HTML turns into a reliable PDF when you treat it as paginated print—not a browser page that happens to be saved. Set the page size and margins with @page, control where content breaks, and build against the exact renderer and version that will create the PDF. Chrome 131 added CSS-generated page-margin content; WeasyPrint 70.0 documents a wider set of paged-media features. Neither means every renderer supports the same CSS.
Why a page that looks fine in a browser breaks in PDF
A browser viewport is a continuous scrolling surface. A PDF is divided into pages. In paged media, the renderer lays out each page as a page box, with a page area for document content and a margin around it; content is fragmented across as many pages as needed. That change in layout model affects line wrapping, page breaks, headers, footers, and the space available for the document.
The @page rule lets a stylesheet define page size and margins. Those margins are not just blank space: they also determine room for page-margin content such as a running header or page number. A stylesheet that assumes a tall viewport, relies on automatic paper defaults, or leaves page breaks to chance can therefore look different when rendered to PDF.
Set page geometry before tuning the content
Start by specifying the intended paper size and margins in @page. Choose margins with both the main content and any page-margin content in mind. Page layout is renderer-dependent, so check that the production renderer supports the particular rules you use rather than assuming that support in one browser applies elsewhere. Chrome for Developers describes @page support for page size and margins in Chrome and Firefox, but that does not establish universal support for every paged-media feature. Coordinate CSS margins with the print dialog
In Chrome’s print flow, browser-generated headers and footers may be added when there is room, even if the stylesheet also defines margin content. They can be disabled in the print dialog. Margins that are zero or too small to fit the automatic items prevent them from appearing; Chrome’s default page-layout behavior can also mean that if there is no room on the first page, automatic content will not appear on later pages. Decide whether CSS or the print dialog should supply these items, then use matching settings and inspect the resulting PDF instead of assuming the browser will resolve the interaction consistently.
Use page-margin CSS for page numbers and running labels
Chrome 131 introduced CSS-generated content in page margins. The feature can put content in named margin boxes, including locations such as @top-left, @bottom-center, and @bottom-right. The page counter can show the current page, and the pages counter can show the total page count. Chrome’s examples also use @page :left and @page :right to vary content by page side. Rachel Andrew’s Chrome for Developers article, published October 30, 2024, states: “From Chrome 131 you can use CSS to add content to the margins of pages when they are printed.” Read the Chrome margin-content guide for the demonstrated syntax and details.

This is version-specific guidance: the cited Chrome article identifies Chrome 131 as the starting point for generated margin content. Do not infer that another browser, an older Chrome version, or a different PDF renderer implements the same margin boxes or counters.
Choose a renderer for the pagination features you need
The renderer is part of the stylesheet’s contract. Browser-driven printing and a print-focused renderer are both legitimate approaches, but their documented feature sets differ. The stable WeasyPrint documentation identifies version 70.0 and lists capabilities useful for book-like PDFs; those claims apply to that documented version, not automatically to Chromium.

Feature lists are not a promise of identical output across engines. If a required layout depends on named pages, footnotes, running elements, or cross-references, compare the exact version and feature behavior you intend to deploy. WeasyPrint 70.0’s API reference documents its supported paged-media features and limitations.

The basic Python rendering path shown in the project guide is HTML(...).write_pdf(...). A stylesheet can be passed to the HTML-to-PDF process. If the stylesheet uses @font-face, construct a FontConfiguration and pass the same configuration to both the CSS and PDF generation, as described in the guide.

WeasyPrint documents @font-face support, but font-family resolution is passed to Pango and may differ from the matching algorithm recommended by CSS. Missing glyphs can fall back to a notdef glyph and produce a warning. Consequently, a browser preview alone does not establish that the PDF uses the expected fonts or contains every glyph; inspect the generated file and check for warnings. The project’s version 70.0 reference describes font handling and other API behavior.
For a service that renders user-provided HTML or CSS, treat conversion as an input-security boundary. WeasyPrint warns that untrusted markup or styles can trigger unwanted resource access, long or infinite rendering, high CPU or memory use, and problems from huge CSS values. The project recommends sanitizing input and restricting filesystem, network, time, and memory access. These concerns apply to exposed rendering services; they are not a claim that trusted documents inherently pose the same risk. A practical checklist for predictable HTML-to-PDF output
- Choose the production renderer. Decide whether the PDF will be created through a browser print flow or a Python service such as WeasyPrint, based on the pagination features and integration you need.
- Record the engine version. Feature availability differs by renderer and release; verify support against documentation for the version that will run the job.
- Define page size and margins in
@page. Reserve enough room for the content and any CSS-generated margin boxes. - Set print-specific layout and break behavior. Treat page fragmentation as part of the design rather than assuming the screen layout will paginate as intended.
- Set print-dialog options deliberately. In Chrome, decide whether browser headers and footers should appear and ensure the margins leave room if they should.
- Render through the real production path and inspect the PDF. Check page count, breaks, margin content, font rendering, glyphs, and warnings using the same engine and settings users or jobs will use.
- Apply limits if rendering user input. Sanitize HTML and CSS and restrict resource access, execution time, and memory.
