The code usually identifies what happened: Error 1015 is a rate-limit block; Error 1020 is a firewall-rule denial; and several other codes indicate an IP, geographic, browser-signature, or DNS/origin issue. Some fixes are available to you; many require the website owner to change a security rule. Repeatedly refreshing, changing networks, or reinstalling your browser is not a reliable general fix.
Start by identifying the exact block
Do not treat every Cloudflare error page as the same problem. Read the entire page and note both the error code in its content and the HTTP status, if available. Cloudflare 1xxx codes appear in the HTML body; HTTP statuses such as 403 and 429 describe the response at the protocol level. A 403 can result from different controls, including a firewall or IP/country restriction, while a rate-limit block is associated with 429. The status alone does not identify the rule that denied access.
- Copy the numeric Cloudflare error code and the complete message.
- Record the HTTP status if your browser or diagnostic tool exposes it.
- Copy the Ray ID shown on the error page, if present.
- Save the exact URL you requested and the time of the block, including your time zone. The owner may search using a UTC timestamp.
- Note your network context: home, office, mobile connection, or VPN. Do not change it before recording this information.
- Take a screenshot of the full error page.
This evidence helps the site owner correlate your request with Cloudflare Security Events. A screenshot that omits the code or Ray ID may not be enough to identify the matching event.
What the common Cloudflare errors mean

Cloudflare describes Error 1020 as access denied by a Cloudflare firewall rule. That points to a rule decision, not necessarily a broken browser. Conversely, Error 1000 points toward DNS/origin configuration rather than a visitor being personally blocked.

What to do as a visitor
For Error 1015, stop making requests
Error 1015 is a rate-limit block. Wait rather than repeatedly refreshing, reloading in multiple tabs, or retrying through an automated script. Cloudflare warns that repeated attempts within a short period may extend the block. If access does not return after waiting, send the site owner the error code, screenshot, Ray ID, URL, timestamp, and network context.
For Error 1020, preserve the details and contact the site
Error 1020 means a firewall rule denied the request. The visitor generally cannot see or edit the site’s rule. Use the site’s official support or contact channel and include the screenshot and Ray ID. Add the time and URL so the owner can locate the corresponding event. Do not omit the Ray ID when one is shown; it is a useful correlation detail.

For IP, country, or browser-signature blocks, ask the owner
Errors 1006, 1007, 1008, and 1106 indicate IP bans; 1009 indicates a country or region restriction; and 1010 indicates a browser-signature ban. These are controls set by the website owner. Tell the owner what network you were using and whether you were connected through a VPN, office network, or mobile service. The owner can decide whether the request is legitimate and whether to allow the relevant IP or geography or adjust the browser-signature condition.
Do not assume a network or browser change is the answer
A VPN, a different cable or connection, or a browser reinstall is not Cloudflare’s documented general remedy for these owner-controlled blocks. Switching networks can change the IP address or other request signals, but it does not fix a mistaken site rule or guarantee access. If you test a different network for diagnosis, keep the original error details and report which connection produced each result. Avoid trying to evade a site’s access controls.

What the website owner should check
Error 1020: locate the matching security event
- Obtain the visitor’s screenshot, Ray ID, client IP if available, requested URL, and timestamp.
- In Cloudflare, open Security > Analytics > Events and search by Ray ID or client IP.
- Account for the timestamp: the visitor may provide local time, while the event search uses UTC.
- Review the matched rule and determine whether it correctly blocked the request. Update the rule or allow the IP only when justified.
Cloudflare’s explanation for Error 1020 is a firewall-rule denial. The Ray ID and time help distinguish the event from unrelated traffic; allowing an IP without reviewing the matched rule can conceal the actual cause.
Error 1015: review the threshold and counting period
Inspect the rate-limit rule’s threshold and counting period, then compare them with the legitimate request pattern. Cloudflare gives an example in which increasing a rule’s period from one second to ten seconds can address unintended blocks caused by a short window. That is an example, not a universal setting: choose values suited to the site’s traffic and protection needs. Avoid telling the visitor to keep retrying while you investigate.

IP, country, and browser-signature errors
- 1006/1007/1008/1106: Review IP-ban controls and allow the client’s IP if the request is legitimate.
- 1009: Review IP Access rules for the country or region restriction and allow the address or geography only when justified.
- 1010: Review Browser Integrity Check and browser-signature conditions to see why the request matched.
These codes describe different controls, so changing a rate limit or DNS record is unlikely to address an IP or browser-signature ban. Cloudflare Support cannot override another customer’s security settings; the website owner is the party able to investigate its configuration.
Error 1000: inspect DNS and origin routing
Check for a prohibited Cloudflare IP in DNS, a reverse-proxy loop, malformed forwarding headers, or a missing SaaS custom hostname configuration. The appropriate correction depends on the site’s architecture. This is an owner or operator task, not something a visitor can resolve by changing browser settings.

How to report the block effectively
Use the site’s official support route and send a compact, factual report. Include the exact code and message, screenshot, Ray ID, requested URL, timestamp and time zone, HTTP status if known, and whether you were on a home, office, mobile, or VPN connection. Say whether the error happens on one URL or across the whole site, but do not keep testing rapidly to gather more examples. If you tried another network, describe that separately rather than replacing the original report.
For a site owner, reply with whether you found a matching event and whether the rule was expected. If support cannot locate the request, confirm the timestamp conversion and Ray ID spelling before changing unrelated settings.

Why Cloudflare Support may not be able to remove the block
For owner-configured IP and browser-signature blocks, Cloudflare Support cannot override a customer’s security settings. The same practical boundary applies to site firewall and geographic decisions: the website owner must inspect and change its own rules when a legitimate request was blocked. Visitors should contact the site; owners should investigate the relevant event or configuration.
