Before launching a customer service chatbot, test it against realistic customer questions with explicit expected answers or actions, then probe its security, privacy, accessibility, integrations, and behavior when something goes wrong. Combine controlled checks, red-team testing, and trials with intended users; fix failures and rerun affected tests against the configuration and knowledge sources you plan to deploy.

What a pre-launch chatbot test should prove

A chatbot is ready only when it can handle the tasks it is meant to handle, recognize its limits, and take a safe next step when it cannot help. Test more than whether an answer sounds plausible: check that it is accurate, supported by approved information, appropriate for the customer, and consistent with the action the business expects.

Use three complementary views. NIST’s ARIA Evaluation Planning Manual describes holistic evaluation as combining model testing, red teaming, and user testing. Model tests check defined cases, red teaming probes for weaknesses, and user testing reveals where real people struggle to complete tasks. 1. Define the bot’s scope and boundaries

Write down the customer tasks the bot is supposed to handle, the information and actions it is allowed to use, and the cases it must decline or route to a person. For each high-volume or high-impact task, specify the correct answer or action and the handoff path. These definitions become the standard against which test results are judged.

  • Handoff required: Which requests need a human, authentication, or a specialist?
  • Out of scope: What should the bot refuse or route elsewhere rather than guess about?
  • Failure path: What should happen if a required system or information source is unavailable?

2. Build a test set with expected outcomes

Start with customer questions the business is permitted to use, organized by intent and expected outcome. Include routine requests as well as wording that differs from the ideal phrasing. For each case, record the expected answer, action, or handoff, so reviewers can assess the result consistently rather than relying on whether it merely sounds convincing.

Include meaningful variations

  • Common wording and paraphrases for the same intent.
  • Misspellings, short messages, ambiguous requests, and multi-part questions.
  • Requests outside the bot’s scope, including ones that should lead to a human.
  • Cases where approved information is missing, contradictory, or insufficient to answer.

NIST’s NCCoE chatbot evaluation used about 100 manually selected questions with ground-truth answers in a particular small study. The report notes that LLM-generated question-and-answer pairs often lacked enough specificity. That example is not a universal minimum sample size; the practical lesson is to review test cases for relevance and define a clear expected outcome for each. 3. Check answer quality and knowledge behavior

Run the test set against the chatbot’s actual approved knowledge sources and deployed configuration, not just a prompt or model in isolation. Review whether each answer is correct, grounded in an appropriate source, complete enough for the customer’s task, and consistent when the same intent is expressed in different ways.

  • Ask questions whose answers are present in the knowledge base and confirm the bot uses the relevant information.
  • Ask about missing or unsupported information and check that the bot acknowledges uncertainty and offers a useful next step instead of inventing an answer.
  • Where sources could conflict, confirm the bot does not silently combine incompatible claims.
  • For retrieval-augmented generation (RAG), test retrieval failures as well as answer generation: a plausible response can still be wrong if the system retrieved the wrong material.

NIST IR 8579 discusses a RAG chatbot and risks including hallucinations, data exposure, prompt injection, and unauthorized access. Its findings describe that prototype at a point in time; they should not be treated as results for every RAG implementation. NIST IR 8579: Developing the NCCoE Chatbot

4. Test security, privacy, and failure behavior

Try inputs designed to make the bot ignore its intended rules, reveal restricted information, or take an action the customer is not authorized to request. Check that access controls hold across accounts and that internal data or another customer’s information cannot be retrieved. Also test unsupported questions for confident fabrication and examine how the bot behaves when a retrieval source, API, or downstream service is unavailable.

For every security or failure case, define the safe expected result in advance: for example, refuse disclosure, request the required authentication, explain that an action could not be completed, or route the customer to an appropriate support path. NIST’s report describes access controls and validation filters among mitigations used in its prototype; that is a case study, not proof that any particular control makes another system secure. 5. Exercise integrations and handoffs end to end

If the chatbot connects to customer accounts, orders, cases, ticketing, or human agents, test the complete customer journey through the deployed integrations. A successful response should reflect what the downstream system actually did, not what the bot intended to do.

  • Check successful account lookups and actions using appropriate test accounts.
  • Test failed, delayed, duplicate, and interrupted requests; confirm the bot does not claim an action succeeded when it did not.
  • Verify that a handoff reaches the right queue or agent and carries enough conversation context for the customer not to start over.
  • Confirm that authentication requirements and access restrictions remain in force through handoff and connected services.

These are practical checks for customer-service deployments, not claims about the performance of any commercial platform. Record the observed result and the relevant system response for each integration case.

6. Test accessibility and usability with intended users

Have people representative of the intended users try realistic tasks, and observe where they hesitate, misunderstand the bot, or cannot reach a useful outcome. Include people with disabilities and assistive technology when applicable. Test keyboard use, focus order, screen-reader announcements, understandable error messages, and the ability to reach a human.

MITRE’s Chatbot Accessibility Playbook recommends testing functionality, performance, security, usability, and accessibility, and calls for diverse target users. Automated accessibility checks can help find issues, but they do not replace manual evaluation. For applicable US federal information and communication technology, Section508.gov points to WCAG 2.0 Level A and AA criteria under the Revised Section 508 Standards. That federal context should not be read as a universal legal requirement for every organization or location; legal applicability depends on the deployment and jurisdiction. 7. Record findings and set a release gate

Before evaluating results, decide what counts as acceptable for the bot’s intended use and risk. Do not adopt a universal pass percentage: the cited sources do not establish one, and a single aggregate score can conceal a serious security, access, or customer-impact failure.

Keep a test register so failures can be assigned and rerun. A useful record includes:

  • Test case ID, customer intent, and input variation.
  • Expected answer, action, refusal, or handoff.
  • Actual result and evidence, such as the relevant conversation or system response.
  • Severity, owner, fix, and retest result.

Set the release decision around the importance of the failed behavior, not just the number of passing cases. A wrong low-impact wording choice and an unauthorized disclosure are not equivalent failures. Resolve serious issues before release, then rerun affected tests after changing prompts, models, integrations, or knowledge sources. How to judge evaluation coverage

If an organization uses an outside assessment or separate evaluation method, compare its coverage rather than treating one label or score as a complete launch decision. GOV.UK’s listing for FairNow describes a bias and robustness evaluation and explicitly says that its method is not designed to test safety or security.
