To refuel in Gran Turismo 7, pit during a race that allows pit stops and follow the on-screen Pit Menu prompts. To make fuel last longer before you stop, adjust the Fuel Map on the in-race Multi-Function Display (MFD); that setting changes fuel consumption, but it does not add fuel to the car.
How to refuel during a race

When the car needs fuel, enter the pit lane during a race that permits pit stops.

Use the refuelling option shown in the Pit Menu and follow the on-screen prompts. The exact menu sequence can depend on what the game displays, so use those prompts rather than relying on a universal button sequence.

If the race calls for a tyre change too, consider doing both during the same stop. A pit stop costs time, and combining service can fit the race strategy better.

Not every event uses identical fuel rules or pit options. Online room settings can include fuel consumption, refuelling speed, initial fuel and minimum pit stops; the event configuration determines which rules apply. Gran Turismo 7 Online Manual
How to make fuel last longer with the Fuel Map

During the race, use the controller’s left or right directional button to cycle through MFD features until Fuel Map appears.

Use up or down on the directional buttons to change the Fuel Map setting. The default is Power (1). Moving toward Lean uses less fuel but reduces engine output.

Watch the MFD’s estimate of how many laps remain at the selected setting. Treat it as a planning aid, not a guarantee: driving style and event conditions can affect actual fuel use.

How to decide whether to pit or change the setting

Check the remaining race distance against the MFD’s lap estimate. If the current fuel will not cover the distance, a leaner setting may help extend the stint, but it also reduces engine output.

Check the event’s pit rules before planning a stop. Fuel consumption, initial fuel, refuelling speed and minimum pit stops can vary with the race configuration.

Account for tyre condition when planning a stop. If tyres need changing and the strategy supports it, combine the tyre change with refuelling rather than making separate stops.

Check whether the event has fuel-consumption adjustment activated and whether your car has a Fully Customizable Computer. The manual says this part is required to view or adjust the Fuel Map in events where that adjustment is activated. Gran Turismo 7 Online Manual
