Sometimes—but only for a limited need and only when the provider is transparent about its data practices. A VPN moves trust from your internet connection to the VPN operator: it encrypts traffic between your device and the VPN server, but that server handles traffic on its way to the internet. A free app is not automatically safe, and paying for a VPN does not automatically make it trustworthy.
What a VPN does—and what changes when it is free
A VPN creates an encrypted connection between your device and a VPN server. Websites and other destination services generally see the VPN server’s IP address rather than your own, while the VPN provider sits between your device and those destinations. That means the provider’s policies and security matter: the Cyber Security Agency of Singapore (CSA) warns that a compromised VPN server could affect the confidentiality and integrity of traffic routed through it. CSA: Using Personal VPN Services Safely
A VPN is not a general-purpose anonymity tool or a replacement for protecting your accounts and devices. It changes which party can observe or handle parts of your connection; it does not eliminate the need to decide whom to trust.

Consider a free VPN only for a limited use case, and only if you can identify the operator and find clear answers about what the service collects, why it collects it, how it safeguards that information, and whether it shares it. The app should come from the provider’s official site or a trusted app store, and its requested permissions should make sense for the service.

If the publisher’s identity, privacy policy, or data-sharing practices are unclear, do not route all your device traffic through it. If you decide you need a VPN and a free option does not meet your requirements, a paid plan is another possibility—not proof of trustworthiness. The same checks apply to any provider.
Risks to check before installing one
Data collection and sharing
Read the privacy policy for the types of information collected, the purposes for collection, how data is used and safeguarded, and whether it is shared with third parties. The FTC’s consumer guidance advises researching the app and publisher, reviewing permissions, and checking third-party sharing; that guidance dates to 2018, so treat it as a checklist rather than an audit of current apps. Hidden proxy use
The FBI warns that some free VPN services may use hidden terms to enroll devices in residential proxy networks. In that arrangement, other parties may route their traffic through a user’s internet connection. The warning does not mean every free VPN does this; it is a reason to read terms carefully and avoid unknown publishers. FBI: Residential Proxy Network Alert
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesSecurity and ownership transparency
Look for an identifiable operator, transparent ownership and jurisdiction, clear security practices, and credible evidence for security claims. The Internet Society describes data minimization, strong encryption, transparent ownership and jurisdiction, and independent audits as good practices; its brief is guidance, not a ranking or verification of particular services. A practical checklist for choosing
- Verify the publisher. Research who operates the app and use the provider’s official website or a trusted app store to obtain it.
- Review permissions. Check what the app requests and whether those permissions fit its stated function.
- Read the privacy policy and terms. Find the collection purposes, data uses, safeguards, retention details if stated, and any third-party sharing or proxy-network provisions.
- Assess security evidence. Check the provider’s stated encryption and app-security practices, and look for independent audits or other supporting evidence rather than relying on marketing claims alone.
- Match the service to your need. Consider relevant features and performance for your actual use; do not assume that a free service or a paid subscription is the right choice by default.
- Keep it updated and check for leaks. Install updates. CSA describes DNS-leak and IP-address-leak tests as ways to check whether DNS requests or your source IP are exposed outside the VPN tunnel. CSA VPN safety guidance
So, should you use a free VPN?
Use one only if the operator is identifiable, its data practices are understandable, its permissions are reasonable, and you obtain it through a trusted source. If those checks fail, do not entrust it with your traffic. If you choose a paid service instead, assess it by the same standards: payment alone does not establish that a VPN provider is safe or private.
