Choose a document imaging service by matching its capture, indexing, security, retention, retrieval, and export capabilities to your specific HUD program and record types. HUD does not certify a particular commercial vendor through the guidance covered here. Before setting retention or destruction rules, identify the applicable program schedule—and confirm whether wet-signed paper originals must be kept.
Start with the records and program—not the vendor
Inventory what you need to digitize before requesting proposals. Identify the HUD program, record categories or series, formats, typical and peak volumes, backlog, sensitive fields, and whether the material includes microfilm, microfiche, or oversized pages. Scope scanning, indexing, hosting, retrieval, and destruction separately so a quote does not obscure which services are included.
Retention is program- and record-specific. HUD’s Records Disposition Schedules Handbook 2225.6 contains different schedules for categories including Housing Participation and Compliance, Public and Indian Housing, Fair Housing and Equal Opportunity, and Community Planning and Development. Map each record set to its applicable schedule before configuring vendor retention, legal holds, or deletion.
For example, 24 CFR § 214.315 requires participating housing counseling agencies to retain pertinent records for three years from case termination. For client files in the HUD housing counseling grant year, the period runs three years from payment of the final grant invoice. The regulation also requires confidential client files and a recordkeeping system that allows HUD performance-review access. This is a housing counseling rule, not a universal retention period for HUD-related housing records. See the current text of 24 CFR § 214.315.

Define capture quality and capacity
Set acceptance criteria for images
Ask for a written capture and quality-control workflow that addresses page order, legibility, duplex pages, blank-page handling, color when it matters, handwritten notes, signatures, and exception or re-scan handling. Agree on measurable acceptance criteria and sampling before production begins. Specify how the provider will report defects and correct indexing or capture errors.
Match equipment and throughput to the workload
HUD Chapter 7, section 7.10, describes a standard for capturing scanned paper, microfilm, and microfiche into content repositories or other designated digital storage environments. It says Housing program offices should use the standard where doing so does not jeopardize existing practices and incorporate it into documented standard operating procedures. This is HUD program-office guidance; it should not be represented as a blanket certification standard for outside vendors.
The chapter’s scanner categories can help frame capacity questions. It describes low-volume scanning as incidental or infrequent small-batch work below 25 pages. For high-volume work—frequent large batches of 25 pages or more—it specifies a minimum throughput of 1,000 pages per hour, compatibility with the Enterprise Capture Standard, sheet sizes from 2.05 by 2.91 inches up to 11 by 17 inches, duplex scanning, and color, grayscale, and monochrome capability. These are characteristics in HUD’s chapter, not universal mandates for every contractor or project. The chapter does not have a reliably established publication date in the cited document. Translate your actual workload into requirements: typical and peak batch sizes, turnaround targets, transport time, chain of custody, and surge capacity. Ask the provider to explain how its staffing and equipment meet those targets rather than relying on a general claim of high-volume capability.
Specify indexing, retrieval, and review access
Define the identifiers and metadata needed to associate each image with the correct tenant, case, or record series. Decide whether you need OCR and full-text search, how naming conventions work, who corrects indexing errors, and how authorized staff request a complete file.
Ask the provider to demonstrate retrieval and export using a representative record set. HUD’s Multifamily Housing notice says HUD or its agents may read files electronically when available, subject to government security-access requirements; owners and agents may continue to provide paper. This supports planning for timely retrieval and orderly delivery, but exact requirements depend on the program and review. See HUD Multifamily Housing Notice 2020-04.

Test security and audit commitments
HUD Multifamily Housing Notices 2020-04 and 2020-10 describe program-specific security requirements for industry partners. Their listed practices include encryption at rest and in transit; controls over use and disclosure; passwords for employees, agents, and contractors; secure system access, backup, and data protection; mobile-device security; unauthorized-access controls; malware reporting; audit and access logs; and data destruction. They also call for tracking electronic activity associated with sensitive records and supporting agency security audits and breach disclosures, within privacy-law protections. The notices do not prescribe one technology stack or certify a vendor. Review Notice 2020-04 and Notice 2020-10 for the requirements relevant to your program.
Require written answers and contractual commitments on:
- What information is collected, where it is stored, and how it is encrypted in transit and at rest.
- Who can access paper originals, scans, indexes, and backups, and how permissions are limited by role and need to know.
- Whether subcontractors handle records, what access they have, and which security obligations bind them.
- Which audit logs the buyer can retrieve, how long they are available, and how the provider supports an agency audit.
- How incidents are reported and what notification timelines apply under the contract and applicable rules.
- How backups, recovery, secure transfers, staff access, and physical custody are handled.
Do not accept a security label as evidence. Ask for the supporting policies, records, and contract terms that fit the data and program involved.

Set retention, holds, and destruction rules
HUD’s Multifamily notices say partners must follow program-specific document-retention requirements and direct readers to applicable Multifamily Housing handbooks. They also state that retention requirements are the same for paper and electronic records, and that electronic records should be kept in a document management system with access limited by function and need to know. Require documented procedures for when and how electronic data are destroyed; make sure the buyer can audit the configured retention rules.
Define who may change retention settings, how a legal hold suspends deletion, how exceptions are approved, and what logs or certificates document electronic destruction. HUD’s privacy guidance also says personally identifiable information records must follow NARA and HUD-approved retention, disposition, and destruction schedules. Confirm the responsible schedule for the actual record set using HUD’s Privacy Act at HUD page.

Keep paper originals until disposition is approved
Do not assume scanning alone authorizes paper destruction. HUD’s cited Multifamily notice says owners and agents must dispose of files in a way that prevents unauthorized access to personal information. Before destroying originals, check state and local law and practice to determine whether wet-signed documents must be retained or a verifiable electronic-signature printout is acceptable. Require the provider to retain originals until you authorize disposition, then document the approved method and obtain destruction records or certificates.

Digitization also does not replace prescribed notice delivery. The cited Multifamily notice warns that some tenant notices must be sent by first-class mail, delivered directly, or posted in public spaces; electronic communication does not satisfy those rules. Keep notice delivery compliance separate from scanning and archival storage, and apply controlling regulatory requirements where they differ from administrative guidance.
Contract for portability and continuity
Specify the deliverables before signing: image formats, index and metadata exports, naming conventions, documentation, and a timeline for return or migration when the contract ends. Confirm that exports remain usable without the provider’s proprietary system. HUD Chapter 7’s contract-management guidance says final products and background data should be delivered in a format compatible with program records maintenance and retention guidelines.
Also establish authorized staff access, an outage and continuity process, and any accessibility requirements that apply to the service and program communications. Include retrieval targets for routine requests and time-sensitive reviews, along with escalation procedures if service is unavailable.

Compare proposals on the same decision axes
Use a consistent scorecard, weighting each category according to your record types, risk, volume, and program rules:
- Capture scope, image quality, and defect correction.
- Throughput, turnaround, transport, and surge handling.
- Metadata, search, retrieval, and review support.
- Security controls, audit evidence, subcontracting, and incident response.
- Program-specific retention, hold management, and destruction records.
- Original-paper custody, approved disposition, and secure destruction.
- Export quality, migration support, and service continuity.
- Total lifecycle cost, including preparation, indexing, quality control, transport, storage, retrieval, holds, migration, and destruction.
Compare like with like: a per-page scanning price is not a full-service cost if indexing, storage, retrieval, or secure destruction is priced separately. HUD’s cited sources do not publish prices or endorse commercial providers.
