If FFmpeg is not finding Devanagari filenames in a kids’ story playlist, first check the path, concat-list syntax, and the concat demuxer’s -safe setting. The error alone does not establish a Devanagari-specific bug: the operating system, shell, FFmpeg build, playlist encoding, and exact command can all matter. FFmpeg’s documentation describes the concat script as extended-ASCII text but does not specify a universal Unicode filename fix.
Start by identifying where the failure happens
Before changing filenames or encoding, capture the details that distinguish a missing path from a rejected playlist entry or incompatible media.
- The complete FFmpeg command and full error output.
- Your operating system, shell or terminal, and FFmpeg version/build.
- How the playlist was created and what text encoding it uses, if known.
- Whether FFmpeg reports that a file cannot be opened, rejects a path as unsafe, or opens the inputs and then fails during concatenation.
Without those details, there is no confirmed single cause to prescribe. In particular, FFmpeg’s reviewed documentation does not establish one UTF-8 setting, shell option, or library flag that fixes Devanagari paths on every platform.
Check the concat playlist and paths
Make sure each file path resolves
The concat demuxer reads a text script with one directive per line. A file directive names an input path. Check that each path exists as written and is interpreted from the process’s working directory; when uncertain, use the appropriate absolute path for your system.

Spaces and special characters in paths need the escaping described in the FFmpeg concat demuxer documentation. The following is only an illustrative list shape, not a command tested against your files:
file '/path/to/story-01.mp4'
file '/path/to/story-02.mp4'
Adapt path separators and quoting to your operating system and shell. Do not assume that changing quote marks alone resolves a Unicode or playlist-encoding issue.

Check the safe-path restriction
The concat demuxer’s safe option defaults to 1. Its documented portable-character rule excludes Devanagari characters; if the demuxer rejects a listed path as unsafe, -safe 0 allows any filename. Use this only with a playlist you trust, because it relaxes that path restriction.
ffmpeg -f concat -safe 0 -i playlist.txt -c copy output.mp4
This example illustrates command structure only. -safe 0 addresses the safe-path restriction; it does not fix an incorrect path, script encoding, shell argument, or media compatibility problem. See the FFmpeg Formats documentation for the option’s behavior.

Verify the optional header
If your list uses the optional ffconcat version 1.0 header for automatic format recognition, it must be the exact first line. Check for leading spaces or a byte-order mark (BOM) before it; either can prevent the documented recognition behavior. The header is optional, so do not add it unless you need it.
Investigate playlist encoding without assuming a universal fix
The FFmpeg Project’s concat demuxer documentation says: “The script is a text file in extended-ASCII, with one directive per line.” That is the documentation’s stated format; it does not define a cross-platform remedy for Devanagari filenames or establish how every operating system and FFmpeg build handles such paths.

Inspect how the playlist was generated and saved, and note its encoding if your editor or generator reports it. If path and safe-option checks do not explain the failure, that information—along with the exact command, error, platform, and FFmpeg build—is useful for diagnosing the remaining environment-specific behavior. Avoid treating a specific encoding conversion as a guaranteed fix without evidence from your setup.
Use a temporary ASCII filename as a diagnostic
Make a temporary copy of one affected video with an ASCII-only filename, then change only that entry in a copy of the playlist. If FFmpeg can open the copy but not the original path, the result points toward path or name handling; it does not prove which layer is responsible or make renaming the required permanent fix. Keep the original file and playlist unchanged until you know what this comparison tells you.

After files open, check whether the clips can be concatenated
A path problem and a media-compatibility problem are different failures. The concat demuxer expects the input files to have the same streams, including codecs and time base. If the files open but concatenation fails, compare their stream properties rather than continuing to change filename handling.

The title alone does not reveal whether the story clips have compatible streams or whether re-encoding is acceptable, so choose the method after checking the inputs and desired output.
