Choose based on where the protection must begin and end: IPsec suits traffic that needs protection across routed IP networks, while MACsec suits Ethernet links, including non-IP traffic. They protect different boundaries and can be used at different points in the same defense-in-depth design.

NIST’s SP 800-77 Rev. 1 compares IPsec and MACsec, while IEEE describes MACsec in IEEE 802.1AE.
What IPsec protects
IPsec is a framework for protecting communications at the IP layer. It is commonly configured with IKE, which helps establish security associations between IP peers. Because its scope is IP traffic, it is a fit when protection needs to apply between endpoints or gateways across an IP network, rather than only across one Ethernet connection. NIST’s IPsec VPN guide provides implementation and planning context.
What MACsec protects
MACsec is Ethernet link security. IEEE describes it as providing connectionless user-data confidentiality, frame-data integrity, and data-origin authenticity. It protects Ethernet frames, not just IP packets; NIST names IP, ARP, IPv6 Neighbor Discovery, and DHCP among the traffic MACsec can protect. On a protected frame, MACsec adds a Secure Data (SecTAG) field and an Integrity Check Value (ICV) around the protected payload. These mechanisms serve frame-level confidentiality and integrity; they do not change the fact that MACsec’s protection boundary is the Ethernet association rather than an end-to-end IP path.
How key management and peers affect the choice
IPsec: IKE and compatible IP peers
IPsec deployments usually use IKE to establish and manage security associations between peers. Those peers are typically endpoints or gateways, so the configuration must match across the systems that form the protected IP path.

MACsec: MKA and Ethernet-capable peers
NIST describes MACsec using MKA, an IEEE 802.1X extension, for key exchange and mutual authentication. IEEE says MKA discovers mutually authenticated MACsec peers and selects a key server to distribute Secure Association Keys. The relevant ports or devices therefore need MACsec support, or a capable switch port must provide it for an attached device. See the IEEE 802.1 working-group overview and NIST guidance.
Do not assume protocol support alone makes a deployment secure. NIST warns that manual MACsec keying has drawbacks also associated with manual IPsec keying: it does not provide perfect forward secrecy, and reused AES-GCM nonce counters create risk. Prefer a properly managed keying design and verify the implementation’s configuration and capabilities.

Does MACsec protect traffic through a switch?
It can, but the exact protected portions depend on switch support and topology. NIST’s 2020 guide explains that two machines can have a MACsec association across a switch that does not itself support MACsec. If the switch does support MACsec, a relevant port can act as a MACsec node for a connected endpoint without native MACsec support. In that arrangement, encryption covers the connection between the switch port and the LAN, but not the physical segment between that port and the attached device. Consult NIST SP 800-77 Rev. 1 and confirm the behavior for the specific switch and topology.
When to use IPsec, MACsec, or both
Choose IPsec when protection must follow IP traffic
- Use it when the protected path runs between IP endpoints or gateways over routed networks.
- Choose it when the security boundary is defined by IP peers rather than by a particular Ethernet link.
Choose MACsec when the Ethernet segment is the boundary
- Use it when you need to secure Ethernet frames on a link or defined bridged segment.
- It is relevant when non-IP Ethernet traffic, such as ARP or DHCP, also needs link-level protection.
- Confirm that the participating devices, switch ports, and key-management infrastructure support the required MACsec arrangement.
Consider both when the design needs both boundaries
IPsec and MACsec address different layers, so one does not automatically replace the other. A design may use MACsec on an Ethernet segment and IPsec between IP endpoints or gateways beyond it. Define the threat boundary and verify that each association covers the traffic and links it is meant to protect.

Security, performance, and standards caveats
Neither protocol is a universal security or performance winner. The sources cited here do not provide a controlled head-to-head throughput, latency, or cost benchmark. Results depend on the implementations and deployment, so avoid speed claims that are not tied to the actual hardware, software release, configuration, and topology.
IEEE lists IEEE 802.1AE-2018 as active, along with corrigendum IEEE 802.1AE-2018/Cor 1-2020 and amendment IEEE 802.1AEdk-2023 for MAC Privacy Protection. That privacy amendment addresses hiding source and destination MAC addresses and reducing correlations based on observable frame sizes and timing. IEEE’s working-group material also records extended packet numbering and an AES-256 cipher-suite option in the amendment history. Check the IEEE standards status page for current status and details.
