The New York bill that would have required age verification for adult websites, S3591, was defeated in the Senate Internet and Technology Committee on May 21, 2026, and it has not become law. Pornhub’s July 2026 list of states where it says it blocks access because of age-verification laws does not include New York. A failure to load Pornhub in New York is therefore not, by itself, evidence of a state ban. The more common causes are the location detected for your connection, a VPN or proxy, network filtering, browser state, or an account prompt, and each can be tested separately.
Where the New York bill stands
The New York State Senate’s bill page for S3591, in the 2025–2026 session, carries the title “Requires age verification for internet pornography websites.” Its recorded action is “defeated in internet and technology” on May 21, 2026, and the page displays “Current Bill Status – In Senate Committee.” The page does not show the proposal as enacted. Bill pages can be updated, so if you are reading this later, check the action history on the Senate site before relying on this status.

The bill summary described a possible civil penalty of up to $50,000 per day for violations. That figure belongs to the proposal as summarized and is not a penalty in force. The bill text also described several age-check methods:
- digital identification;
- credit card payment;
- commercial age-verification systems that use government ID or transactional data;
- a password-protected account with periodic verification.
These are proposed provisions. The official page does not establish that any New York website must use them.

What Pornhub says about New York
Pornhub’s page dated July 20, 2026 lists the states where the company says it blocks access because of age-verification laws. New York is not on that list. This is the company’s own published position, not a guarantee that every connection in New York will load the site. The same page includes the company’s arguments about privacy and about the effects of age-verification laws. Those are Pornhub’s views, not findings of an independent review.
In a June 12, 2026 post, the company says that in most regions with age-verification laws it has rolled out a safe-for-work page featuring non-explicit creator content, while regions without such laws are unchanged. If you see a non-explicit landing page in New York, that is unexpected given the July list. It points toward the site evaluating a different location for your connection, although the post does not explain individual cases.
Read the message before changing anything
The wording of the error is the most useful clue you have. Error screens vary by service and browser, so treat this table as a starting point rather than a diagnosis.
| What you see | What it may indicate | Start with |
|---|---|---|
| A message that names another state or country | The location detected for your connection is not New York | Check whether a VPN or proxy is active and which location it uses |
| A generic “access denied” or a page that fails only on one network | A router, guest network, workplace or school filter, or security-software content filter | Test mobile data and another Wi-Fi network |
| A blank page, a redirect, or stale content that appears in one browser only | Cookies, stored site data, or an extension | Open a private window and compare |
| A verification or payment prompt that follows your account to other devices and networks | An account-level requirement | Use the service’s support route; changing networks will not clear it |
Troubleshooting steps, in order
- Note the exact message and the network you are on. Record whether it names a state, and whether the problem appears on Wi-Fi, on mobile data, or on both.
- Check for an active VPN or proxy. On Windows 11, open Settings > Network & internet and review VPN and Proxy. On macOS, open System Settings, select VPN, and review Network > Details > Proxies for the active connection. If you are not intentionally using either, switch them off and retest to get a clean baseline.
- Compare networks. Load the site on mobile data and on your Wi-Fi network separately. If it works on one and fails on the other, the difference lies in that network’s routing or filtering. Workplace, school, and building networks may apply their own filters, and a router’s guest network can use different settings.
- Test in a fresh browser session. Open a private window: Ctrl+Shift+N in Chrome or Edge, Ctrl+Shift+P in Firefox, or Command+Shift+N in Safari. If the private window loads and the normal window does not, clear that site’s stored data (in Chrome, Settings > Privacy and security > Delete browsing data) and review extensions at chrome://extensions. A private window does not change your public IP address, so it cannot fix a location mismatch on its own.
- Test a New York endpoint only if the earlier steps point to location. A VPN can serve as an optional diagnostic; the section below explains what it can and cannot do.
- Handle account prompts through support. If a verification or payment prompt follows your account across devices and networks, the cause is the account, not your connection.
Using a VPN as a diagnostic
A VPN set to a New York server changes the public IP address the site sees. That makes it a reasonable test: if the site loads on the New York endpoint but not on your usual connection, location detection is the likely cause. If the first server fails, try another, because individual endpoints differ.
Rank #3
A VPN does not guarantee access. Public-IP geolocation is imperfect, so a New York endpoint may still be evaluated differently. A VPN also does not remove information you have already given when signing in to an account, and it will not clear a persistent verification prompt. Specific VPN providers have not been verified for this purpose, so judge any service on its own terms: its logging policy, device support, and performance on your connection.

If the site still will not load
- Note the exact error text, the time, the network, and the device, so you can describe the problem accurately to support.
- On a workplace or school network, ask the network administrator whether content filtering applies to adult sites.
- For account-related prompts, contact the service’s support directly rather than repeatedly changing network settings.
