There is no blanket GST answer for every Indian YouTube creator. First reconcile what YouTube reports and pays; then assess the creator’s actual contract, recipient, place of supply, payment trail, other income and registration position. A payout from a foreign platform is not, by itself, proof that the income qualifies as an export of services or is GST-free.

How YouTube reports and pays livestream earnings

Studio revenue is an estimate, not the final amount

YouTube Analytics shows estimated revenue. YouTube says estimates can later be adjusted, including for invalid traffic, Content ID claims or disputes, and certain ad campaign types. Its guidance states: “Your finalized earnings are only visible in your AdSense for YouTube account.” Check the YouTube Partner earnings overview and reconcile the final account information rather than treating a Studio estimate as the amount received or the GST value.

Finalization and payment follow different dates

YouTube’s general process is to add the previous month’s finalized earnings to the AdSense for YouTube balance between the 7th and 12th of the following month. Payment is generally issued by the 21st or 26th if the payment threshold is met and there are no account holds. These are general platform timings, not guaranteed dates for every account or country. Use the account’s Transactions page to check the finalized amount and tax deductions. See AdSense for YouTube payment guidance.

Livestream does not mean one universal revenue-share rate

YouTube’s revenue share depends on the monetization feature and accepted module agreement, not simply on whether a video is live. Its current earnings guidance lists 70% of net revenues for eligible channel memberships, Super Chat, Super Stickers and Super Thanks under the Commerce Product Module; 55% of net revenues for eligible Watch Page ads under the Watch Page Monetization Module; and 45% of revenue allocated through the Shorts Creator Pool for Shorts Feed Ads. These are module-specific platform shares, not Indian GST rates or a promised share for every livestream. Refer to the applicable agreement at YouTube’s earnings overview.

YouTube also says transaction taxes such as sales tax, VAT and GST are not revenue to Google and are not included in its partner revenue-share calculation. That platform accounting statement does not determine the creator’s own Indian GST liability.

When YouTube income may qualify as an export of services

Under the CBIC’s export-of-services test, all five statutory conditions must be assessed: the supplier is located in India; the recipient is outside India; the place of supply is outside India; payment is received in convertible foreign exchange; and the supplier and recipient are not merely establishments of the same person under the relevant IGST Act provision. The CBIC sectoral FAQ sets out these conditions.

  • Supplier: Establish which person or business supplies the service and is located in India.
  • Recipient: Identify the recipient under the applicable agreement; do not assume that the YouTube brand identifies the contracting entity.
  • Place of supply: Determine the relevant service and apply the place-of-supply rules to the actual arrangement. A foreign payer alone does not establish this condition.
  • Payment: Check the actual receipt route, currency and evidence of realization against the convertible-foreign-exchange condition.
  • Distinct establishments: Check whether the parties are separate persons for this test, rather than assuming from the names on a statement.

The GST Council lists Circular No. 202/14/2023-GST, dated 27 October 2023, as clarifying the convertible-foreign-exchange element in section 2(6) of the IGST Act. It does not settle every YouTube payout route by itself. In particular, do not assume that an INR settlement, an intermediary bank conversion or a payment-provider transaction either qualifies or fails without reviewing the circular and the creator’s records. See the GST Council circular listing.

Does YouTube AdSense revenue count toward the GST registration threshold?

It may need to be considered when assessing aggregate turnover, but the result and any registration obligation depend on the creator’s full facts and current rules. The CBIC FAQ gives general service-provider guidance of a ₹20 lakh aggregate-turnover threshold, or ₹10 lakh in specified special-category states. It also says registration is needed to claim refunds in response to an export-only FAQ question, because exports are zero-rated. These are general FAQ statements, not a personalized conclusion for every creator; check current law and state-specific rules, the creator’s supply mix, and whether a refund claim is involved. See the CBIC Frequently Asked Questions.

Do not read the threshold as an automatic exemption for every creator below it, or as proof that every creator above it owes the same tax. Registration exceptions, the character and location of supplies, and the purpose of seeking registration or an export refund can matter. The available facts here do not establish a particular creator’s registration position or whether a specific AdSense receipt is an export.

Do not treat every creator receipt as AdSense income

Different income streams can involve different recipients, services, consideration and place-of-supply questions. The ICAI Eastern India Regional Council’s educational creator case study identifies these categories and issues; it is useful context, not a binding ruling. Use it to separate receipts rather than applying one conclusion to all channel income. ICAI EIRC study guide.

Receipt type Questions to examine What not to assume
YouTube/AdSense monetization Which agreement and contracting entity apply? Who receives the service? What do finalized earnings, deductions and remittance records show? That a foreign-platform payout automatically meets every export condition.
Sponsorship or promotion Who contracted for the promotion, where is that recipient located, and what service was promised? Separate Indian and foreign sponsorship records. That a sponsorship follows the tax treatment of AdSense just because it appears on the same channel.
Affiliate commission Identify the parties, service characterization, payment route and whether the arrangement raises an intermediary-treatment question. That every affiliate arrangement is automatically an export or is taxed identically to advertising income.
Free products or services for promotion Record the arrangement and assess whether non-cash consideration and its valuation are relevant. That no GST question can arise because no cash changed hands.
Merchandise or digital products Identify the product, customer, transaction and applicable supply and place-of-supply rules; track these separately from platform earnings. That selling products is simply another form of AdSense revenue.

Records to gather before deciding how to report income

  1. Reconcile YouTube’s figures. Save the AdSense for YouTube Transactions page, finalized earnings and deductions, and the relevant period’s statements. Treat Analytics estimates as estimates. YouTube payment guidance.
  2. Read the applicable agreement. Keep the YouTube agreement and verify its contracting-entity details instead of inferring them from the brand or payment descriptor. YouTube says it does not require invoices generally, but if invoicing is mandatory in the creator’s country, the creator should use the contracting-entity details and submit tax information to the relevant entity. See YouTube’s account type FAQ.
  3. Preserve payment evidence. Keep bank, remittance or payment-provider records that show how funds arrived and any currency conversion evidence relevant to the export condition.
  4. Separate other receipts. Maintain distinct records for sponsorships, affiliate commissions, barter or free products, merchandise and digital products.
  5. Review turnover and registration context. Compile aggregate turnover, state details, existing GST registration and returns, and whether an export refund is being considered.

Does the livestream setup change the GST analysis?

The tool used to keep a stream running does not replace the need to assess the creator’s receipts, contract and payment records. For creators who use a cloud service to keep uploaded recordings live on YouTube, StreamNeo is one such service: it loops uploaded videos from the cloud and does not require a computer to stay on. It streams to YouTube only; using it does not, by itself, determine how AdSense or other creator income should be treated for GST. Try StreamNeo’s first free day.
