Yes. You can stream a prerecorded video to YouTube Live from an Oracle Cloud Infrastructure (OCI) VM by running an encoder on the VM and sending its output to a YouTube live event. First enable live streaming on your channel, then create an event, configure the encoder with the event’s ingest URL and stream key, and test the feed before going public. OCI’s Always Free allowances do not guarantee that a particular VM can encode your video smoothly, so verify the actual file and settings before scheduling a broadcast.

Before you start

  • A YouTube channel that is eligible for live streaming. YouTube says the channel must be verified and have had no live-streaming restrictions in the previous 90 days; its general guidance also sets a minimum broadcaster age of 16. Check YouTube’s live-streaming enablement guidance for current requirements.
  • An OCI tenancy and a VM in its home region if you intend to use Always Free A1 resources. Oracle’s published allowances describe resource quantities, not guaranteed encoding or network performance.
  • A video file you have rights to broadcast, an encoder that runs on your VM’s operating system and architecture, and the VM’s ability to send a stable stream at your chosen settings.
  • A YouTube event’s server URL and stream key. Keep the key private: YouTube treats stream keys like passwords.

Enable live streaming and create a YouTube event

Confirm channel eligibility

In YouTube Studio, open Live Control Room and follow the prompts to enable live streaming if it is not already available. Complete any verification or waiting period YouTube requires. Do this before spending time configuring the VM; an ineligible channel cannot start the event.

Create or schedule the event

  1. Open YouTube Studio and go to Create > Go live to open Live Control Room.
  2. Create a stream or select a scheduled event. Add the title, description, visibility, and other event details. Use a private or unlisted event for the first test.
  3. In the event’s encoder setup, copy the server URL and stream key. YouTube recommends RTMPS for encoder streaming; use the RTMPS ingest URL when the encoder supports it. Do not share the key or place it in screenshots, public notes, or shell history.

Exact labels can change in YouTube Studio. Use the current event setup’s server URL and key rather than copying credentials from another event.

Check the OCI Always Free VM and its limits

Oracle’s Always Free Resources documentation lists an A1 allowance of 1,500 OCPU-hours and 9,000 GB-hours per month, equivalent for Always Free tenancies to 2 OCPUs and 12 GB of memory. The VM must be provisioned in the tenancy’s home region. Oracle also lists 10 TB per month of outbound data transfer. These are allowance figures—not a promise of a particular VM’s CPU speed, sustained upload throughput, or ability to encode a given video. See Oracle’s Always Free Resources page for the current terms and resource availability.

Oracle notes that temporary host-capacity shortages can prevent provisioning and return an “out of host capacity” error. Confirm the tenancy’s home region and, if capacity is unavailable, try again later or another availability domain where supported; Oracle’s Always Free resource documentation describes the relevant limitations.

Choose YouTube output settings

Choose the output resolution and frame rate deliberately. YouTube’s encoder guidance lists H.264, H.265/HEVC, and AV1 video; AAC or MP3 audio; constant bitrate encoding; and a recommended two-second keyframe interval, with four seconds as the maximum. Follow the current YouTube encoder settings for your exact resolution and frame rate.

YouTube output Minimum video bitrate Recommended video bitrate
1080p at 30 fps 4 Mbps 10 Mbps
1080p at 60 fps 4 Mbps 12 Mbps

These are YouTube’s published encoder targets, not measurements of OCI VM capability. The stream’s total bitrate includes audio as well as video, and it must fit within the VM’s measured upload capacity. Higher resolution, frame rate, or bitrate can increase the demands on both encoding and network delivery. If the VM struggles, test a lower output target rather than assuming that the free-tier resource allowance will sustain the original file’s quality.

Run the encoder and test the feed

The exact setup depends on your VM’s operating system, CPU architecture, encoder build, and source file. The available official guidance establishes YouTube’s ingest workflow and OCI’s resource allowances, but does not validate a particular FFmpeg command or preset on OCI. Do not copy a command from an unrelated system without confirming its options and encoder support on your VM.

  1. Install or select an encoder compatible with the VM’s operating system and architecture. Confirm it can read the source file and encode the selected video and audio formats.
  2. Configure the encoder to play the prerecorded file as its input and send a constant-bitrate output to the YouTube event’s RTMPS server URL using the event’s stream key. Set the output resolution, frame rate, audio format, bitrate, and two-second keyframe interval according to YouTube’s current guidance.
  3. Protect the stream key. Prefer a method that reads it from a protected configuration or secret store instead of including it in a command that may be saved to shell history or exposed in process logs. If it is compromised, replace or rotate it in YouTube Studio.
  4. Start the encoder while the event is private or unlisted. Wait for the preview to appear in Live Control Room, then check that video and audio are stable and in sync.
  5. Monitor the test continuously. YouTube advises having upload bandwidth sufficient for the total stream bitrate. If the preview stutters or drops, lower the output bitrate or resolution and test again.
  6. For a public or scheduled event, start the encoder, wait for YouTube to receive the signal and show a preview, then select the option in Live Control Room to go live. At the end, end the event in YouTube and stop the encoder.

Copyright, looping, and YouTube policy

Only broadcast material you have the rights to use. A video being prerecorded—or streamed from a cloud VM—does not itself grant permission to use its music, footage, or other material. YouTube’s encoder instructions explain how to send a feed, but do not establish whether a particular looping or repetitive-content format is permitted. Check YouTube’s current policies and confirm the rights status of the actual content before broadcasting, especially for a long-running or repeated stream.

YouTube preview stutters or the stream drops

Check the VM’s actual upload capacity and the encoder’s total output bitrate, including audio. Reduce resolution, frame rate, or bitrate and run another private test. Oracle’s monthly outbound-data allowance is not a throughput guarantee, and the sources do not establish how much encoding capacity any particular free-tier VM provides.

The encoder cannot connect

Confirm that the server URL and stream key belong to the selected event, that the encoder is using the intended RTMPS endpoint, and that the VM can make the connection. Recopy the current event credentials if needed. Treat a potentially exposed key as compromised and replace it.

The image or sound is wrong

Verify the source file plays correctly on the VM, the encoder’s selected streams and output formats, and the event preview. Adjust the output profile and retest privately before relying on it for a public broadcast.

Or let it run in the cloud

If the goal is to keep prerecorded video running on a YouTube channel without maintaining your own VM and encoder, StreamNeo is an alternative: upload a recording or build a playlist, add your YouTube stream key once, and go live.
