The HTTP Referer request header optionally tells a server which URI a request was obtained from. In a scraper, it is request metadata—not proof of a browser visit, identity, permission, or authorization. It may be absent, shortened, or constrained by transport security and the source site’s referrer policy.
The spelling is intentional: HTTP uses the historical misspelling Referer, while ordinary writing and the controlling standard use “referrer.” This guide explains the field, when (and when not) to send it, how to inspect it in common clients, and how to diagnose failures without pretending to be a human browser.
What the Referer header means
RFC 9110 §10.1.3 defines Referer as a URI reference for the resource from which the target URI was obtained. A generated value can be an absolute URI or a partial URI. User agents omit the URI fragment (the part after #) and userinfo (for example, embedded credentials).
For example, a request for https://shop.example/item/42 might contain:

Referer: https://shop.example/category/shoes?page=2It can help a site create backlink reports, maintain links, optimize caching, perform limited deep-link or CSRF checks, and record navigation context. Those uses do not make it authoritative. RFC 9110 explicitly notes that not all requests contain the field.
What a value does not prove
- An absent header does not prove that no referring page existed.
- A present value does not prove that a person followed the link, that the URL was actually visited, or that the caller is authenticated.
- A value is not an access credential. A robots.txt allowance is not one either; RFC 9309 §1 says robots rules are requests to crawlers, not access authorization.
Why scrapers see missing or different Referer values
User-agent choice and implementation
HTTP clients are free to omit the field. Libraries also differ in whether they automatically carry a referring URL across redirects, and browser automation can apply document policy that a simple HTTP client does not. Do not assume that adding one header reproduces a browser’s complete navigation state.
HTTPS-to-HTTP protection
A user agent must not send a Referer in an unsecured HTTP request when the referring resource was fetched over a secure protocol. RFC 9110 also says a user agent should not send it on a secure cross-origin request unless the referring resource explicitly allows that disclosure. This prevents a secure page URL from leaking into a less-protected request.

The source document can control outgoing disclosure with the W3C Referrer Policy mechanism. Common policies are:

A policy can arrive in a Referrer-Policy response header, an HTML meta element, a supported element’s referrerpolicy attribute, or noreferrer. The destination cannot force a browser to reveal information that the source policy suppresses.
Should a scraper send Referer?
Start with the destination’s documented API or crawling guidance. If it does not require the field, omit it. Adding a fabricated URL to make automation look like a person misstates provenance and is not an authorization workaround.

Legitimate cases
- You are reproducing a documented, multi-step workflow in which your own application links from page A to page B and the service explicitly uses the header as context.
- You are testing your own site and want to verify analytics or link-validation behavior.
- A partner API documents a specific referring origin as part of its request contract; follow that contract and use credentials or tokens separately.
Cases where it is the wrong fix
- A 401 or 403 response: use the documented authentication method, not a guessed referrer.
- A bot challenge or CAPTCHA: the header cannot turn an HTTP client into a verified browser.
- Robots restrictions: respect the site’s published rules and applicable law; a referrer value does not override them.
How to inspect and set Referer safely

Inspect response headers and send a value only when it represents your actual request context:

Browser automation
In a real browser, the page’s policy controls what can be emitted. Set policy on your own test pages, for example:
<meta name="referrer" content="strict-origin-when-cross-origin">Do not attempt to override a third-party site’s privacy policy merely to obtain more URL data. If you need a controlled value for an integration test, create a page you own and navigate from it.
Validation and logging checklist
- Record the requested URL, final URL after redirects, status, and timestamp.
- Log whether your client sent a
Refererand the policy context, but redact tokens, session identifiers, email addresses, and sensitive query parameters. - Compare behavior with and without the header. A difference is evidence of server logic, not proof that the header is required for authorization.
- Check TLS transitions. An HTTPS source followed by an HTTP target should not carry the secure source URL.
- Check redirects and intermediate responses; each request can have different metadata.
- Keep robots.txt handling, rate limits, authentication, and consent requirements as separate controls.
Common errors and fixes
“403 Forbidden” after adding a referrer
The service may validate cookies, credentials, CSRF tokens, origin, IP reputation, or behavior instead. Remove the guessed value, read the service documentation, authenticate correctly, and slow the crawl. A referrer alone is not a bypass.
The server says the header is missing
Confirm the exact request on the wire (for example, with a controlled test endpoint or server access log). Check redirect hops, client defaults, and whether a policy or HTTPS downgrade suppresses it. Some APIs intentionally require no referrer and should be called without one.

The server sees only an origin
The source policy may be origin, strict-origin, or strict-origin-when-cross-origin. That truncation is expected privacy behavior; a scraper cannot recover the removed path.
Sensitive data appeared in logs
Referrer URLs can contain account names, internal paths, or query data. Apply allowlists and redaction in logging, set an appropriate policy on pages you control, and avoid placing secrets in URLs.

Different results between browser and library
Compare more than this one field: cookies, authorization, accepted content types, JavaScript execution, redirects, TLS, and timing can all matter. Use a minimal reproducible request and do not copy an entire browser header set without understanding each field.

Adding one small header has negligible network cost, but retrying requests because of a guessed value can multiply load and trigger defenses. Cache responses where permitted, use connection reuse, set finite timeouts, honor rate limits, and distinguish transient transport failures from policy or authorization failures.

A referrer may reveal private documents even when the target page is public. Treat it as potentially sensitive telemetry.
Scraping permission depends on the target’s terms, authentication boundaries, robots guidance, copyright and privacy law, and your use of the data. The header neither grants permission nor cancels those duties.

Can I use Referer to bypass a hotlink block?
You should not treat it as a bypass. A site can reject it, and the value is not proof of permission. Use an authorized API or obtain the site’s consent.
What is the difference between Referer and Referrer-Policy?
Referer is the request field carrying optional URI information. Referrer-Policy is the source document’s rule for whether and how that information is disclosed.
Frequently Asked Questions
Does a missing Referer mean the request is suspicious?
No. Clients and privacy policies may legitimately omit it, so absence is not reliable evidence of automation or wrongdoing.
Can Referer contain a URL fragment?
