An AI agent having access to an API does not mean it should use it. A model’s tool call is a request to the application—not an instruction the application must blindly execute. Reliable designs combine clear guidance about when to call and when not to call a tool with runtime checks and approval gates before consequential actions.

This is an engineering lesson, not a claim about a particular production incident: no implementation details or measured outcomes are established here. The useful distinction is between making a capability available and deciding whether a specific request is appropriate.

What an API call from an agent actually means

In OpenAI’s documented function-calling flow, the application provides tool definitions; the model can return a tool call when it determines that the prompt requires an available function. The application then handles execution, returns the result, and continues the conversation. The model’s call is therefore a proposed action for the application to process, not an API request that executes itself. See OpenAI’s function-calling documentation.

  1. The application sends the model the conversation and available tool definitions.
  2. The model either responds normally or returns a tool call with arguments.
  3. The application validates the call and, if permitted, executes the corresponding function.
  4. The application returns the tool result so the model can continue or respond to the user.

That division of responsibility matters: the model can choose a tool, but the application controls whether the proposed call becomes an action.

Why an agent needs to learn when not to call a tool

A tool can be technically relevant yet still be the wrong next step. The user may have asked for an explanation that needs no external action; the request may lack a required detail; or a tool may retrieve or change information beyond what the task calls for. The right design question is not simply “Can this agent call the API?” but “Under what conditions should this particular call be allowed?”

OpenAI recommends describing each function’s purpose and parameters, including when and when not to use it, and adding examples and edge cases for recurring failure patterns. Schemas can also narrow the arguments a function accepts, while application code can supply values the application already knows instead of asking the model to invent them.

Put boundaries at more than one layer

Instructions, structured arguments, and runtime review address different problems. Instructions communicate intended behavior; schemas constrain the shape of data; application-side checks decide whether a proposed call may proceed. They reinforce one another, but none guarantees perfect behavior.

Control What it does What it does not do by itself
Tool instructions and examples Explain a function’s purpose, parameters, appropriate uses, non-uses, and edge cases. They are not an execution boundary; application code still decides whether to run the call.
Schemas and structured data Constrain argument shapes and help avoid invalid states or uncontrolled free-form data flow. They do not decide whether a validly shaped action is appropriate.
Application-side validation and tool guardrails Check a proposed call near the function that can create a side effect. They do not replace clear instructions or make every possible action safe.
Programmatic approval Applies a deterministic rule when the safety decision can be encoded in application logic. It is not a substitute for human judgment where a person must review context.
Human approval Pauses a call for a person to review before execution. It does not remove the need to define what should be reviewed or how to resume safely.
Trace evaluation Helps inspect decisions and tool calls to find mistakes and improve the workflow. It is not a preventive gate on its own.

OpenAI’s guardrails and human review documentation recommends attaching tool guardrails to the tools they protect and placing validation close to side effects. Its review flow can pause a call, return an interruption and resumable state, and continue the same run after review.

Match the control to the tool’s consequences

OpenAI’s practical guide distinguishes data tools that retrieve context from action tools that update records or send messages, as well as orchestration tools that delegate work to other agents. That distinction suggests a practical policy: a read-only lookup and an action that changes or sends something need not share the same approval threshold. This is a design choice, not a claim that every lookup is harmless or every write must use the same review process.

  • For retrieval: define which sources and information the tool may access, and validate the arguments before running the lookup.
  • For actions: validate the target and requested operation at the execution boundary; require approval where the consequences warrant it.
  • For delegated work: preserve clear boundaries on what the receiving agent may do and what data it receives.

For MCP tools in the Agents SDK, approval can be configured for every call or selectively by tool name. An approval callback can make a programmatic decision; a human-in-the-loop interruption is appropriate when a person needs to decide. See the Agents SDK MCP documentation.

Treat untrusted text as a possible source of tool misuse

Prompt injection occurs when untrusted text or data attempts to override an agent’s instructions. If that text influences tool calls, downstream risks can include private-data exposure or unintended actions. OpenAI’s agent safety guide states: “Risk rises when agents process arbitrary text that influences tool calls.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Practical mitigations include keeping untrusted variables out of developer messages, constraining data passed between workflow steps with structured outputs, providing clear policy examples, and using input checks, approvals, and trace grading. These controls reduce risk; they do not make an agent immune to being tricked or guarantee that every call is safe.

A practical way to decide whether a call should run

  1. Define the tool’s job. Describe its purpose, required arguments, and explicit non-use cases in the tool definition and instructions.
  2. Constrain what can be proposed. Use a narrow schema and have the application provide values it already knows.
  3. Check the specific call. Validate the proposed arguments and policy conditions next to the function that can create the side effect.
  4. Choose a review path. Use an application rule when the decision is deterministic; pause for human review when context requires a person’s judgment.
  5. Inspect traces and refine. Evaluate tool decisions, including cases where the correct behavior is to answer without calling anything, and improve instructions or checks when a failure pattern appears.

As a tool surface grows, OpenAI’s function-calling documentation suggests limiting the functions exposed initially or deferring rarely used tools. Its mention of “fewer than 20” is a soft design suggestion, not a universal limit or an empirically established threshold.

The engineering lesson

Giving an agent an API creates an available capability, not a blanket authorization. The model needs clear guidance about when a tool is useful and when it is not; the application needs to validate calls before execution; and consequential actions may need programmatic or human approval. Separating those responsibilities makes the control flow easier to reason about without pretending any one layer eliminates mistakes.
