Windows 11 can read text aloud offline with Narrator, provided you download the voice you plan to use before disconnecting. Narrator is built into Windows and reads content on screen, including text in documents and apps; it is a screen reader rather than a dedicated box for pasting text or creating audio files.
Set up an offline Narrator voice while you’re online

Open Narrator settings with Windows+Ctrl+N.

In the voice settings, add a natural voice, choose the one you want, and install it. The voice downloads during setup and may take a few minutes, depending on your connection. See Microsoft’s complete guide to Narrator.

While still online, select the installed voice and test it by reading a sample page. This check helps confirm the voice is ready before you disconnect.

After installation, disconnect from the internet and press Windows+Ctrl+Enter to turn Narrator on or off. Open the text you want to hear in a document or app, then use Narrator’s reading and navigation commands to move through it.

Microsoft states that downloaded Natural Narrator voices perform text-to-speech on the device and do not require an internet connection. The offline capability applies after the voice has been installed; downloading it is an online setup step.
Choose a voice, language, and speaking speed
Narrator settings let you choose a voice and adjust its speed, pitch, and volume. Available voices vary by language and Windows release. Microsoft’s current Narrator voice appendix lists options for languages including US and UK English, Chinese, Spanish, Japanese, French, Portuguese, German, and Korean. For example, it lists Guy, Jenny, and Aria for US English; Ryan and Sonia for UK English; and Conrad and Katja for German. Check the live appendix for current availability rather than relying on a fixed list.

To add support for another language, use Windows language settings and select the text-to-speech feature when installing that language pack. The package must be downloaded first, so complete this step while online. Microsoft describes language and speech options in its Windows language and speech settings guide.

Microsoft documents Read Aloud in Immersive Reader and language or voice downloads for related learning and Office products, but that does not guarantee that every app-specific reading feature works offline. If offline use is essential, Narrator with a downloaded voice is the documented route; test any app-specific workflow separately.

Fix voice installation problems before disconnecting

Voice download or setup fails: Check that the PC can connect to the internet and that Microsoft Store downloads work. Microsoft’s Narrator troubleshooting guidance notes that setup can fail if the device cannot reach the Store catalog.

This is a work-managed PC: Store access may be restricted by your organization. Ask the administrator whether they can deploy the required package. For an air-gapped or newly reset PC, arrange an approved way to install the voice before relying on it offline.

The voice option is missing: Microsoft says Natural Narrator voices are available in Windows 11 version 22H2 and later. Check your Windows version; names and settings paths may also differ by Windows release or display language. See Microsoft’s version and troubleshooting information.

You hear no audio: Check Narrator’s selected voice, volume, and audio output. Headphones are optional. Microsoft notes that headphones can prevent Narrator audio from being picked up by the Voice Access microphone; speakers or another output can also be used. See Microsoft’s Voice Access guide.
When Narrator may not be the right fit
If you want to paste a passage into a simple text box, play it, or save it as an audio file, the cited Windows documentation does not establish a built-in offline workflow for that specific use. Narrator is designed to read and navigate screen content. You may need a separate tool, and should verify its offline operation, supported file formats, and licensing for the exact version you plan to use.
Narrator can also work with SAPI 5-based speech synthesizers. Microsoft’s documentation names third-party examples but says those listings are informational, not endorsements, and that Microsoft cannot support their installation or use. Check the vendor’s own documentation and test the intended Windows version before depending on an additional voice. Do not confuse Voice Access with text-to-speech: Microsoft describes Voice Access as on-device speech recognition and voice control, while Narrator provides spoken reading.
