Yes—but YouTube’s Chromebook webcam workflow is for a camera, not for choosing a local video file as the live feed. To broadcast a recording as a YouTube Live event, use an encoder workflow or a cloud service that explicitly supports pre-recorded video; check Chromebook browser support and availability in India with the provider before relying on it. If you only want viewers to watch a new upload together, a YouTube Premiere may be simpler.
Choose the right format for your video
| Option | Can use an existing video file? | Can you operate it from a Chromebook? | What viewers experience |
|---|---|---|---|
| Webcam in YouTube | The documented workflow uses a computer camera; it does not establish selecting a local file as the feed. | YouTube says webcam streaming works in Chrome 60 or newer. That does not establish ChromeOS file-input support. | A camera-based live broadcast. |
| Encoder workflow | Potentially, if the chosen encoder can send the recorded file as its feed. YouTube describes the encoder method but does not document a Chromebook-specific encoder. | Depends on the encoder. Confirm it supports ChromeOS or can be operated in a browser before setting up the event. | A live broadcast sent to YouTube using a stream URL and key. |
| Cloud service for pre-recorded video | Designed services may accept uploaded recordings, but confirm the provider supports the file and workflow you need. | Depends on provider browser support and India availability; YouTube’s guidance does not verify these for named providers. | A live broadcast that can run without keeping the Chromebook on, if the service supports that. |
| YouTube Premiere | Uses a video upload rather than sending a file through an encoder as a live feed. | Use YouTube’s own Premiere controls; check current Studio options for your account. | A scheduled communal viewing of a new video, not the same format as a continuous or encoder-driven live broadcast. |
YouTube describes its webcam method as an easy way to go live without encoding software, but that guidance is camera-based. Its encoder method is the relevant documented route for sending an encoded feed from a recording. YouTube’s encoder guidance names Gyre as a cloud-based option for 24/7 pre-recorded streams, but does not establish Chromebook compatibility or availability in India. Check directly with any provider before choosing it. YouTube’s live-streaming tips, encoder setup guidance, and its encoder overview describe these distinctions.
Check YouTube Live eligibility first
- Your channel must be verified.
- You must have no live-streaming restrictions in the preceding 90 days.
- YouTube’s current general guidance says creators must be at least 16 to livestream.
- First-time activation can take up to 24 hours, so enable live streaming before the day you plan to broadcast.
Open YouTube Studio and follow the live-streaming activation prompts. If the option is unavailable, check channel verification, account eligibility, and restrictions before troubleshooting the Chromebook or encoder. See YouTube’s computer live-streaming guidance.

- Prepare the recording. Confirm that the video and audio are yours to broadcast or that you have permission to use them. Check that the file plays correctly and that its audio is present. YouTube’s general encoder guidance does not specify a Chromebook-native way to load a local file into an encoder, so choose an encoder or cloud provider only after confirming that exact capability.
- Open Live Control Room. In YouTube Studio, select Create and then Go live. Use the Live Control Room to create or schedule the event. YouTube’s encoder instructions describe scheduling from the Manage area.
- Copy the stream connection details. In the event’s stream settings, copy the stream URL and stream key into the corresponding encoder fields. Treat the key like a password: it directs the encoder to your channel’s feed. Do not share it publicly or expose it in a screen recording.
- Start the encoder feed. Start playback/transmission in the selected encoder and wait for YouTube to receive the signal. YouTube calls the software or device that converts video into a stream an encoder; the selected tool must support your Chromebook setup if you intend to run it there.
- Check the preview before going live. In Live Control Room, verify the picture, sound, event title and audience settings. Start the public broadcast only after the preview is correct. YouTube recommends testing the setup and monitoring stream quality.
- Monitor the event and end it deliberately. Watch the connection and playback while the event runs. When finished, stop the encoder feed and end the stream in Live Control Room as applicable. YouTube says streams under 12 hours are automatically archived; do not assume a longer stream will be archived.
For bandwidth planning, YouTube recommends upload capacity with 20% headroom beyond the stream bitrate. For example, if your encoder sends a 5 Mbps stream, aim for at least 6 Mbps of stable upload capacity. This is a margin over the stream bitrate, not a guarantee that a fluctuating connection will remain stable. See YouTube’s network tips.

Copyright and audience expectations
Only stream video and audio you have the right to broadcast. A recording can contain material you did not create—such as music, a performance, or footage—and having the file does not by itself establish broadcast permission. YouTube’s cited setup guidance explains the technical workflow, not legal advice; check the relevant rights and YouTube policies for your situation.
Also decide whether you need an actual live feed or a shared viewing of a newly uploaded video. YouTube describes Live as a real-time broadcast and Premiere as a way for a creator and community to watch a new video together in real time. If the latter is your goal, assess Premiere before configuring an encoder. See YouTube’s explanation of Live and Premieres.

Or let it run in the cloud
StreamNeo is a YouTube-only cloud service for keeping uploaded videos live 24/7. Upload a recording or build a playlist, add your YouTube stream key once, and go live; it loops the video in the cloud, so your Chromebook and home connection do not have to stay on. The Chromebook browser workflow and India availability are not established by YouTube’s guidance, so confirm access to the StreamNeo service from your location before you begin.
- Nothing has to stay running at home once the stream is set up.
- Any quality up to 4K 60fps streams as uploaded at one flat price per slot, with no re-encode or quality tiers.
- Automatic recovery is included if YouTube drops the stream.
- The first day is free with no card; one free day per account.
Monthly: $9.99 per month. In India, UPI and cards are supported. Start your free StreamNeo day.

Common setup problems
- You cannot go live yet: verify the channel, check the preceding 90 days for live restrictions, and allow up to 24 hours for first-time activation.
- You see the Chromebook camera but not your recording: that is consistent with YouTube’s webcam workflow. Use an encoder capable of sending the video file, or a compatible cloud service, rather than assuming webcam mode can select a file.
- YouTube does not receive a signal: check that the encoder has the correct stream URL and key, that the key has not been changed, and that the encoder is actually transmitting.
- The preview buffers or quality drops: check the Chromebook’s available upload bandwidth and network stability. YouTube recommends 20% headroom above the stream bitrate; pause other upload-heavy activity and test again.
- The stream looks or sounds wrong: check the encoder’s source file and audio selection, then verify both in Live Control Room preview before going live.
- Your chosen tool will not run on ChromeOS: YouTube’s general encoder documentation does not establish ChromeOS compatibility. Confirm the provider’s supported devices and India access, or use a suitable cloud workflow rather than installing an unsupported desktop encoder.
