The Internet is the global network infrastructure that carries data between connected networks. The World Wide Web, or Web, is an information system that uses that infrastructure to make linked information accessible. The Web runs on the Internet, but it is only one of the things the Internet supports.

What is the difference between the Internet and the Web?

Think of the Internet as the underlying communications system and the Web as one service built on top of it. The Internet connects networks and moves data; the Web organizes information into linked resources that people can access through that network.

The Internet Society describes the Internet as general infrastructure intended to support many applications, rather than one application alone. Is the Web the same thing as the Internet?

No. The Web is part of what people use the Internet for, not another name for the whole Internet. Websites and linked pages are Web content; the Internet is the broader network infrastructure that lets that content—and other services—travel between devices.

People often say “the Internet” when they mean websites or browsing. That shorthand is common, but “browsing the Web” is more precise when you mean visiting linked pages. Treating the terms as interchangeable can make it sound as though every Internet activity involves the Web, which is not the relationship the Internet Society describes.

What does “Internet” mean?

In everyday terms, the Internet is a network of connected networks, along with the standards that allow them to exchange data. The Federal Networking Council’s definition, adopted October 24, 1995 and reproduced by the Internet Society, describes a global information system linked by globally unique IP address space, able to support TCP/IP and compatible protocols, and capable of providing or making accessible higher-level services layered on communications infrastructure. When did the Web begin?

The Internet and the Web have distinct histories. CERN says Tim Berners-Lee invented the World Wide Web while working there in 1989. CERN’s history also distinguishes the initial proposal from the later formal project: Berners-Lee proposed an internet-based hypertext system in March 1989, then he and CERN colleague Robert Cailliau formalized the idea in a proposal in November 1990.
