Websites detect likely scraping by combining request details, bot classifications, browser and device signals, behavioral patterns, and traffic trends. They respond with monitoring, rate limits, browser challenges, CAPTCHA, or blocks. No single signal proves a request is scraping, and robots.txt is not a security boundary: protecting private information requires real access controls.

How websites recognize likely scraping

Detection is a classification problem, not a certainty test. A website or its protection service gathers signals, estimates whether traffic is automated, and applies a policy. A user-agent string or unusual request rate may raise suspicion, but neither alone establishes that a client is scraping. Legitimate search crawlers, API integrations, mobile apps, and accessibility tools can also generate automated-looking traffic.

Request attributes and known bot identities

Basic checks can examine user-agent strings, IP reputation, request patterns, and whether a crawler claiming an identity appears to come from the organization it names. AWS describes its common Bot Control protection as classifying self-identifying bots and verifying known crawlers. This kind of identification is useful for obvious or recognized automation, but it does not cover every bot that conceals its identity. AWS explains the distinction between common and targeted Bot Control.

Browser, connection, and behavioral signals

More targeted detection may examine how a client behaves, not only what it says it is. AWS documents techniques including browser interrogation, TLS fingerprinting, behavioral heuristics, and analysis of traffic patterns such as request timing, browser characteristics, and navigation behavior. Its documentation also describes using application SDK signals to evaluate client-side session context. These are vendor-described capabilities, not independent measurements of accuracy. AWS lists Bot Control capabilities.

Patterns across requests and clients

Traffic that looks ordinary in isolation may look coordinated in aggregate. Cloudflare documents scraping detection IDs that analyze zone request patterns by autonomous system number (ASN) and JA4 fingerprint, with matches recalculated dynamically. That means an individual fingerprint should not be treated as a permanent verdict by itself. Cloudflare describes its scraping detections (page updated August 3, 2026).

How operators respond to suspected scraping

Detection and response are separate decisions. A useful policy chooses the least disruptive action that protects the relevant operation, then escalates when evidence and risk justify it.

Response When it can fit Trade-off
Log or count When evaluating a new rule or learning which traffic it would match. Does not stop requests, but helps identify false positives before enforcement.
Rate-limit When a specific operation is costly or valuable, such as price or catalog lookups. Can slow automation while preserving ordinary use, but a poorly scoped key or threshold may affect legitimate clients.
Silent browser challenge When a site wants to check whether a suspicious session behaves like a browser without immediately blocking it. Can reduce friction compared with an interactive puzzle, but may still disrupt some clients.
CAPTCHA When more evidence is needed from a session and user interaction is acceptable. Adds friction and may be unsuitable for APIs or automated integrations.
Block When evidence and policy support denying a particular request, client, or category. Strongest immediate action, with the greatest risk of stopping legitimate traffic.

Scope limits to costly or sensitive operations

Rate limits work best when they protect the application action that creates risk, rather than imposing one universal request threshold across a whole site. Cloudflare’s examples use different keys, including IP address, query parameters, and a session cookie, for operations such as price lookups. Its example values illustrate configuration, not recommended universal limits. Review current request patterns and application needs before choosing a threshold. Cloudflare’s rate-limiting guidance discusses scoping rules and actions.

Be cautious with challenges on API endpoints: a challenged request may not be able to complete the browser interaction. Cloudflare advises considering exclusions for API calls where appropriate. Preserve known legitimate integrations and document how clients can recover if a limit is reached.

Use classifications to make rules more precise

Managed web application firewalls (WAFs) can expose bot categories or verification status that operators can use in rules. AWS distinguishes common protections for self-identifying bots from targeted protections for bots that hide their identity. Depending on the category and the site’s policy, a rule can allow, monitor, rate-limit, challenge, or block traffic. AWS’s use-case guide describes these options.

Test before enforcing

Start new bot rules in a monitoring or count-only mode when available. Inspect which requests match, check whether search crawlers, API clients, mobile clients, or ordinary visitors are affected, and tune the rule before switching to enforcement. AWS recommends this count-first process and advises using application SDK signals when evaluating targeted protection. AWS documents the deployment sequence.

Does robots.txt stop scraping?

No. robots.txt communicates crawler preferences; it does not authenticate visitors or enforce authorization. A crawler that chooses not to comply can ignore it. Google says the file is primarily for managing crawler traffic and should not be used to hide pages from Search; a blocked URL may still appear in search results if other pages link to it. Google’s robots.txt guide explains its limits.

The IETF’s RFC 9309 is explicit: “The Robots Exclusion Protocol is not a substitute for valid content security measures” and “These rules are not a form of access authorization.” Use authentication and authorization to protect private content, not a crawler instruction file.

How to choose a layered defense

Choose controls around your traffic, the resource at risk, and the cost of blocking legitimate users. Vendor feature descriptions explain what those products say they do; they are not cross-vendor independent tests of effectiveness.

  • Traffic covered: Decide whether you need identification of known, self-identifying bots, detection aimed at evasive automation, or both.
  • Signal depth: Consider whether request classification is enough or whether browser checks, fingerprints, behavior, and aggregate patterns are relevant to your risk.
  • Action and user friction: Confirm that the control can log, throttle, silently challenge, require CAPTCHA, or block at the level you need.
  • Rule scope: Protect high-value endpoints while preserving legitimate APIs and clients. Ensure the rate-limit key reflects the operation and available identity signals.
  • False-positive process: Prefer visible classifications and a monitor/count phase so you can tune rules before blocking.
  • Cost and integration effort: AWS documents additional fees for Bot Control and for CAPTCHA or Challenge actions; targeted protection may need application SDK signals. Can one user-agent string prove a visitor is scraping?

No. It is one possible signal, not proof. Treat it as part of a wider classification and review what an enforcement rule would affect.

Can a site block every scraper without affecting visitors?

The sources do not establish a universal way to do that. Detection is probabilistic, so operators should tune controls against their own traffic and review false positives before enforcing blocks.

Does a CAPTCHA protect private files?

A CAPTCHA is a challenge response, not a substitute for access control. Require authentication and authorization for private information.
