Chrome can capture a government webpage from top to bottom as one image, including content below the visible screen. Open the page, use DevTools’ Device Mode menu, and select Capture a full size screenshot. Check the downloaded image afterward: delayed or interactive content may not appear as you expect.
Capture the entire page in Chrome
- Open the government webpage you want to capture in desktop Chrome.
- Open DevTools with Ctrl+Shift+I on Windows or Linux, or Command+Option+I on Mac.
- Turn on Device Mode by clicking the phone-and-tablet icon in DevTools. You can also use Ctrl+Shift+M on Windows or Linux, or Command+Shift+M on Mac.
- Open the Device Mode More options menu and select Capture a full size screenshot.
- Open the downloaded image and check that the content you need is present and legible.
Chrome’s Device Mode documentation describes this command as capturing the whole page, including content outside the viewport. It is a browser feature, not a special government-site mode.
Check what the screenshot includes
The capture shows the page as Chrome rendered it at that moment. Government pages may include content that loads late, embedded material, or controls that reveal information only after interaction. If a section or alternate state matters, wait for it to load or display it first, then capture and inspect the result. Capture separate images for materially different states rather than assuming one image records every interaction.
Capture one page element instead
If you need a specific section rather than the whole webpage, select that element in DevTools’ Elements panel, then use Capture node screenshot. Chrome’s DevTools 89 article documents node screenshots, including content below the fold within the selected node: What’s New In DevTools (Chrome 89). This command captures the selected element, not the entire page.

Choose PDF or a saved webpage when an image is not right
Print to PDF
For a printable, text-oriented copy, open Chrome’s Print dialog with Ctrl+P on Windows or Linux, or Command+P on Mac, then choose an available PDF destination. See Chrome Help: Print from Chrome. A PDF is a document-style output; it may not preserve the page’s exact on-screen appearance or interactive elements.
Save the webpage
Chrome also offers More > More tools > Save page as. This saves a webpage rather than producing a full-page screenshot image. The steps are in Chrome Help: Download a file.

When a screenshot is not an official record
A screenshot is a visual copy of what Chrome displayed; by itself, it does not establish that the image is an official agency record, preserve all interactions or underlying data, or meet a records-retention requirement. For legal, administrative, or archival use, check the agency’s own records instructions and use its official downloadable document or preservation process if one is provided. The National Archives and Records Administration discusses screenshot limitations in the specific context of social-media records in its Best Practices for Social Media Capture; that guidance should not be treated as a universal rule for every government webpage.
