They describe different conditions and need different fixes. In particular, a request error such as NETWORK_ERROR is not, by itself, evidence that your phone is rooted or compromised.
Use the exact result or error to choose a path below. Start with Play Protect certification and any Google Play remediation prompt; investigate system software or bootloader state only when the result points there.
Identify what the failure is reporting
Check the app message or diagnostic log for the exact field, verdict, error code, or patch component. A blank device verdict, an API error, an app-recognition verdict, and an outdated patch level are not interchangeable.

Check Play Protect certification and available remediation
- Open the Google Play Store.
- Tap your profile picture, then open Settings > About.
- Read the status under Play Protect certification.
- If the device fails Play integrity checks and Google Play offers Fix device issue, open it and follow the prompts shown for that device.
Google says this built-in remediation can present prompts that may fix the issue. It is a useful first step, not a guarantee that every failure will be resolved.

If the result is a device integrity verdict
Play Integrity labels represent different thresholds. Do not treat MEETS_DEVICE_INTEGRITY, MEETS_BASIC_INTEGRITY, and MEETS_STRONG_INTEGRITY as synonyms.

If a test device fails device integrity, Google advises checking that it has the factory ROM installed and that its bootloader is locked. Restoring factory software or changing bootloader state is device-specific; follow the manufacturer’s instructions. A factory reset can erase local data, so back up important files first. A reset is not a guaranteed fix for every device or verdict.

If the Play Integrity API request failed
Use the returned code rather than assuming a device failure. Google documents several causes, including network problems, unavailable Play components, app installation or UID mismatches, quota throttling, and initialization problems.
NETWORK_ERROR: The connection between the device and Google Play systems failed. Check that the device can connect, then retry.API_NOT_AVAILABLE: The installed Play Store may be too old, or the API may not be enabled in the developer’s Play Console configuration. If you are a user, updating Google Play may help; app developers should also verify their Play Console setup.- Missing Play Store or Play services: Check whether the required Google Play components are present and available on the device.
- Installation or UID mismatch: The app identity or installation context does not match what the request expects. This generally requires investigation by the app developer.
- Quota or initialization error: The app may be throttled or the API may not have initialized successfully. The app developer should address the documented cause rather than repeatedly forcing requests.
Retry only when the failure may be temporary
For background operations, Google recommends exponential backoff: wait five seconds before the first retry, then increase the delay (the documented example uses 10 and 20 seconds). Check connectivity and avoid overloading the device while retrying. After three retry attempts, continue to treat the client outcome as failed integrity checks; do not interpret it as a valid positive verdict. If the condition is persistent and not retryable, address its cause—for example, update Play Store when that is the issue—before manually retrying.

If you are a developer diagnosing a verdict
The Play Store can generate a device check to help distinguish a device verdict from an app’s own request handling. This is a diagnostic check, not a substitute for examining the app’s actual error or configuration.
- In the Play Store, open Settings > About.
- Tap the Play Store version row seven times to enable developer options.
- Open Settings > General > Developer options > Play Integrity > Check integrity.
- Review the generated default and optional verdicts. An app receives optional verdicts only if they are configured in Play Console.
If the failure is about security patch state
Determine which component and Android release the check covers before deciding that the whole device is out of date. Android security updates may arrive through system over-the-air updates and Google Play system update channels. System, modular components, and the kernel can have different update schedules, so one OS patch string does not necessarily describe every component.

Check system updates and Google Play system updates on the affected device, then compare the specific component and release expected by the app or check. If a component level is reported as unavailable, that is not automatically proof that the device is compromised; support for the component and Android version matters.

- If Play Protect says the device is certified but an app reports a request error, give the app developer the exact API code and the Android and Play Store context rather than resetting the phone.
- If a device verdict fails after the built-in remediation and the phone has modified or non-factory software, ask the manufacturer for the supported restoration procedure before changing bootloader state.
- If a patch-state result is unclear, ask the app or check provider which component and Android release it evaluates; a single general patch date may not answer that question.
These steps follow documented Google and Android behavior; they cannot diagnose an individual device or guarantee that any one fix will resolve its failure.
