ICMP reports network conditions; TCP and UDP carry application traffic. TCP provides a reliable, ordered byte stream, while UDP sends separate datagrams without built-in retransmission or delivery guarantees. They are not interchangeable choices—and a failed ICMP ping does not, by itself, prove that a host is down.

How ICMP, TCP, and UDP differ

These are different service models, not three speeds of the same service. There is no universal rule that UDP is faster than TCP: performance depends on the application, network conditions, congestion behavior, packet sizing, and implementation. The IETF describes transport services in RFC 8095; TCP’s current specification is RFC 9293.

What each protocol provides to developers

ICMP: feedback about IP communication

IP uses ICMP messages to report conditions such as a datagram being unable to reach its destination or a gateway encountering a forwarding problem. ICMP feedback can help diagnose a path, but it does not make IP reliable. As RFC 792 puts it, “The purpose of these control messages is to provide feedback about problems in the communication environment, not to make IP reliable.” The message itself can be lost or suppressed.

TCP: a reliable stream, not a sequence of application messages

TCP gives an application a continuous, ordered sequence of bytes. It handles loss detection and retransmission to provide reliable, in-order delivery. But TCP does not preserve the boundaries between the application’s writes: one write is not guaranteed to correspond to one read or one network segment. Applications using TCP need their own framing—for example, a length prefix or delimiter—when they must identify complete messages.

TCP is connection-oriented and maintains connection state, but that alone does not guarantee that the remote endpoint is currently responsive. TCP uses port numbers to distinguish services and multiplex flows.

UDP: independent datagrams, with behavior left to the application

UDP sends discrete datagrams, so the receiver can observe message boundaries. The base protocol does not retransmit lost datagrams or guarantee delivery or ordering. If an application needs recovery, ordering, stronger integrity checks, or particular congestion behavior, it must provide those itself or use a higher-level protocol that does.

UDP is useful when an application wants datagram semantics or deliberately supplies additional transport behavior. Choosing it does not automatically make an application faster; the relevant question is which guarantees the application needs and where those guarantees are implemented.

How QUIC can provide reliable streams over UDP

UDP’s basic service is not the same as every protocol built on top of it. QUIC carries its packets in UDP datagrams but adds connection management, congestion control, loss recovery, and reliable streams. QUIC streams expose ordered byte sequences; ordering is maintained within each stream, not across separate streams. This is why “UDP is unreliable” is accurate for UDP’s base service but incomplete as a description of an application protocol layered over UDP. See the IETF specification, RFC 9000.

What ping and other probes can—and cannot—tell you

An unanswered ICMP ping is inconclusive

An ICMP echo request tests whether that particular request-and-reply exchange receives a response. Silence may mean the request or reply was lost, or that network policy suppressed the response. Because ICMP feedback is not guaranteed, a failed ping does not establish that the host is down.

A TCP connection attempt tests a particular service path

A TCP connect attempt asks whether a connection can be established to a particular destination port. A result provides evidence about that service and path, not a complete assessment of the host or its other services. TCP’s use of ports to identify services is specified in RFC 9293.

UDP silence is especially ambiguous

UDP has no TCP-style connection setup, and its base service does not guarantee delivery. A probe that receives no response therefore cannot distinguish on its own between a lost packet, a silent application, or filtering. Interpret any application-specific response or returned ICMP error as evidence about that probe—not as a guaranteed report.

Traceroute shows responses to selected probes

A traceroute-style output reflects how devices responded to the probes used. Routing, policy, rate-limiting, and protocol-specific handling can affect which responses appear. Treat the result as a view of the tested path, not a complete inventory of the network.

IP protocol numbers are not application ports

At the IP layer, the IPv4 Protocol field and IPv6 Next Header field identify the next-level protocol. The IANA Protocol Numbers registry, last updated March 9, 2026, lists ICMP as protocol number 1 and TCP as protocol number 6. Those are IP-level identifiers, not application ports. TCP and UDP port numbers serve a different purpose: they identify application endpoints and help multiplex traffic.

Which one should you use?

  • Use TCP when your application needs a reliable, ordered stream and you want the transport to handle loss recovery.
  • Use UDP when your application needs datagram boundaries or a higher-level protocol will supply the recovery, ordering, and congestion behavior it requires.
  • Use ICMP for IP-related control and diagnostics, not as a replacement for application transport.

Make the required service explicit: stream or datagrams, which delivery guarantees matter, and whether the application or a higher layer supplies any behavior the base transport does not.
