Use a GitHub Issue as the durable record of a coding task, and use GitHub Actions or another agent workflow to pick up that task and report its progress. An issue can preserve the request and its context until a worker is available; GitHub’s documentation does not promise that scheduled runs provide lossless queue delivery or define a complete retry and recovery protocol. To make the setup dependable, define what counts as ready work and design explicitly for missed runs, duplicate processing, and worker failure.

What “durable queue” means for GitHub Issues

A GitHub Issue is a persistent, human-readable work record, not a managed message queue with a documented delivery guarantee. It can hold the task statement, acceptance criteria, repository context, and metadata that indicate whether an agent should act. Automation can react to issue events or periodically look for eligible issues.

Keep the distinction clear: the issue record can remain available even if an automation run is delayed or fails. The issue itself does not guarantee that an agent will eventually claim the work, process it only once, or recover safely after a crash. Those behaviors depend on the workflow and worker design.

Make each issue actionable and trackable

Write a task the agent can execute

Include a concise goal, acceptance criteria that can be checked, relevant files or subsystem context, and any constraints such as tests to run or interfaces not to change. If the task depends on another issue, identify that dependency rather than leaving the agent to infer it.

GitHub Issues support metadata and relationships useful for organizing work, including labels, assignees, milestones, projects, issue types, sub-issues, and blocking or dependency relationships. The GitHub CLI can create issues with several of these fields. Use metadata to make selection predictable, not as a substitute for a clear task description.

Define an explicit state convention

GitHub does not mandate a queue-state schema. A small label vocabulary can distinguish work such as agent-ready, agent-in-progress, blocked, needs-review, and done. These names are an implementation convention; choose names that fit the repository and document who or what changes them.

  • Ready: eligible for an agent to claim.
  • In progress: a worker has claimed it; record a run or worker identifier if useful.
  • Blocked: work cannot proceed until a dependency or clarification is resolved.
  • Needs review: the agent has produced a change or result that requires human evaluation.
  • Done: acceptance criteria are satisfied and the issue can be closed or otherwise marked complete.

Keep “claimed” distinct from “completed.” Closing an issue at pickup can make unfinished work disappear from common queue filters, especially if a worker fails.

Choose how the agent finds work

Event-driven Actions

GitHub Actions supports issue lifecycle and metadata events, including opened, edited, closed, reopened, assigned, labeled, and issue-field changes. A workflow can respond to an issue being opened or labeled, then decide whether it qualifies for processing. The workflow file must exist on the repository’s default branch for the issues event to trigger. See GitHub’s issues event documentation.

One GitHub-documented pattern is to apply a triage label when an issue is opened or reopened, then filter or automate based on that label. GitHub states, “You can use GitHub Actions to automatically label issues.” See Adding labels to issues.

Event triggers are useful for prompt reactions, but an event-triggered workflow still needs a policy for issues that were never claimed or whose run failed. An event is a signal to evaluate work, not by itself a durable worker protocol.

Periodic polling with scheduled workflows

A scheduled workflow can periodically search for issues that match the ready-state convention. This offers a way to rediscover eligible work rather than relying only on a single issue event. However, GitHub documents that scheduled workflows can be delayed during periods of high load and that some queued jobs may be dropped when load is sufficiently high. GitHub advises avoiding the start of the hour for schedules. See Schedule event documentation.

Do not treat a schedule alone as a lossless queue consumer. A polling design should ensure that a later run can find work left ready, and should define how long an in-progress claim remains valid and how a failed or abandoned task becomes eligible again. GitHub’s stale-issue tutorial also limits processing to 30 issues per run by default to avoid rate limits; that is an example configuration, not a throughput guarantee. See Closing inactive issues.

Combine signals when appropriate

A practical design can use issue events to start work quickly and a scheduled reconciliation run to find ready issues that were not claimed. This is an architectural choice, not a GitHub-provided queue guarantee. Ensure both paths use the same eligibility rules and claim mechanism so they do not process the same task concurrently.

Design the worker protocol instead of assuming one exists

GitHub’s cited documentation describes issue events, workflow automation, and examples, but does not specify a complete protocol for unattended-agent retries, idempotency, leases, duplicate suppression, concurrency, or crash recovery. Decide these behaviors for your repository and agent.

  • Claiming: define how one worker marks an issue in progress and how competing workers avoid taking it simultaneously.
  • Idempotency: decide what happens if the same issue is processed more than once, such as after a timeout or a repeated trigger.
  • Retries: distinguish transient failures from tasks requiring human clarification; record the failure and whether another attempt is allowed.
  • Stale claims: decide when an in-progress issue can be reclaimed after a worker stops responding, and how to avoid reclaiming a task that is still running.
  • Completion evidence: require a comment, commit, pull request, or other repository artifact that states what changed and how acceptance criteria were checked.
  • Concurrency and limits: decide whether one agent may handle multiple issues at once, how many tasks a run examines, and what happens when API or workflow limits are reached.

Make status changes and result reporting visible in the issue or linked pull request. A human should be able to tell whether the agent has not started, is actively working, is blocked, or has finished without relying on hidden workflow logs alone.

GitHub Projects can provide a cross-repository view of work and automation can set project fields, while issues remain the individual task records. Projects are optional: a label-based repository queue may be enough for a single-repository workflow.

Authentication matters when automation updates a Project. The repository-scoped GITHUB_TOKEN cannot access Projects. GitHub’s documentation points to a GitHub App for organization projects or a personal access token for user projects. Choose the credential according to project ownership and grant only the permissions the workflow needs. See Using the API to manage Projects.

Choose between traditional Actions and Agentic Workflows

GitHub Agentic Workflows Tasks that need an agent to interpret repository context and follow natural-language instructions. Documentation describes them as AI-powered repository automations defined in markdown and run as Actions workflows. The feature is marked public preview, and workflow frontmatter declares triggers, permissions, and safe outputs. They require GitHub Actions, an AI engine account, and authenticated GitHub CLI according to the documentation. Preview status is not a reliability contract; review declared permissions and safe outputs carefully.

GitHub describes the feature this way: “GitHub Agentic Workflows are AI-powered repository automations that you define in markdown and run as GitHub Actions workflows.” See About GitHub Agentic Workflows. Choose based on how much contextual judgment the work needs and what permission and review controls your team accepts; neither approach removes the need to define worker recovery behavior.

A practical rollout sequence

  1. Define the issue contract. Establish required task details, acceptance criteria, dependencies, and the labels or fields that determine eligibility.
  2. Start with one queue. Use a simple label filter, such as a repository-defined ready label, and ensure a human can inspect the matching issues.
  3. Add a bounded worker. Have automation select eligible work, claim it, and record a visible status before the agent acts. Bound the amount of work attempted in one run.
  4. Report outcomes. Require the worker to post a concise result and link to any pull request or commit; move the issue to review, blocked, or completed according to the result.
  5. Test failure paths. Exercise repeated triggers, a worker stopping after claim, failed tests, and a run that never starts. Verify that an issue remains discoverable or can be safely recovered.
  6. Add polling or a Project only when useful. If using schedules, plan around documented delay and drop behavior. If updating a Project, configure an appropriate GitHub App or personal access token rather than assuming GITHUB_TOKEN can do it.
