Contact an IRS Taxpayer Assistance Center (TAC) when you need a service provided in person at a local IRS office. Contact the Taxpayer Advocate Service (TAS) when an unresolved IRS problem may be causing economic harm, a significant cost, or an unusually long delay. A TAC visit is an appointment for local office services; TAS is a free advocacy service with eligibility criteria, and contacting it does not guarantee it will accept your case.
For a routine refund, payment, transcript, or account question, check the IRS’s online and telephone options first. This guide covers U.S. federal IRS services; state tax agencies are separate.
Which should you contact?
| Your situation | Best place to start | Why / next step |
|---|---|---|
| You need a service that a local IRS office provides in person | Taxpayer Assistance Center (TAC) | Check that specific office’s services, then call 844-545-5640 to schedule an appointment. Available services vary by location. IRS local office guidance. |
| Your tax problem may be causing economic harm or significant cost, or the IRS has not resolved it through normal channels | Taxpayer Advocate Service (TAS) may be appropriate | Review the TAS eligibility guidance and use its qualifier or contact options. Eligibility signals do not guarantee case acceptance. |
| The IRS has taken more than 30 days to resolve an issue, or has not responded by a date it promised | TAS may be appropriate | Check whether your circumstances meet TAS’s criteria and request assistance if appropriate. IRS guidance on who may use TAS. |
| You have a routine balance, refund-status, payment, transcript, or general-information question | IRS online or telephone service | Many common needs have self-service or phone options, so an office visit may not be needed. See IRS help options and options to try before visiting an office. |
The key distinction is purpose: a TAC provides scheduled in-person services, while TAS may help with qualifying problems that ordinary IRS channels have not resolved or that involve economic harm. Neither route should be treated as a general-purpose escalation shortcut.

A TAC is a local IRS office where taxpayers can get in-person help for services that office offers. The IRS directs taxpayers to check the local office’s service list because services and office details vary by location. A TAC visit does not, by itself, qualify a taxpayer for TAS case assistance.

How to arrange a TAC appointment
- Use the IRS local office page to find an office and confirm it handles your issue.
- Call 844-545-5640 to schedule an appointment. The IRS asks taxpayers to arrange a visit ahead of time.
- Follow the office’s current preparation instructions. IRS guidance lists two original forms of identification, including a current government-issued photo ID. If you filed a return for the year at issue, bring a copy, along with relevant records or documents requested for your appointment.
Do not assume every TAC offers the same services, accepts walk-ins, or has the same appointment wait. Check the specific office’s current information.
What the Taxpayer Advocate Service does
TAS is an independent organization within the IRS. It assists taxpayers experiencing economic harm, taxpayers who have not resolved a tax problem through normal IRS channels, and taxpayers who believe an IRS system or procedure is not working properly. The IRS gives examples of circumstances that may make a taxpayer eligible: economic harm or significant cost, a delay of more than 30 days, or no response or resolution by a date the IRS promised. These are eligibility signals, not a promise that TAS will accept a particular case. See the IRS eligibility guidance.

Seeking help from a TAC or TAS does not mean you should ignore a notice or assume a required deadline has changed. Follow the notice’s instructions and any applicable formal appeal process while seeking assistance. TAS’s role is to help with qualifying tax problems; it is not a substitute for taking a required action. For case-specific legal or tax advice, consult a qualified professional.
