Place both file inputs inside the same form, set the form to method="post" and enctype="multipart/form-data", and give each input a name your server expects. The form can then submit both files together. Add multiple only when a single picker should accept more than one file.
Basic HTML: submit two file inputs together
Each input below represents a separate upload field. When the user submits the form, the browser sends both selected files in one multipart request.

</form>The form needs POST and multipart/form-data to send file content as form data. The browser packages each field into its own part of the request body; file content is not sent as ordinary URL parameters. See MDN’s guide to sending form data.
Choose names based on how the server should handle the files
Input name values identify fields in the submitted request. Choose a naming pattern that matches whether the files have different roles or belong to one collection.

One input with multiple |
The user should choose several files through one picker rather than two separately labeled controls. | <input type="file" name="uploads[]" multiple> |
PHP documents both separate input names and array-style names such as userfile[]; its multiple-upload handling exposes grouped uploads through $_FILES. Other server frameworks may parse repeated field names differently, so use the naming convention documented by your framework. The multipart standard represents multiple files for one field as separate parts carrying the same field name. See the PHP manual and RFC 7578.
Allow multiple files in each picker only if needed
Two file inputs do not need the multiple attribute to submit two files: each picker can contribute one file. Add multiple to either input when that particular picker should allow a user to select several files. The selected files are available in the browser through the input’s files property. The displayed input value is not the user’s actual local file path. See MDN’s file input reference.

Submit the form with JavaScript and FormData
For a JavaScript submission, construct FormData from the form and pass it as the fetch() body. Named controls associated with the form—including both file inputs—are included.

});Do not set the request’s Content-Type header manually. The browser must add the multipart boundary that separates each part; a missing or mismatched boundary can stop the server from parsing the upload. Controls need a name to be included in FormData. See MDN’s FormData guide.

Check form association and upload safety
- Both inputs must be inside the submitted form, or associated with it using the input’s
formattribute, and each needs aname. - Use
acceptonly to guide the file picker. It is not file-type validation; validate uploads on the server. See MDN’s file input reference. - Configure and monitor server-side request-size and file-count limits. The applicable values depend on the deployed server; PHP, for example, documents the configurable
max_file_uploadssetting without establishing one universal limit. See MDN’s form-data guide and the PHP manual. - Treat submitted filenames as untrusted. RFC 7578 cautions receiving applications not to rely blindly on filenames or use directory path information supplied with them. See RFC 7578.
