To submit a public comment on a local data center proposal, find the official notice for the specific case, confirm what decision is open, and follow that notice’s deadline, delivery method, and submission rules. There is no single nationwide process: a project approval, zoning change, environmental review, and permit may each have a different agency and comment procedure.

How do I submit a public comment on a local data center proposal?

  1. Find the official case page and notice. Search the city or county planning, zoning, permitting, or meeting-calendar website using the project name, applicant, address, case number, or permit number. Read the application and staff reports linked from the case page. For example, Loudoun County directs users to its LandMARC online land-management system for project information: Loudoun County LandMARC.
  2. Identify the decision being considered. Check whether the matter is a specific facility approval, a zoning or code amendment, a permit, or a broader policy proposal. A hearing to consider a temporary moratorium or general rule changes is not necessarily a hearing on an individual data center.
  3. Copy the instructions from the notice. Note the receipt deadline, destination, accepted submission channels, subject line, required identifying information, and any file or format restrictions. The notice for this proceeding—not another county’s example—is the controlling guide.
  4. Read the applicable criteria and supporting documents. Connect your comment to the application, draft rule, permit, or environmental review actually before the agency. For example, a FERC environmental-review notice asks for comments on potential environmental effects, reasonable alternatives, and measures to avoid or lessen impacts; that federal example does not set the rules for a local proceeding: FERC notice in the Federal Register.
  5. Write and submit a focused comment. Identify the matter, state your position or concern, explain its factual basis, and request a specific action or additional analysis where appropriate. Submit only through a channel accepted by the notice. Keep a copy and, for online submissions, save any confirmation the system provides.
  6. Check separately if you want to speak. The notice should explain whether a hearing is scheduled and how to register or provide testimony. Written comments, oral testimony, and informal messages to staff may not serve the same purpose.

Where do I send my comment, and what is the deadline?

Use the address, email, online form, or other destination named in the official notice. Do not assume that sending a message to a general planning inbox—or submitting a comment through an unrelated project page—will put it in the decision’s official record. Check whether the agency must receive your comment by the deadline, rather than whether you need only send it by that date.

Deadlines and channels vary even among local proceedings. A notice may allow an online form, email, postal mail, comments at a hearing, or submissions until the record closes; another may set an earlier written-comment cutoff. For instance, a Virginia Department of Environmental Quality notice for the Wellington project gives its own comment period, email and postal routes, and identifying-information requirements. Those instructions apply to that notice, not to other projects: Virginia DEQ’s Wellington notice.

  • Record the date, time, and time zone if stated.
  • Check whether attachments are permitted and whether the notice sets file-size or format rules.
  • Include any case number or other required details, and retain a copy of what you submitted.
  • Review the notice or portal’s terms for information about disclosure and personal information; a general privacy rule for all local comments is not established.

How can I tell whether this is a project hearing or a policy hearing?

Read the notice title, agenda item, case description, and staff materials. A proposal to amend zoning rules or impose a moratorium concerns policy or land-use rules; it does not automatically decide whether a particular facility will be approved. Lake County’s 2026 notice, for example, describes a proposed moratorium and text amendments and clarifies that its hearing was not about approval of a specific project: Lake County notice.

This distinction matters because the decision-maker may be weighing different questions. For a project application, comments should address the proposal and the applicable approval criteria. For a rule amendment, focus on the wording and effects of the proposed change. For an environmental review or permit, follow the issues the notice asks the agency to consider.

Can I speak at the public hearing?

Only if a hearing is part of the proceeding and the agency’s rules allow public testimony. A data center proposal does not automatically require one. Fairfax County explains that some data centers may be developed by right in specified industrial districts if standards are met, while other circumstances can require special-exception review and hearings. Its described participation options include in-person, telephone, prerecorded video, and written testimony; the case notice determines which options apply: Fairfax County data-center zoning information.

Before choosing a participation method, check whether the submission becomes part of the official record, whether you can attach supporting material, the receipt deadline, accessibility or language support, and whether the route is for written input, live testimony, or informal feedback to staff. A notice for one county or case cannot establish the available options in another.

What should a useful comment include?

A comment is strongest when it addresses the decision the agency can actually make. Use the notice and application materials to name the matter, identify the relevant issue, explain the facts or documents behind your concern or support, and state what you want the agency to do. Avoid treating a broad objection or a claim about a different project as a substitute for addressing the record in front of the decision-maker.

  • For a zoning or code change: identify the proposed language or policy choice and explain its likely effect.
  • For environmental scoping: focus on potential effects, reasonable alternatives, and measures to avoid or reduce impacts, consistent with the specific notice.
  • For a permit: address the permit questions and submission requirements stated by the permitting agency.

Local procedures differ. Loudoun County’s planning materials also caution that an adopted ordinance and resolution prevail over an illustrative application-pathway guide, so rely on controlling local documents when they are available: Loudoun County LandMARC.
