A blockchain transaction can confirm that cryptocurrency moved between addresses; it cannot, by itself, prove that the U.S. government controlled the sending wallet or that anyone sold the asset. An exchange deposit is a lead, not proof of a completed trade. To call a transfer a sale, look for transaction-specific evidence that an order was executed and, where relevant, records of the proceeds.
What a blockchain transaction can—and cannot—prove
A transaction hash lets you inspect a movement recorded on a blockchain: the asset, amount, block or timestamp, addresses, and confirmation status. It does not identify the people or organizations behind those addresses. The Department of Justice explains that Bitcoin addresses and transaction histories are public, while transactions generally contain little or no identifying information about the sender or recipient (DOJ court filing).
That makes “government wallet” an attribution claim, not a fact supplied by the ledger. An analyst or explorer may label an address as government-controlled, but the label needs separate corroboration. And even if the address attribution is sound, the transaction proves movement—not a sale.

Why an exchange deposit does not establish a sale
A deposit to an address associated with an exchange may be consistent with selling, but it may also reflect custody, an internal movement, or another operational step. Coinbase announced in 2024 that the U.S. Marshals Service selected Coinbase Prime to provide custody and advanced trading services for certain large-cap seized assets (Coinbase announcement). That describes available services and a vendor relationship at that time; it does not show that a particular deposit was traded or establish the current status of every government custody arrangement.

Nor does a public transfer necessarily reveal the full execution record. A Federal Register filing describes a trust using Coinbase Prime agency execution, under which Coinbase could execute trades through third parties (Federal Register filing). That filing concerns a trust, not U.S. government holdings. It illustrates why an on-chain deposit alone may not expose account-level execution or settlement details; it is not evidence of government trading practices.
How to verify a specific reported sale
- Pin down the claim. Record the agency, asset, alleged amount, date, transaction hash, and address. Treat “government wallet” as a label to verify, not as a blockchain field.
- Check the transaction on the correct chain. Use a reputable explorer or node view to confirm the asset, quantity, block or timestamp, sender, recipient, confirmation status, and fees. For Bitcoin, inspect inputs and outputs carefully: an output returning value to a change address is not a separate sale.
- Verify who controlled the address. Look for an agency statement, court filing, forfeiture record, or credible custodial documentation tying the address to the government. A ledger entry alone does not make that connection.
- Determine what the destination address represents. Corroborate labels such as “Coinbase” or “Coinbase Prime.” A custodial address or a provider’s ability to trade is not proof that the assets in this transaction were sold.
- Seek evidence of execution and disposition. Prefer an official confirmation, court or forfeiture disposition record, or reliable account-level records establishing that a trade executed and, if claimed, showing proceeds. A transfer into a trading platform is not a substitute for this evidence.
- Describe only what the evidence establishes. If the transaction is verified but execution is not, say that the wallet transferred or deposited the assets and that a sale is unconfirmed. If a sale is confirmed, name the source and date and explain what it establishes.
How to assess competing reports
When accounts disagree, compare the evidence rather than the headline. A report based on an analyst’s address label is weaker on ownership than an agency or court record. A transfer hash establishes movement; it does not establish a trade order, execution, or proceeds. Check whether sources refer to the same asset, amount, address, transaction, and date, and whether they describe this specific event or only a general vendor relationship or trading capability.

Official language matters, too. A DOJ announcement about seized cryptocurrency can acknowledge assistance in effectuating a transfer without saying the assets were sold (DOJ seizure announcement). Use “seized,” “transferred,” or “deposited” when those are the supported actions; reserve “sold” for evidence of execution.
Do not mistake every movement for liquidation
A wallet owner can move assets between addresses they control without disposing of them. IRS guidance generally treats a transfer between wallets or accounts belonging to the same owner as not a taxable event and distinguishes on-chain from off-chain transactions (IRS virtual currency FAQ; IRS Notice 2014-21). These are tax materials, not evidence about government ownership or whether a particular trade took place. They do underscore why movement alone should not be described as liquidation.
