To keep a college radio station on YouTube around the clock, send the station’s approved program output to a software or hardware encoder, connect that encoder to a YouTube Live stream, and assign people or alerts to monitor and recover it. Before launch, confirm that the station has rights for the YouTube simulcast and any archive: a terrestrial or audio-webcast license does not automatically cover an audiovisual YouTube stream. YouTube does not promise an uninterrupted 24/7 session, so test the full setup and plan for interruptions.
What you need for a continuous YouTube radio stream
The basic signal path is station program output → encoder → internet connection → YouTube Live. You can use an existing production computer running a software encoder or a dedicated hardware encoder; YouTube supports both approaches. A hardware unit is optional, not a YouTube requirement. The encoder sends the stream, while YouTube’s Live Control Room lets you preview it and monitor stream health.
Decide what viewers will see as well as what they will hear. A radio-only feed can use a station card or now-playing slate; a camera or program-specific visuals are other possibilities. Keep the visual content consistent with what the station is authorized to broadcast. Clear the rights before you simulcast
Do not assume that permission to broadcast music over terrestrial radio or an audio-only web stream also permits a YouTube audiovisual simulcast or its archived replay. Confirm the station’s agreements for the exact use, territory, and format with the college and its rights advisers. YouTube’s Livestream terms and conditions put responsibility on the provider to have the necessary rights for live content, including music rights from artists, record labels, publishers, and other royalty participants.

For a US station, SoundExchange describes separate categories for qualifying noncommercial educational webcasters and noncommercial webcasters. Its materials discuss statutory licensing for certain noninteractive digital sound-recording transmissions; that does not establish that a SoundExchange filing clears an audiovisual YouTube use or composition rights. BMI’s Music Performance License Agreement and website and mobile app guidance have their own scope. Check the station’s specific agreements rather than treating any one license as blanket permission.
These SoundExchange and BMI references concern US licensing categories. Stations elsewhere need to check their local rules and agreements. Include more than the music library in the review: student DJs, guests, callers, syndicated programs, event recordings, underwriting, and artwork or other visuals can all raise separate permission or contract questions.
Content ID can still interrupt a stream
YouTube scans live streams for third-party content. It may replace the live picture, interrupt the stream, or terminate it. YouTube says that even a streamer with a license may be interrupted if the relevant rights owner has not allowlisted the channel through Content ID. Ask applicable rights owners or administrators whether they can and will allowlist the channel; a successful test or the absence of an immediate warning is not rights clearance. A stream archive can also receive a copyright claim after the broadcast ends. See YouTube’s guidance on copyright issues with live streams.

Set up YouTube Live and connect the encoder
- Check channel eligibility. The channel must be verified and must not have had live-streaming restrictions in the previous 90 days. Enable live streaming ahead of launch; first-time activation can take up to 24 hours.
- Create an encoder stream. In YouTube Studio, open Go Live and create or schedule a stream using the encoder workflow. Follow the current prompts in Live Control Room.
- Copy the connection details. Copy YouTube’s server URL and stream key into the corresponding fields in your encoder. Treat the key like a password: limit who can access it, keep it out of public documents, and reset it if it is exposed.
- Route the station output. Connect the approved program feed to the encoder’s audio input, and configure the intended visual source. Check that the encoder receives clean audio at a sensible level and that the image is the one the station intends to show.
- Preview before making the feed public. Start the encoder, check the Live Control Room preview and stream-health information, and confirm the public watch page works as intended before launch. An encoder status of “connected” alone does not prove that listeners can hear or see a good feed.
YouTube’s encoder setup instructions describe the platform connection process. UI wording can change, so follow the labels shown in the station’s current Studio account.
Choose an encoder and configure stream quality
Use the route that the station can operate and recover reliably; neither software nor hardware removes the need for a sound network and an operating plan.

YouTube has a category of verified encoders, but says those products are not made by YouTube. Compare any candidate with the station’s actual duty cycle and operating capacity; no particular model is required by the workflow described here.

Encoder settings to verify
YouTube’s encoder settings guidance recommends RTMP or RTMPS ingestion, H.264, H.265, or AV1 video encoding (availability depends on workflow), AAC or MP3 audio, constant bitrate encoding, and a two-second keyframe interval that should not exceed four seconds. Check the current page before configuring because platform recommendations can change.

For a documented example, YouTube Help lists 720p at 30 frames per second with a recommended video bitrate of 2 Mbps and a maximum video bitrate of 6 Mbps. It lists 480p at 30 frames per second with a recommended video bitrate of 0.3 Mbps and a maximum of 3 Mbps. These are YouTube configuration recommendations, not measured requirements for a particular station. The video bitrate is not the total upload demand: account for audio and any backup feed as well.
YouTube’s streaming tips recommend leaving 20% headroom beyond the total bitrate, including primary and backup feeds, and warn that other users of a shared connection can reduce available upload capacity. Test upload performance from the actual station network and at the time and conditions the stream will run. Choose quality the connection can sustain, then test with representative audio and motion. YouTube’s live streaming tips also emphasize testing the actual feed and monitoring quality.

Test and operate it as a 24/7 service
Before the first public broadcast
- Test the same audio chain and visuals intended for production, not just a silent test card.
- Listen for clipping, silence, hum, or unintended room audio; confirm that the program output is the correct one.
- Watch the Live Control Room preview and stream-health status, and verify the public watch page from a separate device or network.
- Run an upload test on the stream network and check that normal campus network use does not consume the required headroom.
- If the station keeps a local recording, test that recording path independently; a YouTube feed is not proof that the local recording is working.
- Write down who can access the encoder and stream key, who monitors overnight, and who is authorized to restart the feed.
Plan for interruptions and recovery
Assign a responsible operator or alerting process for unattended hours. Document how to check whether the encoder, internet connection, or YouTube stream has failed; how to restart the encoder; and how to verify recovery in Live Control Room and on the public page. Keep a backup encoder or recovery path only if the station can test and operate it. YouTube recommends setting up early and checking backup-encoder failover, but its event-oriented guidance does not specify a complete 24/7 radio failover design or guarantee uninterrupted service.
For a continuous station, decide who responds to a YouTube interruption, an internet outage, a power failure, or a rights-related block. Test the recovery procedure rather than relying on the assumption that a connection will resume by itself. The YouTube live tips are useful for the platform-side setup and monitoring, but the station must define its own staffing and continuity arrangements.
Decide what happens to the archives
YouTube says streams shorter than 12 hours are automatically archived. That is not a guarantee that a single stream should or can run continuously for 24 hours. Decide whether each archive should remain public, be edited, or be removed, and ensure the station’s rights cover replay as well as the live simulcast. Content ID claims may arrive after a stream ends, so include archive review in the operating procedure.
