15% did. A link inside the summary was clicked on 1% of visits where one appeared. Browsing sessions ended after 26% of visits with a summary, compared with 16% of visits to pages showing traditional results only.

These are observed actions in a U.S. sample, not a universal estimate of lost publisher traffic. Pew did not randomly assign people to see or not see a summary, so the difference alone does not prove the summary caused every missing click. The study also measures visits and session behavior—not advertising income, subscriptions, or a publisher’s total audience.

What do publisher referral trends show?

Referral counts answer a different question from click studies: they track how much traffic websites receive from Google over time. The reported figures vary with the period and sites measured, so they should not be collapsed into one claim about every website.

The 2025 and 2026 Reuters Institute findings can coexist: one describes referrals through 2024, while the other measures a later year across its own tracked sites. Expectations reported by publishers are not traffic measurements, and a decline in a tracked sample does not by itself identify its cause.

Can AI Overviews be shown to cause fewer clicks?

Pew’s browsing study shows an association between seeing an AI summary and clicking less often, but it was observational. A preregistered field experiment submitted to arXiv on August 18, 2026, offers a different kind of evidence: 1,100 Google Search users were assigned to different AI-feature conditions. The authors report that hiding AI Overviews and AI Mode increased publisher click-through; an AI-Mode-only condition reduced click-through, user experience, and trust.

This experiment supports a causal effect in the study’s setting, but its abstract does not state effect sizes. It is a preprint, not settled consensus, and its reported results should not be assumed to apply to every query, publisher, or version of Google Search. Together, the studies make the click risk credible while leaving its size across the web uncertain.

Why the economic concern is real even when the total is disputed

A search engine can answer a question on its own results page, giving a user less reason to visit the site that supplied relevant information. Google itself acknowledges that a quick answer may satisfy a search without a click. It also argues that AI Overviews can prompt new queries and display more links, and that traffic shifts among types of sites.

Those possibilities do not cancel each other out. A feature may generate additional searches or useful referrals in some cases while reducing visits to particular pages in others. Aggregate totals can obscure which publishers, subjects, and business models gain or lose. Google’s August 6, 2025 statement that it sends billions of clicks to the web every day and prioritizes the web in its AI experiences is the company’s position, not an independently verified breakdown of the effects on individual publishers.

The structural issue is dependence: publishers may need Google discovery, but they do not control the presentation, placement, or amount of information Google shows before a visit. If fewer readers reach a publisher’s page, that can threaten the business models that pay for reporting, reference material, reviews, and other work—even if some sites or queries benefit. The available figures do not quantify that financial impact across the web.

Can publishers opt out of AI Overviews without losing search visibility?

Google’s Search documentation says pages must be indexed and eligible to appear in Search with a snippet to qualify as supporting links in AI Overviews and AI Mode. It says existing SEO fundamentals apply and lists preview controls including nosnippet, data-nosnippet, max-snippet, and noindex.

These controls affect snippets or Search visibility; they are not a no-cost switch that blocks AI use while preserving identical exposure in ordinary results. A publisher weighing them has to consider the trade-off between restricting how content appears and maintaining the eligibility needed for Search exposure. The documentation describes technical controls, not a guarantee of equivalent traffic after applying them.

What did the Google antitrust case decide?

The U.S. District Court for the District of Columbia found in August 2024 that Google maintained an online-search monopoly in violation of Section 2 of the Sherman Act. The Justice Department reported that the court concluded, “Google is a monopolist, and it has acted as one to maintain its monopoly.” In September 2025, the court ordered remedies that barred certain exclusive distribution agreements and required access to certain search-index and user-interaction data, as well as search and search-text-ad syndication services, for certain competitors.

That case concerns competition in search and distribution agreements. It is not a ruling that AI Overviews unlawfully use publisher material, nor a decision on publishers’ copyright or licensing claims. The monopoly finding is relevant to the power imbalance behind this debate, but it does not settle those separate questions.

So, is Google destroying the open web?

“Destroying” goes further than the evidence allows. Pew found fewer traditional-result clicks on visits where summaries appeared; Reuters Institute’s later Chartbeat data show substantial referral declines for its tracked sites; and an early field experiment reports increased publisher click-through when AI features were hidden. But those findings cover different populations, periods, and study designs. The contribution of AI Overviews to the aggregate decline remains unclear, while Google disputes that its changes are producing dramatic overall losses.

“Greed” is likewise a judgment about motive, not a finding established by these data or by the antitrust ruling. A more defensible criticism is that Google has powerful incentives and control over a major discovery channel, while independent publishers bear much of the risk when users consume answers without visiting sources. Whether that imbalance is sustainable is the open-web question the evidence supports.
