India did not impose a standalone, nationwide SMS ban in 2019. In Jammu and Kashmir, authorities shut down internet access, mobile phone services and landlines beginning on 5 August, then restored services in stages. The episode shows why a communications restriction must be understood by service, place and date—and why restricting channels is not the same as fully controlling the information people can access or share.
What was restricted in Jammu and Kashmir?
The restriction that began on 5 August 2019 covered more than SMS or internet access: the dated chronology published by the International Federation for Human Rights (FIDH) says internet, mobile phone services and landlines were shut down. Calling it simply an “SMS ban” obscures both the breadth of the initial measures and the different dates on which services returned.
That distinction matters because an internet-only shutdown is not necessarily a phone shutdown. In parliamentary answers reproduced by the Policy Tracker, India’s Department of Telecommunications said that when internet or data services alone are suspended, voice calling and SMS remain available. Those answers describe internet-only suspensions generally; they do not contradict FIDH’s account of the broader Jammu and Kashmir restrictions.
When did phone, SMS and internet services return?
Restoration was staggered rather than a single moment when everything came back. FIDH’s 5 February 2020 briefing reports the following milestones:

The milestones are not interchangeable: the return of calling or SMS did not mean unrestricted internet access had returned. FIDH also reported 54 internet blockades in Jammu and Kashmir between 1 January and 4 August 2019; that is the briefing’s count for that period, not an official government statistic. Its description of the August shutdown as India’s longest to date was time-bound to its February 2020 publication and should not be read as a current record.
Why does the difference between SMS and internet matter?
Internet services carry many forms of communication and information access, while SMS and voice calls are distinct services that may remain available when data is switched off. Conversely, a broader restriction can affect those channels too. To understand what people could do during a particular shutdown, it is necessary to ask which services were suspended, where, and for how long—not just whether “the internet” was down.

SMS can also provide access to a limited public service without an internet connection. The Supreme Court e-Committee describes an SMS Pull facility through which litigants can request case details by sending a CNR number to 9766899899 in the specified format. This illustrates one non-internet use of SMS; it does not establish that the facility was available during the Kashmir restrictions or during any particular shutdown.
What did the Supreme Court say about the restrictions?
In its 10 January 2020 judgment in Anuradha Bhasin, the Supreme Court considered whether speech and expression, and the freedom to practise a profession or carry on business over the internet, are protected fundamental rights, and whether the government’s internet restrictions were valid. The judgment records that the state did not produce all the underlying orders when the Court requested them, explaining that orders were being modified and withdrawn frequently. That record illustrates a practical accountability problem: meaningful scrutiny depends in part on knowing which restrictions were issued and when.

The Court’s directions should not be mistaken for an order restoring every service everywhere. The judgment directed authorities to consider allowing access to government websites, localized or limited e-banking, hospitals and other essential services where internet access could not immediately be restored. The distinction is between requiring consideration of those needs and ordering blanket restoration.
How can shutdowns affect access to information?
A 1 September 2023 consultation document from the Telecom Regulatory Authority of India (TRAI) identifies inability to share or access information as an initial challenge during a communications shutdown. It also notes that social media can be a way to find information about government welfare schemes. These are policy observations about possible consequences, not a measured account of the effects of the 2019 Kashmir episode or of every shutdown.

The parliamentary answers reproduced by the Policy Tracker say the Department of Telecommunications had not assessed economic losses caused by shutdowns and did not maintain records of state-ordered shutdowns. No verified official economic-loss figure for the Jammu and Kashmir episode is established by those answers. Without a reliable episode-specific estimate, a precise local economic cost should not be inferred.

The chronology demonstrates that communications restrictions can be layered and geographically or technically selective: landlines, mobile calling, SMS and internet access did not all return on the same date or under the same conditions. The legal record also shows why publication and review of individual orders matter. Together, these facts make it difficult to describe a shutdown accurately with a single label such as “SMS ban” or to treat restoration as one event.

The evidence does not establish a complete order-by-order account of the restrictions, a quantified total of their social or economic effects, or that any one channel remained available throughout. It supports a narrower conclusion: restricting communications can limit information access, but understanding the actual limits requires tracking the services, geography, timing and legal orders involved.
