A 24/7 YouTube livestream can contribute to the 4,000-watch-hour requirement, but only if its watch time qualifies: the stream must be public, its replay must be converted to a video on demand (VOD), and the archive must not be deleted. The full ad-revenue route also requires 1,000 subscribers and 4,000 qualified public watch hours within the last 12 months. Reaching those numbers makes your channel eligible to apply; YouTube still reviews it before accepting it into the YouTube Partner Program (YPP).
What counts toward the 4,000 hours?
YouTube counts qualified watch time from public long-form videos. A livestream can qualify through its public replay, provided the archive is converted to VOD and remains available. Being live for a long time is not the same as earning that much watch time: the relevant measure is eligible time viewers spend watching, not the broadcast’s runtime or its concurrent-viewer count.
For example, if 100 viewers each watch an eligible public replay for 30 minutes, that represents 50 hours of watch time—not the number of hours the stream ran. This is a simple arithmetic illustration, not a forecast; actual eligibility is determined by YouTube’s qualified-watch-time measurement.
Know which YPP threshold you are aiming for
The 4,000-hour threshold is one route to full YPP eligibility, not the only route. YouTube’s thresholds differ by feature tier, so do not mistake earlier access to some monetization features for eligibility for the full ad-revenue path.

The watch-hour window rolls forward: hours can age out as time passes. Check eligibility in YouTube Studio’s Earn area rather than treating a lifetime total or the stream’s total runtime as your qualifying count. Set up a stream with qualifying watch time in mind
- Choose a format viewers have a real reason to watch. Plan useful, original programming for the audience you serve. A continuous schedule does not substitute for content value or make a repetitive loop acceptable under monetization policy.
- Make the live event public. If you intend its replay watch time to count, do not set the stream to unlisted or private.
- Check the replay after the broadcast. Confirm that YouTube has made the archive available as a VOD. A live stream that is not converted to VOD does not contribute eligible hours under the stated rule.
- Keep qualifying archives available. Do not delete or unlist a replay you are relying on. YouTube identifies deleted and unlisted content as ineligible, and changes to privacy or deletion can affect an application.
- Monitor progress in YouTube Studio. Use the Earn area to check the current eligibility counter and apply when YouTube indicates you have met the requirements.
- Prepare the channel for review. Keep your channel theme, stream, surrounding videos, metadata, and About section consistent with original, authentic content. Reviewers may consider the channel as a whole, including its most-viewed and newest videos and the content responsible for the largest share of watch time.
What does not count—and mistakes that can derail the plan
- Unlisted, private, or deleted videos: their watch time is excluded from the 4,000-hour route.
- Livestreams without eligible public VOD archives: unlisted or deleted streams, and streams not converted to VOD, do not qualify.
- Shorts Feed watch time: it does not count toward the 4,000 long-form watch-hour threshold, though Shorts views are part of a separate eligibility route.
- Ad-campaign watch time: watch time generated through paid ad campaigns does not count toward YPP eligibility.
- Broadcast runtime or a viewer-count snapshot: neither tells you how many eligible watch hours YouTube has credited.
- Assuming the threshold guarantees approval: meeting the numbers is not acceptance into YPP. YouTube reviews the channel for compliance with its monetization policies and other requirements.
YouTube’s channel monetization policies say monetized content should be original and authentic, not mass-produced, generic, repetitive, or manipulative. A loop designed solely to collect views can create policy risk. A continuous schedule is a publishing format, not a shortcut around the review.

Does a 24/7 stream have to use a particular encoder?
No particular encoder or product is part of the 4,000-hour eligibility threshold. YouTube’s live-stream guidance discusses encoder setup, but technical continuity alone cannot create qualifying public watch time. After eligibility: ads and live-stream revenue
After YPP acceptance and completion of the applicable terms or modules, eligible creators may enable Watch Page ads for live streams. YouTube also lists features such as channel memberships and Super Chat or Super Stickers among live-stream revenue options. Ad slots are not guaranteed to serve, and these options do not help establish eligibility watch hours.
