Village water committees can monitor a water system by keeping three things connected: a regular record of whether water is reaching users, repeatable checks for risks to water quality, and a repair process that assigns and verifies corrective work. Start with the locally approved water-safety and testing requirements; use committee observations to spot problems and organize action, not to replace independent oversight by the responsible authority.
Set up a monitoring routine for your system
Begin by mapping the system as it actually operates. Mark the source, intake or pump, treatment or disinfection steps, storage, distribution routes, and public or household collection points. Include distant or otherwise vulnerable taps, where service problems may be missed if checks focus only on the source or central storage.
For each component and task, record who is responsible, who has the training and authority to act, and whom to contact when a problem is beyond the committee’s capacity. Local rules, the system design, and any approved water safety plan determine the precise responsibilities.
- Set a baseline: Record the normal service pattern, known weak points, routine operating tasks, and available technical support.
- Observe service: Log service availability, interruptions and their duration, relevant quantity or pressure observations, conditions at distant taps, and user complaints.
- Inspect risks: Walk the source and system with a sanitary-inspection checklist designed for that type of supply. Record hazards and the corrective action needed.
- Monitor water quality: Follow the locally approved water safety plan and testing protocol, using trained people and suitable methods.
- Assign, repair, and verify: Give each action an owner and due date, record the work and any needed parts or support, then check that the issue was resolved.
- Review the record: Discuss repeated interruptions, complaints, inspection findings, test results, and overdue work at regular committee meetings.
Track service as users experience it
A working pump does not by itself show that a water service is reliable. Monitor whether service is available when expected, how long interruptions last, whether the quantity or pressure is adequate where those can be observed, and whether people at far-end taps receive service. Capture complaints alongside these observations and look for patterns across dates and locations.

Monitoring frameworks can include service level, functionality, and provider performance. Ghana’s 2014 framework is one example, designed for Ghana’s institutional context; its indicators should not be treated as universal requirements. The committee should select locally meaningful indicators and follow applicable local reporting arrangements.
Use inspections to identify water-quality risks
Water testing is only one part of protecting drinking water. WHO guidance for small supplies emphasizes water safety planning, sanitary inspection, and independent surveillance. A committee’s inspection can help identify hazards and organize corrective action, but it does not substitute for surveillance or compliance duties assigned to the responsible authority.

Choose a WHO sanitary-inspection package that matches the system’s actual source or distribution type. These packages combine yes-or-no risk questions with technical information and illustrations about supply components, as well as management advice for ongoing monitoring and corrective action. For each finding, record the hazard, its urgency, who will address it, and the target completion date.
Distinguish operational checks from independent oversight
Operational monitoring asks whether the controls used day to day are functioning. Testing and inspection should follow the approved local plan, which identifies relevant hazards, suitable methods, and required frequency. Independent surveillance and compliance responsibilities belong to the responsible authority under local arrangements. A result is useful only when the person collecting or interpreting it is competent and an appropriate response is clear.

Keep a service and repair record
A simple paper register or locally suitable digital log can connect a report to a completed repair. The following fields are an adaptable committee template, not a prescribed WHO form:
- Date and name or role of the observer
- Supply point or system component
- Service status, interruption details, and complaint
- Inspection risk or relevant test method and result, if collected by a trained person
- Finding, action owner, and due date
- Parts, labor, or external technical support required
- Work completed date and verification outcome
Keep an operations log for routine checks and operating events, and a repair register for faults and their disposition. The India-contextual village operation-and-maintenance guidance also describes complaint response, checks of quality and quantity including at tail-end taps, logging pumping and interruptions, attention to leaks, and periodic cleaning and chlorination of an overhead reservoir. Apply those tasks only where they fit the local system and rules.

Match repair work to skills and authority
Agree in advance which tasks trained community mechanics can safely handle and which must go to an area mechanic, technician, or other responsible authority. A community-management report describes trained community mechanics undertaking preventive and above-ground work, with area mechanics handling many below-ground repairs. That is an example, not a universal division of responsibility: actual limits depend on the equipment, training, safety requirements, and local arrangements.
Check that the committee knows how to obtain compatible spare parts and technical support. Pump parts are not interchangeable by default; use the installed equipment’s specifications and consult the responsible mechanic or supplier before ordering. Refer water-quality failures, contamination risks, recurring faults, and work beyond local training to the appropriate technical or public authority.

Review unresolved problems and adapt the schedule
Use committee reviews to identify repeated failures rather than treating each complaint as an isolated event. Check whether assigned actions were completed, whether verification showed the problem was resolved, and whether unresolved work needs funding, parts, or outside support. India’s GPWSC guidance calls for monthly meetings, an annual operation-and-maintenance plan, a separate O&M account, and adequate spare parts; these are examples for that governance context, not universal rules for every village.
There is no single monitoring checklist or schedule established for every small water supply. Set frequency and reporting lines according to local regulation, the water safety plan, system risks, and available skills. When comparing monitoring methods, consider their purpose, who is authorized and competent to use them, which hazards or service indicators they cover, the required frequency, the action triggered by a result, and the availability of consumables, parts, and technical support.
