Use a work screen recording only for a defined purpose, capture the smallest amount of information that will do the job, tell affected people what you are recording and why, and store the file somewhere approved with limited access. A training walkthrough is not the same as monitoring an employee; the rules and privacy risks depend on the purpose, what the recording captures, and where you work.

Decide whether a recording is necessary

Start by stating what the recording needs to accomplish: for example, show a colleague how to complete a process, document a software issue, or preserve a meeting record. Then consider whether notes, a written procedure, a still screenshot, or a live demonstration would meet the same need with less information captured.

For worker monitoring, the UK Information Commissioner’s Office (ICO) says employers should document their justification and consider less intrusive methods. Its guidance also warns that monitoring can collect excessive personal information. A recording feature being available is not, by itself, a reason to use it. For virtual meetings, NIST guidance says, “Don’t record the meeting unless it’s necessary.” That is advice about meeting recordings, not a universal legal rule for every workplace recording. Tell people what will be captured and how it will be used

Before recording, explain what the capture includes, its purpose, who will use or see it, and how long it is expected to be kept. If a recording is part of worker monitoring, the ICO says workers must be informed about monitoring and how its information is used, including in decisions that affect them. It encourages consulting workers or their representatives when planning monitoring.

Do not assume employee consent is automatically a suitable legal basis: the ICO notes that the power imbalance in employment can mean workers do not have a genuine choice. Consent may be appropriate where people do have a real choice, but legal requirements vary. In New Zealand, the Privacy Commissioner says, “Generally, it is best to voice record a meeting with consent, so that both sides have an accurate record of what occurred.” This is meeting guidance from New Zealand, not a rule for every screen recording or jurisdiction. The U.S. Department of Labor’s notice-and-agreement policy applies to covered agency interviews and conversations; it is not a general rule for all U.S. employers. Prepare a narrow, clean capture

These practical steps reduce the chance of recording information unrelated to the task. They apply the ICO’s warnings about excessive capture and NIST’s advice to prevent sensitive information from being exposed on screen; they are operational recommendations, not verbatim regulator instructions.

  1. Choose the smallest useful capture area. If the recorder allows it, select the specific application window or region instead of the entire desktop.
  2. Close unrelated material. Close personal accounts, unrelated tabs, messages, and documents. Sign out of accounts that are not needed for the demonstration.
  3. Silence interruptions. Pause notifications so previews do not reveal private messages or sensitive work details.
  4. Check audio and video settings. Confirm whether the recording includes a microphone, webcam, meeting participants, chat, or system audio. Turn off audio or camera capture when it is not needed.
  5. Use a safe demonstration environment where possible. Avoid displaying real personal data, credentials, private communications, or customer information. Use approved sample data if available.
  6. Make the recording and review it before sharing. Check the start, end, and any moments where windows or notifications changed. Remove or replace the recording if it exposes information that should not be shared.

NIST advises taking care that sensitive information is not exposed while sharing a screen during a virtual meeting. The ICO warns that screenshots and device monitoring may gather excessive information, including sensitive information or private communications. NIST guidance; ICO guidance on monitoring methods.

Apply extra safeguards when recording is monitoring

A worker-made walkthrough for training has a different purpose and impact from repeated or random screenshots used to assess a worker. If a recording will monitor employees, use the rules that apply in the relevant jurisdiction and consult the organization’s privacy, legal, or HR team before capture.

  • Set and document a clear purpose. Identify what the monitoring is meant to establish and why a less intrusive method will not meet the need.
  • Assess privacy risks. Under the UK ICO framework, a data protection impact assessment (DPIA) is required before processing likely to create high risk. Even where one is not required, the ICO says a DPIA can help assess and plan for risks.
  • Do not capture private use on personal devices. The ICO advises against capturing private use on employees’ personal devices and warns that remote workers have higher privacy expectations at home.
  • Avoid continuous audio or video unless there is an exceptional, justified need. The ICO describes continuous audio and video monitoring as highly intrusive and unlikely to be justifiable in most circumstances. Disable audio when it is unnecessary.
  • Do not record covertly as a routine practice. Covert monitoring is subject to tightly constrained circumstances under applicable authority and policy. Check the relevant rules before considering it.

Store, share, and delete the recording deliberately

  1. Use approved storage. Save the file in an organization-approved location with access controls, not a personal account or unapproved file-sharing service.
  2. Restrict access. Share only with people and systems that need the recording for its stated purpose.
  3. Set a retention rationale. Decide how long the file is needed based on its purpose and applicable records rules; avoid keeping it indefinitely by default.
  4. Remove it when it is no longer needed. Delete the file when the purpose no longer justifies retaining it, subject to relevant legal or records requirements.

The UK National Cyber Security Centre recommends knowing where recordings, transcripts, chat logs, and shared files are stored, who can access them, and for how long. Check the applicable law and workplace policy

There is no single rule in the sources cited here that governs every work screen recording worldwide. Requirements depend on jurisdiction and use: a task demonstration, employee monitoring, and a recording that also captures a meeting, voices, or participants raise different questions. Check your organization’s recording and data-handling policies and the law that applies where the people and data are located. If the recording could affect employment decisions or capture sensitive information, get advice from the appropriate privacy, legal, or HR contact before making it.
