Use pairwise testing to shrink a cross-browser matrix without pretending it tests every possible setup: define the relevant browser and environment factors, exclude impossible combinations, generate a set that covers every valid pair of values, and run those rows through browser automation. Add focused tests for critical journeys and browser-specific risks, because pairwise coverage only guarantees the pairs represented in your model.
What pairwise testing covers—and what it does not
Each test configuration is a row of values across factors such as browser, operating system, viewport, locale, and authentication state. Pairwise testing selects rows so every allowed pair of values across every pair of factors appears at least once. It avoids enumerating every full configuration, but does not guarantee that every combination or defect will be tested. ISTQB describes the method as testing all pairs of parameter values without testing all combinations (ISTQB Advanced Level Syllabus – Test Analyst, 2019 edition).
The guarantee is limited to the factors and values you put in the model. A missing browser, omitted setting, or invalid assumption is not rescued by the generator. Nor does pairwise testing guarantee detection of failures that depend on three or more simultaneous conditions.
1. Define your supported browser and device scope
Decide what your product intends to support before choosing test rows. Use your own audience, product requirements, and support commitments where available; there is no universally correct browser matrix or row count. Be explicit about whether coverage means browser-engine coverage, branded browsers, desktop only, mobile profiles, or checks on actual target devices.

- List the browser families, channels or versions, operating systems, and device classes relevant to the feature.
- Include branded Chrome or Edge separately when branding-specific behavior, enterprise policies, extensions, or platform capabilities matter. Chromium alone is not proof of equivalent behavior.
- Use actual target platforms for behaviors that depend on them. Playwright’s WebKit build is not branded Safari, and media codec availability can vary by operating system (Playwright browser documentation).
2. Choose finite factors and values
Model dimensions that can plausibly affect the feature under test, not every setting your application supports. A small illustrative model might include the following factors; these values are examples, not a universal recommendation.

Keep factors distinct when they represent different behavior. For example, a mobile viewport does not by itself establish mobile Safari coverage, and an emulated device profile does not prove equivalence to a physical phone. Playwright can configure viewport, user agent, touch support, locale, timezone, geolocation, permissions, and color scheme; include only settings relevant to the behavior under test (Playwright emulation documentation).
3. Encode impossible combinations as constraints
Tell the generator which combinations cannot occur or are outside the supported scope. For example, if a model has a mobile Safari profile, do not allow it to pair with a desktop-only operating system value. Constraints keep the tool from spending rows on impossible states and make the intended model reviewable.

PICT documents constraints and sub-modeling; NIST ACTS supports constraints and variable-strength models (PICT documentation; ACTS downloadable tools). Check the syntax and capabilities of the chosen generator against its current documentation.
4. Generate and review the pairwise rows
Option A: PICT for a local pairwise suite
PICT is a Microsoft command-line generator for finite-parameter models. Its default combination order is two, and its /o option can request higher interaction orders. A simple model file, for example crossbrowser.txt, can look like this:
Browser: Chromium, Firefox, WebKit
FormFactor: Desktop, Mobile
Viewport: Narrow, Wide
Locale: Primary, Secondary
Auth: SignedOut, SignedIn
Generate rows with:
pict crossbrowser.txt
For a three-way suite, use:
pict /o:3 crossbrowser.txt
Consult PICT’s documentation for its exact model syntax, constraints, options, and platform-specific invocation details (PICT documentation). The simple model above deliberately contains no constraints; add and validate them before relying on the output if some combinations are invalid.

Option B: ACTS for constraints or variable strength
NIST’s ACTS supports interaction sets from 2-way through 6-way, constraints, and variable-strength models. It is worth considering when some factor groups need stronger coverage than the rest. Start with the NIST ACTS project page and its downloadable tools information.
Review before execution
- Verify every required factor and value appears in the model.
- Check that generated rows obey all constraints and that each allowed value pair across factor pairs is covered.
- Use labels that make rows easy to map to browser projects and diagnose failures.
- Check the resulting run count against CI capacity and risk; a small suite is not automatically a correct suite.
For small, high-risk factor spaces, exhaustive combinations may be practical. Otherwise, choose interaction strength and targeted tests based on the consequences of a missed interaction, not a universal row-count target.

A generator creates configurations; it does not execute your application tests. Map each generated row to a browser project or environment in your runner. Playwright projects can run tests across Chromium, Firefox, WebKit, branded Chrome or Edge, and emulated mobile profiles, and can be run together or selected individually (Playwright browsers).

One practical integration pattern is to make each row a named project or a data-driven test configuration, then run the same critical test set for each row. Preserve the generated row alongside the test result so failures can be traced back to the exact factor values. Ensure the project’s browser binary matches its Playwright version; the browser documentation recommends installing browser builds when updating Playwright.
Use emulation for the properties it actually sets, such as viewport, locale, or touch support. If a defect depends on operating-system behavior, Safari itself, codecs, or physical hardware, schedule a targeted check on that platform rather than treating an emulated profile as a substitute.

- Known browser-specific regressions and features that depend on platform capabilities.
- Security-sensitive combinations of identity, permissions, and browser context.
- Changes that affect a specific supported browser or device class.
NIST’s project summary reports fault detection equal to exhaustive testing with a 20X to 700X reduction in test-set size across multiple studies of combinatorial testing. This is a broad summary, not a browser-specific result or a guarantee for your model (NIST project summary). NIST SP 800-142 provides background and practical guidance on combinatorial testing (NIST SP 800-142, October 2010).
How to choose between pairwise, stronger coverage, and exhaustive tests

Neither a generator nor a browser runner decides acceptable risk for you. Balance model size, run time, CI capacity, platform fidelity, and the impact of failures that pairwise coverage might miss.
Troubleshooting common problems
- Impossible rows appear: Add constraints for unsupported combinations, regenerate, and inspect the result against the model.
- A factor pair is missing: Confirm that both factors and all values are represented and that a constraint has not excluded a valid combination. Validate coverage with the generator or a separate coverage check.
- Generated rows do not run in CI: Map every value to a configured project or environment, and make sure required browser binaries are installed for the pinned Playwright version.
- A mobile result differs from a phone: Treat emulation as coverage of configured browser-context properties, not physical-device equivalence; reproduce on the actual target platform when relevant.
- Safari-specific behavior is absent: Playwright’s WebKit build is not branded Safari. Test with Safari on the required target platform when the distinction matters.
- A codec or platform feature behaves differently: Browser behavior can vary by operating system; execute the case on the platform whose capability is in question.
- The suite is too slow: Review whether every factor affects the feature, use pairwise for broad interaction coverage, and reserve higher-order or platform-specific tests for risk areas instead of indiscriminately multiplying all rows.
