If you already have an HTML GST invoice and need a PDF, HTML2PDF.app is a direct API option; Smallpdf offers a browser-based HTML upload workflow. If you need to create an invoice from GST or e-invoice data, or edit an existing PDF, those are different jobs and call for different tools. Test your own invoice template before choosing: rendering can change with print CSS, fonts, external resources, and JavaScript timing.
First identify what you need to convert
“GST invoice to PDF” can describe three different starting points. Choosing by the desired output alone can lead to comparing tools that do not accept the same input.
- Existing HTML: You have HTML, CSS, and possibly JavaScript that already form an invoice, and want a PDF. An HTML-to-PDF renderer such as HTML2PDF.app is relevant.
- Invoice data: You have transaction or e-invoice data and need to create a printable tax invoice. An invoice generator or e-invoice renderer is the relevant category; an HTML converter does not necessarily create the invoice for you.
- Existing PDF: You need to edit, sign, or protect a PDF that has already been generated. Consider a general PDF editor rather than a rendering API.
The options below serve different portions of that workflow; the available product descriptions do not establish that they are interchangeable.

HTML2PDF.app documents an API that accepts raw HTML or a publicly reachable URL and returns PDF binary data. Its documented endpoint is POST https://api.html2pdf.app/v1/generate, authenticated with an API key. The service says it renders with headless Chromium and supports modern CSS and JavaScript. It also documents asynchronous processing with a callback workflow.

For a one-off conversion, its homepage also offers an online URL converter without an API key and a playground. It advertises customizable PDF options and encryption/password controls, as well as a WordPress plugin. Check the current documentation for the exact options and behavior you need.
Rendering the HTML successfully does not guarantee that the resulting invoice will match a browser view or a previously printed copy. HTML2PDF.app specifically cautions that CSS media mode, fonts and other resources, and JavaScript load timing can affect output. A publicly reachable URL also needs its assets and any required content to be accessible to the renderer.

The pricing page says each 5 MB chunk of generated PDF uses one credit and credits reset on the first of each month. Consider both expected document size and parallel workload when estimating fit; a plan’s monthly credit allowance alone does not describe how quickly a burst of invoices can be processed.

Other options, by the job they do
Smallpdf for a no-code HTML upload
Smallpdf HTML-to-PDF describes uploading an HTML file and converting it in a browser workflow. It is a candidate for occasional conversions when you do not need to integrate a rendering API into your software. Its page says uploaded HTML files and generated PDFs are automatically deleted after one hour unless you choose to save them on its servers. That is the provider’s stated retention behavior, not an independent security assessment. The available product information does not establish API parity with HTML2PDF.app.
PDFWale for invoice creation or e-invoice rendering
PDFWale lists a GST invoice generator and a “GST e-invoice → PDF” tool for rendering IRP-signed JSON into a printable invoice. This is relevant when you need to generate an invoice from business data or render that e-invoice data. Its listed tools do not establish that it accepts arbitrary HTML or replaces an HTML rendering API.

Adobe Acrobat Standard for an existing PDF workflow
Adobe Acrobat Standard in India is described as supporting PDF editing, conversion, signing, and protection. The India page showed ₹477.90 per month, inclusive of GST, for the displayed annual-billed-monthly plan. Price and offer terms may change. This is a broader PDF workflow option, not a demonstrated substitute for a developer HTML-to-PDF API.

Compare the tools against the actual input, output, and operating conditions for your workflow rather than treating all PDF-related products as alternatives.

- Match the input. For raw HTML or a URL submitted by software, evaluate an API renderer. For an uploaded standalone HTML file, a browser converter may be enough. For IRP-signed JSON or invoice data, look for an invoice generator or e-invoice renderer. For an existing PDF, choose based on editing, signing, or protection needs.
- Test invoice fidelity. Use representative invoices, including the longest and most complex cases. Check print-specific CSS, page breaks, fonts, logos and other external assets, tables that span pages, and any content produced by JavaScript. Compare totals, tax fields, and other legally or operationally important text—not just visual similarity.
- Check limits against your workload. Compare file-size limits, monthly credits or conversions, concurrency, and whether asynchronous jobs or callbacks suit your application. Estimate cost using your own PDF sizes and peak volume, then verify current plan terms.
- Review data handling for your requirements. Check what is uploaded, how long input and output are retained, and whether your jurisdictional or contractual requirements specify where processing must occur. The available product descriptions do not establish a comparable India data-residency position or legal suitability across these providers.
- Separate rendering from downstream work. If staff must sign, edit, or password-protect the result, include those tasks in the workflow decision. A renderer and a PDF editor may serve different stages.
Before moving a recurring invoice process, run a small proof of concept using real templates and realistic volume. Product descriptions alone do not establish which service preserves a particular invoice layout.

Can I convert IRP-signed JSON with an HTML-to-PDF API?
Not necessarily. An HTML renderer expects HTML or a URL; a tool specifically listing IRP-signed JSON input, such as PDFWale’s e-invoice-to-PDF option, addresses a different starting format.
Does a vendor’s temporary-file statement prove that a service meets our data requirements?
No. Treat retention descriptions as provider statements and assess them alongside your own contractual, jurisdictional, and security requirements.
