An “interest-free loan” in Pakistan may mean Qarz-e-Hasan, where the borrower repays principal without a lender benefit. It is not the same as Islamic bank financing: Islamic banks can charge a disclosed sale markup, lease rent, or other contract-based return. To compare options, check the contract, total repayment, eligibility, fees, installment, tenor, and current written offer—not just the label.
What counts as an interest-free loan, a conventional loan, or Islamic financing?
Qarz-e-Hasan
Qarz-e-Hasan is a benevolent loan in which the borrower returns the principal without a benefit accruing to the lender. The State Bank of Pakistan (SBP) explains the distinction in its Islamic banking FAQ, quoting the principle, “Every loan that derives a benefit (to the lender) is riba,” and illustrating it with a fixed increase in principal.
Conventional bank loans
SBP describes conventional banking as charging interest on capital. The rate, fees, and repayment terms are specific to each product and offer; the sources cited here do not establish a comparable current national price for conventional personal loans. Ask the bank for its dated product schedule or written offer rather than relying on a general rate claim.

Islamic bank financing
Islamic bank financing is not necessarily free of cost. Depending on the structure, the bank may earn a disclosed return through a sale, lease, partnership, or service arrangement. SBP explains that Murabaha, Salam, and Istisna involve agreements to exchange goods or services, while Ijarah involves rent for use of an asset. SBP also states: “The execution of agreements for the exchange of goods & services is a must, while disbursing funds under Murabaha, Salam & Istisna contracts.” Review what asset or service the agreement covers, who bears ownership risk, how the price is set, and what the repayment schedule requires.

How to compare costs and repayment
Compare the actual offer from each provider. A product described as interest-free may still have scheme-specific fees or eligibility limits; a bank product may have a disclosed markup or rent. The meaningful comparison is what you receive or finance and what you must pay, under the contract you sign.
- Identify the contract. Is the offer a cash loan, Qarz-e-Hasan, sale with markup, lease, partnership, or another named structure? Ask what is being financed and how the lender earns any return.
- Get the dated written schedule. Request the key fact statement or repayment schedule, including every installment, fee, charge, tenor, and the total amount payable.
- Check whether the amount can change. Ask whether pricing is fixed or linked to a benchmark, and how any change affects installments or total repayment.
- Check repayment flexibility and risk. Confirm prepayment or early-settlement treatment and the consequences of a late or missed installment.
- Test affordability. Compare the monthly installment with income left after essential expenses and existing debts. A longer tenor may reduce the installment while extending repayment; use the schedule to understand the full commitment.
A phone calculator or spreadsheet is enough to add scheduled installments and charges. The calculation is only as reliable as the lender’s written inputs; it cannot establish whether a quoted offer is available or appropriate.

Eligibility depends on the programme and purpose
There is no single eligibility test for every interest-free loan in Pakistan or every bank product. Check the specific lender’s current rules, including loan purpose, citizenship or CNIC requirements, income and repayment capacity, first-home status, collateral, group membership, and guarantor requirements where applicable.

Akhuwat lending
Akhuwat’s published loan process says lending may be individual or group-based depending on the product or project. Group lending forms groups of 3–6 nearby members who guarantee one another; individual applicants provide two guarantors. The application fee may vary by scheme, and applicants submit documents at a nearby branch. Confirm the current scheme terms, required documents, fee, and branch details directly with Akhuwat.
Prime Minister’s Interest Free Loan Programme
A September 2025 PPAF brochure describes the Prime Minister’s Interest Free Loan Programme, advertising loans up to PKR 75,000 for eligible Pakistani citizens and identifying partner organizations. The brochure does not establish that a particular branch currently has funds available. Ask the implementing partner about current availability, coverage, and eligibility before applying.
Microfinance bank affordability rule
An SBP circular from 2022 says total monthly amortization payments for the covered microfinance-bank housing and general loans should not exceed 50% of a prospective borrower’s net disposable income, and also describes loan-size and income criteria. Because the circular is dated, confirm later amendments and whether the rule applies to the lender and product in question. See the SBP circular.

Eligible purposes include buying a house or flat, constructing on an owned plot, or buying a plot and then constructing. These are dated scheme terms, not a guarantee that a borrower can apply now or that a particular lender has funds available.

Which option may fit your situation?
- Consider a Qarz-e-Hasan programme if you meet its purpose and eligibility rules and can satisfy any guarantor, group, or documentation requirements. Confirm fees, total repayment, funds, and branch availability with the programme.
- Consider Islamic bank financing if its contract suits your financing need and you understand the asset or service, the bank’s return, and all payment obligations. A Shariah-compliant structure does not by itself mean zero cost.
- Consider a conventional bank loan if the written offer’s terms and total cost suit your needs and repayment capacity. Compare its dated schedule with alternatives rather than assuming a market-wide rate.
Akhuwat reports that it had served “over 3.7 million families” as of 31 August 2026 on its programme page. This is Akhuwat’s own reported reach figure, not an independently measured impact finding or evidence that a particular applicant will qualify.
