Submit a government invoice through the channel named in your contract or the customer agency’s instructions—not whichever portal you happen to find first. Confirm the correct supplier account and purchase order, complete the portal’s required fields, attach requested backup, submit once, and keep the confirmation so you can track the invoice in that same system.
Start with the agency or contract—not a generic portal search
There is no single government invoice portal or universal checklist. The correct route may be a supplier portal, an e-invoicing network, an email/PDF process, or another method specified by the agency or contract. Check the purchase order, contract, task order, and the customer agency’s vendor instructions before preparing an invoice.
For example, the U.S. Treasury’s Invoice Processing Platform (IPP) serves enrolled federal agencies; it is not automatically the route for every federal customer. GSA Web Vendor and California’s Department of General Services have separate processes. Treasury’s IPP program page describes the platform’s scope.
If more than one route seems possible, verify that the agency and purchase order are supported, what format and attachments are accepted, whether the portal provides a receipt and status tracking, and which support contact handles errors. Do not choose an alternate channel just because it appears simpler.

Prepare the account, order, and invoice details
- Supplier account: Confirm you can sign in to the account associated with the company that performed the work.
- Customer and order: Check the bill-to agency and the purchase order or contract reference. Make sure the order is the one being billed and has sufficient available balance if the portal checks it.
- Required fields: Use the fields marked as required in the agency’s system. Treasury’s IPP guide, for example, identifies required fields with an asterisk; that does not make its field list universal.
- Supporting documents: Have the backup required by the contract or portal ready. Attach it where requested; do not assume that another agency’s document checklist applies.
Some routes have additional eligibility rules. GSA’s online Web Vendor instructions require the purchase order to be present in the system with an available balance and the Designated Billing Office to be the Fort Worth Finance Center. Check GSA’s current Web Vendor instructions to determine whether that process applies to your invoice.
Submit through the designated portal
- Sign in to the portal specified by the agency or contract.
- Choose the correct supplier account and locate the matching open purchase order or contract.
- Start a new invoice against that order, enter the required information, and check the customer and order identifiers.
- Attach backup documents if required, then review the completed invoice for errors.
- Submit once and save the invoice number, receipt, or other confirmation.
Those are general steps; portal labels and screens differ. In Treasury’s IPP example, a vendor signs in, selects “Collector,” authenticates through ID.me or Login.gov, opens the relevant open PO, selects “Create Invoice,” completes required fields, attaches backup if applicable, and selects “Submit.” Follow the live IPP vendor instructions for that system rather than applying those menu steps to another portal.

Some systems do not let vendors delete an invoice after submission. GSA says to contact customer support if an error is discovered after submission, rather than sending the invoice again through fax, mail, email, or another electronic route. California DGS likewise warns that multiple submissions can delay payment. Follow the relevant agency’s correction instructions.
Track the invoice and distinguish status from payment
Use the invoice number or purchase order search in the portal where you submitted the invoice. In IPP, the status indicates where the invoice is in the workflow:

These definitions are from Treasury’s IPP status guidance. Status names and meanings vary by system. An approval or scheduled payment status is not confirmation that funds have arrived.
How the process differs by jurisdiction
U.S. federal agencies enrolled in Treasury IPP
Treasury describes IPP as a secure, centralized web platform that helps enrolled federal agencies manage invoicing from purchase order through payment notification. It lets vendors submit invoices to participating agencies, check invoice and payment status, and view payment details. Treasury says the service is provided at no cost to agencies and vendors. Confirm that your agency participates before creating an account or trying to submit there. Read Treasury’s IPP program description.

GSA Web Vendor
GSA Web Vendor is a specific route, not a government-wide federal invoicing system. Besides the order and billing-office eligibility conditions above, GSA instructs vendors to select the PO matching the invoice and contract identifiers and to submit supporting documents when required. GSA also says invoice visibility may take processing time; do not treat a delay in visibility as permission to send a duplicate. Consult GSA’s online invoice instructions for current steps and support.
California Department of General Services
California DGS encourages electronic PDF submissions through its Invoice Payment Portal. Portal users can track invoices and receive email notifications when submissions are received, completed, or commented on. DGS says duplicate submissions can delay payment and describes alternate routes for cases where the portal cannot be used. Check the DGS portal instructions for the applicable office’s route and status-check options.

United Kingdom contract context
UK Cabinet Office guidance updated July 20, 2026 discusses the Procurement Act 2023 framework. It says contracting authorities must accept and process electronic invoices in the required standardized form when they are not disputed, while contract terms remain relevant to how and when suppliers submit invoices. This is UK-specific legal context, not a universal portal procedure. Read the Cabinet Office electronic invoicing guidance alongside the contract and authority’s submission instructions.

- Open the invoice record and read any comments, exception details, or rejection reason.
- Check whether the issue concerns the purchase order, required information, supporting documents, or the agency’s decision.
- Contact the agency or the portal’s listed support team for correction instructions. Do not create a second submission unless that authority tells you to.
- Use the contract and agency instructions for payment terms and escalation. They determine applicable deadlines and contacts; a portal status alone does not establish when payment is due.
Treasury’s IPP submission and status pages list the Accounts Payable Help Desk at 304-480-8000, option 7, and accountspayable@fiscal.treasury.gov, with weekday hours. These details can change, so confirm them on the live IPP vendor pages before contacting support.
