A browser error alone does not prove that someone blocked the site. Compare the same address in another browser and, where permitted, on another device or network before changing security settings.
Start with the error and the scope of the problem
Note the exact message and check whether the problem affects one site or many. Chrome lists causes including name-resolution failures, a lost connection, timeouts, network changes, security software, VPN problems, and a site refusing the connection. For example, Google Chrome Help says ERR_CONNECTION_RESET can mean “Something interrupted your connection to the page, like an unstable internet connection, an outdated browser, a VPN issue, or security software that blocks the page.” That message is a clue, not a diagnosis.
- One URL fails: check its spelling, try the site’s home page, and record the exact error. A site may refuse a connection, or its address may fail to resolve.
- Many sites fail in one browser: compare with another browser. If that works, focus on the affected browser’s extensions and site data.
- Many sites fail in every browser on one device: check the device’s connection and settings.
- Several devices on the same Wi-Fi fail: investigate the network, router, or internet service rather than changing each device.
- A sign-in page or policy notice appears: complete the network’s official sign-in or ask the school or workplace administrator about access.
Mozilla’s cross-browser connection guidance also recommends comparisons that help separate browser, device, and network causes.
Try safe browser and connection checks
1. Verify the address and reload
Check for a typo, an incorrect domain ending, or an extra character. Try the site’s main page as well as the specific page, then reload. If only a particular page fails, the address, page, or account access may be the issue rather than a general block.

2. Compare browsers and review extensions
Open the same address in another installed browser. If it works there, temporarily disable extensions in the affected browser—especially extensions that filter traffic or modify pages—and test again. Change one thing at a time so you can identify the cause. Restore extensions you trust after testing; do not leave protective tools disabled without a reason.
3. Clear site data only when the comparison points to it
If one browser fails while another works, try removing stored data for the affected site using that browser’s site-data controls, then reload and sign in again if needed. This can resolve stale or damaged site data, but it may sign you out or remove saved site preferences. Google’s Chrome connection and loading-error guidance covers browser troubleshooting. Avoid clearing all browser data as a first step when a site-specific check is enough.

4. Check the device’s connection and clock
Confirm that the device is connected to the expected network and that other sites load. If a secure-site or certificate warning appears, do not proceed to enter passwords or payment details. Check that the device’s date, time, and time zone are correct; an incorrect clock can interfere with certificate validation. If the warning persists, contact the site or the administrator of a managed network rather than bypassing it. Mozilla’s troubleshooting guidance discusses connection checks and certificate-related issues.
Get through a hotel, café, or other Wi-Fi sign-in
Public and shared Wi-Fi may require you to accept terms or sign in through a captive portal before ordinary browsing works. Confirm that you joined the venue’s official network, then open a browser and complete the displayed sign-in step. Mozilla explains captive portal detection and what to do when a portal is involved.

- Join the network name provided by the venue; avoid guessing among similarly named networks.
- Open a browser and follow the venue’s sign-in or acceptable-use instructions.
- If the sign-in page does not appear, temporarily disconnect a VPN or proxy and try again. Mozilla advises reconnecting it afterward if appropriate.
- If no portal loads or access still fails, ask the venue’s staff for the correct network or sign-in process.
Disconnecting a VPN or proxy here is a temporary diagnostic step to reach the portal, not a general method for defeating a network restriction.
Handle work and school restrictions through the approved route
A policy notice or a block that occurs only on a managed school or workplace network may be intentional. Chrome Enterprise and Education lets administrators configure URL allow and block lists, so an end user may not be able to change the rule. Use the organization’s support channel to request access or an approved exception. Google’s managed Chrome website access guidance describes administrator-controlled settings.

Do not try to evade a centrally managed rule. If the site is needed for work or study, provide the administrator with the URL, the exact message, the device and network involved, and the reason access is required. If you see an account-specific denial instead of a network policy notice, use the site’s own account-support process; Microsoft’s guidance for the “Let’s help you move forward” error is one example of an account-related sign-in issue.
