To turn on an HP laptop webcam, open any physical privacy shutter or switch, enable camera access in Windows, then test it in the Camera app. HP models use different controls, and some models do not include a built-in webcam.
1. Check the HP laptop’s physical camera controls
A physical control can block the camera before Windows permissions or app settings come into play. Check these controls if your screen is dark, shows a covered lens, or reports that the camera is off:
- Lens cover: Slide the cover open so the webcam lens is visible.
- Privacy switch: If your model has a switch on the side or near the camera, slide it away from the camera-off icon.
- Keyboard shutter key: If the keyboard has a webcam shutter key in the action-key row, press it to toggle the camera. Some models may require holding Fn as you press it. HP says the shutter-key light is on when the webcam is off and off when it is on; check your model’s guide if the icon or light behaves differently.
Not every HP laptop has a switch or shutter key, and their locations vary. If you are unsure which control applies, use the guide for your exact model. HP’s camera error guidance describes these model-dependent controls.

Windows has device-level camera access as well as access for individual apps. Browsers and many video-conferencing programs are desktop apps, so they may also need the separate desktop-app permission.

Windows 11
- Open Start > Settings > Privacy & security > Camera.
- Turn on Camera access.
- Turn on camera access for the app you want to use.
- If the app is a browser or other desktop app, turn on Let desktop apps access your camera.
Windows 10
- Open Start > Settings > Privacy > Camera.
- Turn on camera access for the device and apps, then allow the relevant app.
- For a desktop app, enable the desktop-app camera access option as well.
These settings may be controlled by an administrator on a managed laptop. Microsoft’s camera permission instructions cover both Windows versions. Windows 10 support ended on October 14, 2025, so the settings path remains useful, but that operating system no longer receives standard support from Microsoft.
3. Test the camera in Windows
- Open Start, type Camera, and launch the Camera app.
- Check whether it shows a live preview.
If the preview works in Camera but not in a meeting app or browser, Windows can access the camera; check that app’s camera selection and permissions. If the preview does not work, follow the system-level checks below. Microsoft’s camera troubleshooting guide also recommends testing the camera and checking its connection and settings.

4. Troubleshoot based on what you see

Check that your HP model includes a webcam
Do not assume every HP laptop has an integrated camera. Look up the product specifications for your exact model. HP’s camera error article explains how to check camera availability and mentions a USB camera as an alternative when a built-in camera is unavailable.
Check camera detection and drivers
If the model has a webcam but Windows does not detect it, open Device Manager and look under Cameras. Try Action > Scan for hardware changes, and check for driver updates. Which camera setting should you check first?
Start with the physical controls if the lens is covered or the camera looks disabled. If the Windows Camera app works but one app does not, focus on that app’s camera choice and permission. If Windows cannot find a camera, verify that your model has one before spending time on software fixes.
