You can track scroll depth without setting analytics cookies by using a built-in scroll report, a tag-manager trigger, or custom events that fire at chosen page-depth thresholds. But “cookie-free” does not automatically mean consent-free: the legal requirements depend on your jurisdiction, identifiers, data, and how you use it.
Choose a way to measure scroll depth
Start with the simplest method that answers your question. A small number of thresholds—such as whether readers reach a key section or call to action—is usually easier to interpret than an event for every scroll movement.
Use built-in scroll reporting
Plausible says its analytics tracks scroll depth as a page percentage by default, from 1% through 100%. You can also configure scroll-depth goals for selected page paths and thresholds. Its reports show unique visitors and conversion rate for these goals, rather than treating every threshold crossing as a separate total event. See Plausible’s scroll-depth documentation.
Set a tag-manager trigger
Matomo Tag Manager provides a scroll-reach trigger that can fire an event when a visitor reaches a selected vertical-scroll percentage. This suits a setup where you want to define thresholds and send events into analytics without writing the threshold logic yourself. Send custom threshold events
If you control the site code, calculate the visitor’s scroll percentage and send an analytics event when a chosen threshold is reached. Matomo’s example sends an event at 25%; you can use separate events for other meaningful milestones. Decide which thresholds answer a real content question before implementing them, and avoid firing a new event on every scroll update unless your analytics platform is designed for continuous measurement.
Use a heatmap
Matomo’s Heatmaps and Session Recording plugin can show how far visitors scroll on configured pages. A heatmap can help you see where visitors stop in relation to page content, while threshold events or goals are more suitable when you want comparable metrics across pages. Understand what “without cookies” does—and does not—mean
Not setting cookies and not tracking before consent are different choices. In Matomo, requireCookieConsent allows tracking requests to be sent while cookies are withheld. By contrast, requireConsent prevents both tracking requests and cookies until tracking consent is given. Matomo documents this distinction in its JavaScript tracking guide.
Removing cookies does not, by itself, establish that analytics is exempt from consent requirements. Matomo cautions that rules vary and that, in strict ePrivacy jurisdictions, JavaScript tracking may be treated like cookie-based tracking. Possible exemptions may depend on avoiding personal data and unique identifiers and limiting use to analytics rather than marketing or advertising. Matomo’s consent guidance explains these considerations, but it does not determine whether a specific site is compliant.

Matomo also recommends reviewing privacy-related configuration, including IP and referrer anonymization; keeping personal data out of URLs, page titles, and custom events; avoiding User ID features; limiting data use to analytics; and offering an opt-out. Some privacy-focused settings can make reports that rely on unique-visitor data less accurate. These are configuration considerations, not a legal determination. See Matomo’s privacy guidance.
If you use Google Analytics, Google says the standard website implementation stores a client ID in a first-party _ga cookie. Its documentation says that the client ID is not stored when analytics storage is deactivated through Consent Mode. That describes identifier behavior; it does not establish whether a particular implementation meets local requirements. See Google’s Consent Mode documentation.

Interpret the numbers in context
Scroll depth measures how far down a page a visitor went, not whether they read or understood what was there. Plausible recommends considering time on page alongside scroll depth: high scrolling with very little time may indicate skimming, while longer time and low scrolling may mean a reader spent time near the top. Its guidance is in the scroll-depth documentation.
Plausible gives 50–70% as a reasonable baseline for blog posts and long-form content. That is vendor guidance, not a universal benchmark or an independently verified industry standard. The same documentation notes that landing pages often run lower and documentation pages vary widely. Compare pages with similar purposes rather than judging every page against one target; see Plausible’s benchmark guidance.

Compare like with like by device and content type. A mobile visitor at 70% may have seen less content than a desktop visitor at the same percentage, and page length or layout can change what a given percentage means. Break out results by device and category before drawing conclusions.
Pick the implementation that fits your question
- Choose built-in reporting when you want percentage-based scroll goals with minimal custom implementation.
- Choose a tag-manager trigger when you need configurable threshold events and already manage site tags through a tag manager.
- Choose custom events when you need thresholds or event labels tailored to your site and can maintain the code.
- Choose a heatmap when you need a visual view of scrolling on selected pages, rather than only aggregated threshold figures.
Whichever route you choose, document the event or goal meaning, use a small set of useful thresholds, and assess privacy and consent based on your actual implementation and jurisdiction.
