Yes. JPCERT/CC says all versions of Inaba Denki Sangyo’s CHOCO TEI WATCHER mini (IB-MCT001) are affected by four vulnerabilities that may expose credentials or let a remote attacker access and change device data and settings. The notices describe potential attack paths, not confirmed attacks on a particular plant. The latest patch statements in the reviewed sources date to March 2025; they do not establish the camera’s patch status today.
Which Inaba camera is affected?
The affected product is Inaba Denki Sangyo’s CHOCO TEI WATCHER mini, model IB-MCT001. JPCERT/CC’s vulnerability notice, published March 25, 2025 and updated March 26, identifies all versions as affected.
The camera is intended to capture production interruptions for later analysis. Nozomi Networks describes CHOCO TEI VIEWER, a browser-based interface used to manage the device, monitor it, and review or download footage. That makes both confidentiality of the live feed and integrity of recorded events operational concerns.
What can an attacker do?
JPCERT/CC lists four flaws. The CVSS v3.1 scores below are the scores published in its notice; they describe severity, not how many devices are exposed or whether exploitation has occurred.

The microSD-card scenario is distinct from the remote attack paths: it requires access to the card. The other reported weaknesses can create remote exposure when an attacker can reach the device.
Why the footage matters
Nozomi Networks’ disclosure says the flaws could enable covert access to live video and audio, as well as manipulation or deletion of recordings associated with production stoppages. In a plant, that could expose employees’ privacy, reveal operational activity, remove useful diagnostic evidence, or conceal an incident. These are possible consequences of exploitation, not reports that a specific facility has been compromised.

How operators can reduce exposure
The mitigations below reduce reachability or improve detection; they do not patch the flaws. JPCERT/CC recommends LAN use and firewall restrictions against untrusted networks. Nozomi adds isolation, restricted management access, monitoring, and physical protection.
Limit network reachability
- Keep the camera on a LAN and use firewall rules to block connections from untrusted networks and hosts.
- If internet access is necessary, use a firewall or VPN and allow only the minimum access required. Do not expose the management interface broadly to the internet.
- Isolate the camera’s network where practical, separating it from networks and systems that do not need to communicate with it.
Restrict and monitor management access
- Limit access to the management web application to authorized users and necessary systems.
- For remote administration, allow access only for verified users through a VPN with strong authentication.
- Enable logging and intrusion detection where those capabilities are available, and monitor for unexpected access or changes.
Protect the device and microSD card
- Restrict operation of the camera and handling of its microSD card to authorized personnel.
- Physically secure the camera and card. Nozomi says the card cannot be encrypted, making physical access controls particularly relevant to the recoverable-password issue.
What is known about a patch?
Nozomi’s March 25, 2025 disclosure says the vendor had provided mitigations but had not provided a patch at that time. SecurityWeek’s March 26, 2025 report likewise said patches had not been released then. Those dated reports do not confirm whether Inaba has issued a fix since. Operators should check Inaba’s current advisory or contact the company before treating the camera as patched or unpatched.

JPCERT/CC says Nozomi Networks’ Andrea Palanca reported the vulnerabilities to the developer and CISA ICS, with JPCERT/CC coordinating among the reporter, CISA ICS, and the developer. The notices establish the reported weaknesses and the 2025 patch statements, but do not establish a later vendor update or provide a count of deployed or exposed cameras.
