First decide what people should receive: an interactive PDF they can fill in, or a Word document they can edit. For a fillable PDF, use Adobe Acrobat’s All tools > Prepare a form workflow to convert an existing file or scan, review the detected fields, add or fix fields, preview, and save. For a Word form, add content controls—such as text fields, checkboxes, dates, and dropdowns—and test the document before sharing it. These are different outputs, and the right workflow depends on whether recipients should fill a fixed-layout form or edit a document.
Choose the form format before changing the design
A design template provides the visual layout; it is not necessarily an interactive form. A blank line, box, or label in a design does not by itself create a field that someone can click or type into. Choose the output format first, then use software that can add the corresponding interactive controls.

Do not assume that exporting a design as a PDF automatically makes its blank areas fillable. The fields must be created in a form-authoring tool. Likewise, a Word document with empty lines is not the same as a Word form with content controls.
Turn an existing design into a fillable PDF in Acrobat
Adobe’s documented process starts from an existing digital document or a scan. Supported inputs described in its help include Word files and paper forms. Finish the visual design first, then use Acrobat to create and inspect the interactive fields. Adobe’s conversion guidance is dated September 23, 2025; its general PDF forms guidance is dated February 26, 2026. Labels and availability can vary as Acrobat changes.

- Prepare the source file. Finish the layout in the application used to create it and save or export a usable file. If the starting point is paper, scan it so Acrobat can use the scan as the form source.
- Open the form-preparation tool. In Acrobat, choose All tools > Prepare a form.
- Select the source. Choose an existing file or scan. If signers need to sign, select the signatures option where available.
- Create the form. Select Create form. Acrobat identifies static areas that may be fields and turns them into fillable fields.
- Inspect every detected field. Check whether the field is in the right place and has the right size. Delete, resize, or rearrange incorrect fields. Add missing text fields or other form components from the Prepare a form pane.
- Preview and save. Preview the finished form as a recipient would see it, then save it.
Review field detection rather than trusting it blindly
Automatic recognition is a starting point, not a guarantee that every blank area has been interpreted correctly. A line intended for a long address, for example, may need a wider field; an area that should not accept an answer may be misidentified. Compare each field with the design, check that labels and response areas align, and make manual corrections before distributing the PDF.
Keep the layout readable while making room for answers
Before creating fields, make sure the design leaves enough space for the answers people will actually enter. A compact visual box may not accommodate a full name, address, or explanation. If a field is too small or overlaps a label, revise it in the form-preparation step or adjust the source design and start again. The cited Adobe guidance supports field review and adjustment; it does not establish a universal ideal field size.
Create an editable Word form with content controls
Word is the better path when the required deliverable is a Word document with interactive response areas. Microsoft’s documented authoring steps use the Developer tab and content controls. The form-authoring guidance covers Word Microsoft 365 and several desktop releases; Microsoft says fillable-form creation is not available in Word for the web. Its template instructions apply to Word for Windows desktop, and steps can differ on Mac or web.
- Open the document or template in desktop Word. Use the design-derived document as a starting point, or start from a form template.
- Show the Developer tab if it is hidden. Use Word’s ribbon customization settings to enable Developer. The exact settings path may differ by Word release and platform.
- Place the cursor at a response point. Select the location where the recipient should enter an answer.
- Insert the appropriate content control. Choose a plain-text or rich-text control for written answers, a checkbox for a yes/no or selection item, a date picker for dates, or a dropdown for a fixed set of choices.
- Configure the control. Open its properties and set the answer format or dropdown choices as needed. Use a consistent control type for each kind of response.
- Protect the layout if needed. Apply Restrict Editing or Protect Form when recipients should fill the controls without freely changing the rest of the document.
- Test a separate copy. Reopen a protected copy, enter sample responses, and save it as a separate file. Verify that the controls work and that the surrounding layout remains usable.
Save a reusable Word template
If the form will be reused to make new documents, Word can save it as .dotx, .dot, or .dotm. The .dotm format supports macros. Word templates can contain configurable content controls for text, pictures, dropdowns, dates, and checkboxes. Choose the format that matches your needs; do not use a macro-enabled template unless macros are required.

Saving as a template helps reuse the structure, but it does not replace testing. Test the controls in the environment recipients will use, particularly if they will open the document in a different Word edition or on a different platform.
Use Canva for the visual design, not as a substitute for form fields
Canva’s documented template workflow lets you search template categories, preview a design, and choose Customize this template to edit it. That makes Canva a possible design stage for the form’s appearance. The cited Canva help does not document adding interactive fillable form fields to the design or exporting a fillable PDF. If the final deliverable must be a fillable PDF, prepare the visual layout and then use an application with documented PDF form-field tools, such as Acrobat.
Test the finished form before sending it out
Make a test copy and complete it as a recipient would. This catches problems that are easy to miss while authoring.
- Can you click or tab into every intended field?
- Are fields aligned with the right labels, and are there any accidental fields?
- Can someone enter the expected answer without text clipping or covering nearby content?
- Do checkboxes, dates, and dropdowns behave as intended?
- If editing is restricted, can recipients still complete the intended fields?
- Can you save the completed copy and reopen it with the responses intact?
Adobe’s instructions include previewing the PDF form; Microsoft’s workflow recommends protecting the form when appropriate. A test completion in a separate copy is a practical way to confirm the experience before distribution.

Troubleshooting common conversion problems
Acrobat creates no field or misses a blank area
Field recognition may not identify every intended response area. In Prepare a form, add the missing field manually and place it over the correct area. Review the rest of the page rather than assuming one missed field is the only one.
A PDF field is misplaced or the wrong size
Select the field in the form-preparation view, then resize, move, or delete it. Recheck its alignment against the printed label and preview the result.
The PDF looks right but cannot be filled in
A visually blank PDF is not automatically interactive. Reopen it in Acrobat’s All tools > Prepare a form workflow, create or add the form fields, and save the form after reviewing it.
The Developer tab is missing in Word
Enable the Developer tab in Word’s ribbon customization settings. Microsoft’s instructions can differ by platform; its template guidance is for Windows desktop, and Word for the web does not support authoring fillable forms.

Recipients can change the whole Word layout
Consider using Restrict Editing or Protect Form so recipients can complete controls without changing the surrounding document. Then test a protected copy to ensure the intended controls remain usable.
Canva’s design is not fillable after export
The cited Canva template instructions cover visual customization, not interactive form-field authoring. Use Canva for the design if it suits the workflow, then add fields in software that documents fillable PDF form creation.
