Oman’s Environment Authority said it had taken legal measures after a video showed a tourist disturbing a sea turtle at a nesting site. The authority did not say that anyone was arrested, charged, fined or convicted.
What happened in Oman
Times of Oman reported on 28 September 2026 that the Environment Authority acted after a social-media video showed a tourist disturbing sea turtles at Ras Al Hadd. Al Bawaba, reproducing an Environment Authority statement dated 27 September, identified the location as Ras Al Jinz. Because the reports use different place names, the incident is best described generally as occurring at a sea-turtle nesting site in Oman.
Al Bawaba and Al Jazeera identified the person shown in the footage as Ukrainian fitness influencer Vadym Oleynik. That identification comes from press reports; it was not included in the authority wording reproduced by those outlets. Reports describe footage or images of tourists sitting on, or riding, a sea turtle while it was nesting. The reviewed reporting does not establish that the turtle was injured or that eggs were damaged.
What the Environment Authority said
The authority’s statement, as reproduced by Al Bawaba, said: “The necessary legal measures have been taken against the individual concerned in accordance with the applicable laws and regulations.” Times of Oman also reported the authority’s warning that it “will not tolerate any practices that harm wildlife or threaten natural habitats.”

Those words confirm official legal action, but they do not identify the measure. The reviewed reports do not establish an arrest, criminal charge, fine, conviction or final case outcome. Al Bawaba specifically said online claims that the influencer and a partner were arrested at an airport were not confirmed by official sources.
Le Parisien reported that Oleynik apologized and said he had not seen the rules and had not intended to hurt the turtle. That account is attributed to the newspaper and was not part of the authority statement.

Can you touch or ride a sea turtle while it is laying eggs?
No. Sitting on, riding, touching, chasing, feeding or blocking a wild turtle can disrupt nesting and expose the animal to stress. Visitors should keep away, reduce noise and light, leave if the turtle appears disturbed, and follow instructions from the local reserve or environmental authority. The applicable distance and penalties depend on the jurisdiction; guidance from other countries is not automatically Omani law.

How far away should you stay?
| Guidance | Distance or instruction | Where it applies |
|---|---|---|
| U.S. Fish & Wildlife Service | More than 10 feet; do not touch, feed, chase, block the turtle’s route or use bright lights. | Hawaiʻi nesting guidance, not an Oman rule. |
| NOAA Fisheries | At least 50 yards from sea turtles; do not ride, pet, touch or interact with wild turtles. | General U.S. marine-life viewing recommendation; rules vary by region, state and species. |
| Great Barrier Reef Marine Park Authority | At least two metres from nesting turtles; stay behind them, remain still and quiet, avoid nests and do not touch hatchlings. | Great Barrier Reef Marine Park guidance, not a universal standard. |
These figures illustrate why visitors must use the local authority’s instructions rather than importing a distance from another country. Where no local number is provided, the safest practical rule is to keep well back and never interfere with the animal’s movement to or from the sea.
